The Lansing Town Board met in Regular Session at the Lansing Town Hall on
June 11, 1974 at 7:30 P.M. with Supervisor McDermott presiding.

The Supervisor opened the meeting having the clerk take the Roll Call.
! Proof of Notice having been furnished, the Public Hearing to consider amendments
to the Mobile Home Park Ordinance of the Town of Lansing, was called to order by
Supervisor McDermott at 7:30 P.M.
Each amendment as proposed, was reviewed by the Town Board and all persons
present.
All persons desiring to be heard, having been heard, and no person voicing
objection to said proposed amendments, the Public Hearing was terminated at 8:10 P.M.
The following resolution was offered by Mr. Naegely, who moved its adoption,
seconded by Mr. Hilliard, to -wit:
RESOLVED, that an Ordinance of the Town of Lansing, County of Tompkins, State
of New York, providing for the AMENDMENT OF THE MOBILE HOME PARK ORDINANCE, adopted
by this Town Board on the 4th day of April 1972, is hereby amended to read as follows:
ARTICLE 3 DEFINITIONS
Mobile Home - a self- contained, transportable, single - family dwelling unit
suitable for year -round occupancy and containing the same water supply,
sewage disposal and electrical systems as immobile housing. For the
purposes of this ordinance a dwelling unit which is constructed in
sections, transported, assembled on the site and placed on a permanent
foundation, is not considered a mobile home.
Mobile Home Park - a parcel of land which is designed and improved for
the placement of 3 or more mobile homes for nontransient use.
ARTICLE 4 LICENSE AND TEMPORARY PERMITS
4.1 It shall be unlawful for any person or persons to construct, alter
or extend a mobile home park within the limits of the Town of Lansing,
unless such person shall first obtain a temporary permit therefor.
492 It shall be unlawful for any person or persons to maintain or
operate a mobile home park within the limits of the Town of Lansing
unless such person shall first obtain a license therefor.

4.3 Established Mobile Home Parks. For the purpose of this ordinance
Mobile Home Parks already established as of 04 April 1972, shall b.e ,
considered in posession of a license, provided that such park meets
with approval of- the'Larising Town Board.
ARTICLE 5 APPLICATION FOR LICENSE
5.1.7 Fee for Temporary Permits -
1. For six (6) units or less $10.00
2. For seven (7) units or more $20.00
5.1.8 Fee for Initial License -
l. No fee

5.2 The application and all accompanying plans and specifications shall
be filed in duplicate. The Ordinance Inspector, who shall be appointed
be the Town Board, shall review the application and the proposed plans
and specifications and shall forward a copy to the Planning Board for
its review and recommendations as to compliance with the objectives

5.3 Application for renewal of license. Upon application in writing
for renewal of a license, the Ordinance Inspector shall renew
such license for another year, provided that there are no viola-
tions of this ordinance. If any changes have taken place in the
mobile home park, the applicant must produce a revised plan
showing said changes before a renewal will be granted.
5.... Fee for License Renewal -
1. For six (6) units or less $10.00
2. For seven (7) units or more $20.00
8.1 Location. Mobile home parks may be located in the Rural Residential
District and the Unzoned Area of the Town of Lansing, if the
specific location of the proposed mobile home park is found to
be in compliance with the objectives of the General Plan.
8.6 Mobile,HomerLot Size. All mobile home lots shall be a minimum
of 7,000 sq. ft. and in no'case shall the density exceed six (6)
mobile home lots per gross acre of area included in the mobile
home park. Each mobile home lot shall have a width of at least
48 feet; provided, however, that mobile home parks in existence
on the effective date of this ordinance which provide mobile
home lots having a width or area less than that prescribed
above may continue to operate with spaces of the existing-width
and area.
ARTICLE 17 PENALTIES
Any person, firm or corporation who violates any provision.of this
ordinance shall be guilty of an offense and subject to a fine of
fifty (50) dollars or five (5) dollars per unit (mobile home), which-
ever is greater, and every week such violation exists shall constitute
a separate offense and be punishable as such. In addition the Town may
take any other appropriate action to enforce compliance with the pro-
visions of this ordinance.
This Ordinance shall be in force and effect upon adoption and publication as
provided by law.

The resolution was thereupon declared duly adopted.
A copy of the minutes of April 30, May 7, 145 16, and 18, 1974 meetings having
been furnished to the members of the town board beforehand, the Supervisor asked
for a motion to propose corrections of errors or to accept same as submitted.
MOTION by Mr. Hilliard and seconded by Mr. LaVigne that the minutes as
submitted by the clerk be approved. Carried
Letters received and read from State of New York Public Service Commission,
acknowledging receipt of the Town of Lansing Resolution., declaring the Town's
intent to participate in the expected .hearing*.wth.respect- to'.the proposed; Cayuga
Power Plant.
Copy of letter submitted to N.Y.S. Electric & Gas Corp. by Lansing Civic Assoc-
iation received and read. Said letter urging the N.Y.S. Electric & Gas Corp. to
find a satisfactory solution relative to the disposal of fly ash in the Lansing-
ville area.
Copy of letter received by N.Y.S. Electric & Gas Corp. from N.Y.S. Dept. of
Public Service, received and read. Said letter concerning application of N.Y.S.
Electric & Gas Corp. for a certificate of environmental compatibility and public
need for the Cayuga Fossil Station.
Copy of a lengthy petition addressed to Assemblyman Constance Cook was re-
ceived and read. Said petition requested the complete details on how the Cayuga
Lake level is managed. Memorandum attached from Gary A.'Lee, Chairman of Tomp-
kins Co. Board of Representatives, requesting a State Official to attend a

RESOLVED, that the expenditure of not more than $20,000.00 be authorized for
pumping station. at Jessup Road and for m,odification,of:,exi;sting Sheldon Road
and Christopher Circle pumping stations, in accordance with resolution of'this
board dated October 2, 1973, and be it further
RESOLVED, that a copy of this resolution be sent to the City of Ithaca and
Board of Trustees.of Cayuga Heights, along with the formal request to construct
such a pumping station in the Village of Cayuga Heights.

