The Supervisor opened the meeting having the clerk take the Roll Call.
Letter received and read from W.C. Hennessy, Assistant Commissioner of
New York State Department of Transportation. Said'letter referred to agreement
for access points on the north side of the Triphammer project.
Notice read of a Public Hearing to be held Feb. 6, 1975 at 10 :00 a.m. in
Auburn N.Y. in regard to the Application of New York State Electric & Gas
Corporation for a certificate of environmental compatibility and public need to
construct an 850 mw coal- fueled electric generating unit at a site in the Town
of Lansing. Discussion by the board. Supervisor McDermott and Councilman Bush
to follow -up on said Hearing.
Notice read of a Public Hearing to be held Monday, October 14, 1974 at
9 *30 a.m. by the Tompkins County Board of Represenetatives)regarding the
Establishment of Agricultural District No. 4, located in the northerly part of
the Town of Lansing.
RESOLUTION offered by Mr. Hilliard:
RESOLVED, that the following persons be appointed Inspectors of Election
from July 15, 1974 to July 159 1975:

D Carl Zifchock, 126 Searles Road, Groton, N.Y.
D Marsha Knight, 43 Myers Road, Lansing, N.Y.

D Mary Drake, 210 Hillcrest Road, Ithaca, N.Y.
D Mildred Rodgers, 6 Lansing Heights, Lansing, n.Y.
D Clara Sutphin, Locke Rd., Locke, N.Y.

Supervisor McDermott announced that the Flood Plain maps had been received.
Planning Board to keep Town Board informed of progress regarding the Flood Plain
Management project.
Supervisor McDermott discussed the Freedom of Information Act with the board.
Councilman Naegely announced that there would be a meeting of the County
Sewer Commission on October 8th at 3:30 P.M.
Councilman Naegely stated that he felt strongly of having the Rte. 13 project
lighted while under construction. Requested board members to inspect the situation
and submit their opinions.
James Showacre, Chairman of the Lansing Water & Sewer Advisory Committee
advised the board that the Tompkins Co. Sewer Commission requests the consensus
of each municipality on the assessment of charges on Co. Sewer Dist. #1. The
Lansing Water & Sewer Committee recommends that the Town Board assess Lansings'
share and bill internally. Discussion by the board.
RESOLUTION offered by Mr. Naegely:
RESOLVED that the recommendation of the Lansing Town Board and the Lansing
Water & Sewer Advisory Committee on the raising of monies required for its share
of the costs of County Sewer Dist. #1, be raised by the Town internally as it
determines, and be it further
RESOLVED, that the billing be handled by the Town Clerk.

RESOLUTION offered by Mr. Naegely:
RESOLVED_; that David L. Klein, 1187 E. Shore Drive, be appointed as a.Member
of the Lansing Board of Zoning Appeals for a five year term, said term commencing
June 15, 1974.
Seconded by Mr. LaVigne. Carried
The Zoning Board of Appeals advised the Town Board that Suzanne Lorbeer,.
member of the Appeals Board, will be unable to be an active member for one year
and will be submitting her resignation. It was suggested bythe Appeals Board
that Margaret McElwee fill the unexpired term of Suzanne Lorbeer and Barbara
M. Irish be appointed to a one year term. Town Board to check on said request.
A letter was received and read from Viola H. Miller, Chairman of the Lansing
Planning Board. Said letter endoresed and recommended changes in the Zoning
Ordinance pertaining to site approval and building permits in the Industrial,
Commericial and Planned Development area zones as seem mandated by the "Nemeroff"
decision. The Planning Board also recommends such policy changes that seem
necessary to accomodate change and to avoid confusion in• administering the
Ordinance, endorsed the use of the Savings Clause, and recommended that the
Town Board petition the legislature for enabling legislation to make possible
Planning Board approval of site plans.

Zoning Ordinance.

WHEREAS, the Planning Board has recommended certain changes in the Town of
Lansing Zoning Ordinance to bring said ordinance into conformity with State law,
and
WHEREAS, said amendments have been presented to the Board, now therefore be it

this Board hold
a public
hearing on
said proposed amendments
in the Town Hall on
the 16th day of
October
1974 at 8:00.in
the evening thereof.
