Present Robert Williamson Town Attorney Present Jane Bush Clerk Present Visitors: Water Supt. James Howell, Planning Board Chairman Viola Miller, Zoning and Enforcement Officer Norman Stanton and ten visitors. The Supervisor called the meeting to order having the clerk take the Roll Call. • A.copy of the minutes of September 11th, 17th, October 16t, 8th and 16th meetings having been furnished to the members of the town board beforehand, the Supervisor asked for a motion to propose corrections of errors or to accept same as submitted. MOTION by Mr. Hilliard and seconded by Mr. Naegely that the minutes as submitted by the clerk be approved. Carried Letter read from Edward L. Kabelac, Supt. of Grounds Division, Cornell Univ., requesting a Junk Yard License. Letter read from F.G. Marcham, Mayor of the Village of Cayuga Heights. Said letter concerned the present numbering of Triphammer and N. Triphammer Roads and the confusion to Fire Departments and ambulances and others in time of emergency. Letter read from F.G. Marcham, Mayor of the Village of Cayuga Heights. Mr. Marcham stated that on October 30, 1974, the Village Board passed a resolution to authorize an addition for funding::the intermunicipal water program jointly with the -Towns of Dryden, Ithaca and Lansing. Letter received from Human Services Coalition requesting that the Town of Lansing share in the cost of their budget. Supervisor McDermott urged board members to attent the Human Services Coalition meeting scheduled November 14th at which time they will discuss their budget and consider ways of sharing between the City and Towns. Norman D. Stanton, Ordinance Officer, submitted his monthly report which was read and reviewed by the board. Rocco Lucente appeared before the board requesting the town to accept his road, namely, Village Circle, located off the 100 block of Warren Road. The board discussed said request with Hwy. Supt. Lloyd Sharpsteen who advised the board he wanted to make further inspection of the road. The board advised Mr. Lucente that acceptance would be contingent on Mr. S harpsteen's approval and suggested that legal documents regarding the road be prepared by Mr. Lucente's Attorney and Town Attorney Williamson and be submitted to the board in the spring of 1975 for further action. Atty. David B. Gersh appeared before the board on behalf of Ceracche Tele- vision Corp., stating that due to inflation, Ceracche Television Corp. was requesting a price increase of 20% in monthly charges.. Statistics and data for the basis of this request was submitted to the board for review. Atty. Gersh formally requested the board to set a Public Hearing on same. Discussion by the board. 40 RESOLUTION.offered by Mr. Naegely. RESOLVED, that the Lansing Town Board shall hold a Public Hearing on the requested proposed Amendment to Franchise Agreement between the Town of Lansing and Ceracche Television Corporation, on the 3rd day of December 1974 at the Lansing Town Hall at 8:00 P.M. in the evening thereof. Enforcement Officer, Norman Stanton, discussed the application of the A & P Store for the construction of a false roof on their store located in the Triphammer Shopping Center. Mr. Stanton stated that the Planning Board had recommended.approval of the application, and inasmuch as it met with all require- ments of the Zoning Ordinance, and having had prior town board informal approval, he had issued a Building Permit on October 30, 1974, pending town board formal approval. RESOLUTION offered by Mr. Bush. RESOLVED, that the Building Permit issued to the A & P Store for construction of a false roof at their present location at the Triphammer Shopping Center, on recommendation of the Planning Board, be approved. (Aye) Lee Naegely, Councilman Vote of Town Board (Aye) 'Wesley McDermott, Supervisor Carried Ordinance Enforcement Officer, Norman Stanton, stated that requests for Junk Yard Licenses had been received from Andrew Krebs and Cornell University. Mr. Stanton will forward applications as requested. Supervisor McDermott reported that Eng. T.G. Miller and himself had appeared before the Tompkins County :Board-of Health on the afternoon of November 12th, in regard to Lansing sewer services. An extension of time for the McDonald's Restaurant sewer permit was requested at said meeting. County Board of Health to take action on request at their December meeting. Atty. Williamson reviewed the contents of the Engineer's Agreement between the Towns of Dryden, Ithaca, Lansing and the Village of Cayuga Heights and Lozier Engineers, Inc., in regard to the Bolton Point project, entitled Southern Cayuga Lake Intermunicipal Water System. Discussion by the board followed. RESOLUTION offered RESOLVED, that the Engineers' Agreement on approval of the Village and be it further by Mr. Naegely: Supervisor be and he hereby is = authorized to execute the behalf of the Town of Lansing, contingent upon the of Cayuga Heights and the Towns of Dryden and Ithaca, RESOLVED, that it is recommended to the Attorney's for the Southern Cayuga Lake Intermunicipal Water Commission that the final as -built plans be delivered to the owner in reproducable form. RESOLUTION offered,.by Mr. Hilliard: RESOLVED,'on recommendation of the Highway Superintendent and the Town Board, that the County Highway Superintendent is hereby requested to erect NO STANDING signs, pursuant to the Vehicle and Traffic Law, on both sides of N. Triphammer Road from Route 13 north to the intersection of Brookway and N. Triphammer Roads. Seconded by Mr. Bush. The Town Attorney discussed in detail with the board, the matter of the increase and improvement of the facilities of Water District #1 and the McKinney Water District in regard to the intermunicipal water supply facility for the Towns of Dryden, Ithaca, Lansing and the Village of Cayuga Heights. An ORDER calling a Public Hearing to be held on the 26th day of November, 1974, at 8:00 o'clock P.M., Eastern Standard Time, to consider THE MATTER OF THE INCREASE AND IMPROVEMENT OF THE FACILITIES OF WATER DISTRICT N0. 1 AND THE McKINNEY WATER DISTRICT OF THE TOWN OF LANSING, TOMPKINS COUNTY, NEW YORK, was duly adopted by the Town Board. Said ORDER attached hereto and made a part thereof. AUDIT RESOLUTION offered by Mr. Naegely and seconded by Mr. Bush. RESOLVED, that General Fund bills #315 through #391 totalling $10,689.54 and Highway Fund bills #234 through #250 totalling $13,057.03 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #1, Water District #2, Sewer District #1 and Sewer District #2 bills be and the same are hereby approved for payment. The Supervisor requested the Clerk to furnish Proof )f Notice, after which time the Public Hearing to consider Phe Increase and Improvement of the Facilities of Water )istrict No. 1 and the McKinney Water District of the Town )f Lansing, was called to order. James Showacre, Chairman of the Lansing Water.and >ewer Advisory Committee, discussed the effect of the 3olton Point project on Lansing. Figures showing the :omparative intermunicipal benefit charges for Lansing, )ryden, Ithaca and the Village of Cayuga Heights were %eviewed. The 1975 Lansing water benefit charges vs. the L:9T6 Lansing+Bolton benefit charges and the quarterly rater meter rates for 1975 Lansing Water District #1 vs. the L976 Bolton quarterly water meter rates, was presented and acamined by those persons present.