Discussion by the board of a proposal received from C.E. Smith Marine Con-
struction & Salvage Company for the construction of an additional dock to be-
built at the Lansing Park Marina. Said dock will face south at the northeast end 1.
of the marina. Following resolution offered:
RESOLUTION offered by Mr. Hilliard:
RESOLVED, that a Change Order #1 in the contract between the Town of Lansing
and C.E. Smith Marine Construction & Salvage Company be approved for the con=
struction of one additional dock, plus bumper rail, for the total cost of
$1,265.80 in accordance with the Change Order filed with the Town Clerk.

The board reviewed the bids received on June 6th for a new 197+ Four Door
Sedan for use by the Lansing Highway Department. Following resolution offered:
RESOLUTION offered by Mr. Hilliard:
WHEREAS, Highway Supt. Lloyd Sharpsteen has advertised for bids for one new
197+ Four Door Sedan for use by the Lansing Highway Department, in accordance
with specifications filed in-: -the Town Clerk's Office, and

WHEREAS, Erie J. Miller Inc., 320 Elmira_Rd., Ithaca, New York was the
lowest responsible bidder with a bid of $3,468.00, now therefore be it
RESOLVED, on recommendation of the Highway Supt. that the bid of Erie J.
Miller Inc., be and is hereby accepted and the Supt. be and he is hereby auth-
orized to complete the purchase of the aforesaid car.

a presentation
of the proposed common access plan
for the
Triphammer
Road
and
Rte. 13 Interchange.
Discussion held by the board on that portion of the Wildman Road proposed
to be abandoned. Lloyd Sharpsteen, Highway Superintendent, presented a written
description of the portion of Wildman Road proposed to be abandoned and requested
the abandonment and discontinuance of same. Following resolution offered:
RESOLUTION offered by Mr. LaVigne; seconded by Mr. McDermott that the
following resolution be adopted:
WHEREAS the Town Superintendent of Highways has filed and recorded in the
Office of the Town Clerk a written description of a portion of the Wildman Road
proposed to be abandoned, passing through School District.Property, and not needed
for ingress or egress from any privately or publicly owned lands and not necessary
to connect existing Town, County or State Highways, and
WHEREAS; said Highway'Superintendent requests the abandonment and discontin-
uance of same,

James Showacre, Chairman of Lansing Water and Sewer Advisory Committee, dis-
cussed the meeting of his committee on May 31, 1974 at which time Eng. T.G. Miller
presented his fee for services, based on the scope of Professional Services to be
rendered in connection with an Engineering Planning Study for Extension of Sanitary
Sewer Service within the presently unsewered area of County Sewer District #1 in
the South End of Lansing. (Proposed Lansing Sewer Dist. #3),. Mr. Showacre discussed
the cost of $8,000.00 for said services and the breakdown as follows:

RESOLVED, that the Town Board appropriate the sum of $8,000.00 to pay for
the cost of a map, plan and report for providing for the facilities, improvements
and services for the formation of a proposed Lansing Sewer District #3, being the
presently unsewered area of County Sewer District No. 1, all in accordance with a
proposal submitted by T.G. Miller, Engineer, dated May 30, 1974, which proposal
is filed with the Town Clerk and incorporated herein by reference, and be it
further
RESOLVED, that this resolution is adopted subject to a permissive referendum.

Discussion held by the board regarding the appointment of a second member to
represent Lansing on the County Sewer. Commission. The Lansing Water and Sewer
Advisory Committee recommended James Showacre to fill said vacancy. Following
resolution offered:
RESOLUTION offered by Mr. Naegely:
RESOLVED, that James Showacre be appointed to serve as the second member
to represent the Town of Lansing on the County Sewer Commission, said term to be
effective immediately.
Seconded by Mr. Hilliard.

Discussion held by the board on the reimbursement due Cornell for water
facilities, including tank and mains.
A petition was submitted by M.P. Catherwood, Karl. D. Butler and Mollie E.
Butler, petitioning the Town Board to establish a sewer district entitled, Town
of Lansing Sewer District #4, and also requested the Town Board to set a time
and place for a Public Hearing on same. Discussion held by the board. Inasmuch
as no!..map or plan were affixed to said petition, in accordance with Section 192
of the Town Law, the board adjourned decision until June 18, 19749
Highway Superintendent Sharpsteen stated that the Oakcrest Road culvert
would handle the runoff from the Morse Chain Development.
AUDIT RESOLUTION offered by Mr. Hilliard and seconded by Mr LaVigne:
RESOLVED, that General Fund bills #148 through #181 totalling $13,228.22
and.Highway Fund bills #122 through #144 totalling $32,581,76 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #1, Water District #2, Sewer District #1 and
Sewer District #2 bills be and the same are hereby-approved for payment.
