The Lansing Town Board met in an Adjourned Meeting as called at the Meeting of April 30,.1974 to consider the establishment of a Parks Commission, review bid specifications for reconstruction of the steel bulkhead wall, for the installation of wooden piles and the construction of wooden docks at the Lansing Park Marina, and to act on any other business that may come before said board. James Howell, Rita Smidt, James Showacre, Barry Ford, Reporters Karen Perretta and Sue Bernstein. The Supervisor called the meeting to order at 8:00 P.M. having the clerk take the Roll Call. Proclamation received and read from Malcolm Wilson, Governor of the State of New York, proclaiming the month of May, 1974, as SENIOR CITIZENS MONTH in New York State. Certificate of final State Equalization Rate received, stating the 1973 final rate for the Town of Lansing as 69. Letter received and read from E.W. Foss concerning the Intermunicipal Bolton Point water system and the relatively high chlorides of Cayuga Lake water. Report received of the major findings and recommendations of the Massachusetts Special Commission on Salt Contamination of water supplies. Eleven residents residing on Storm Road requested the town to place two signs stating, "CAUTION, CHILDREN AT PLAY" on said Storm Road. Discussion by the board, following resolution offered. RESOLUTION offered by Mr. LaVigne. RESOLVED, that the Highway Superintendent be instructed to place "CAUTION, CHILDREN AT.PLAY" signs on Storm Road. Seconded by.Mr. Hilliard. Carried The board discussed and reviewed a proposed resolution regarding the request for utilization of funds for a study of the New York State Electric & Gas proposed Cayuga Station Power Generating Plant. Following resolution offered: RESOLUTION offered by Mr. LaVigne: DECLARATION OF INTENT TO PARTICIPATE IN HEARING PROCEDURES IN RELATION TO THE PROPOSED CAYUGA STATION POWER GENERATING PLANT. WHEREAS, the New York State Electric and Gas Corporation has filed application with the New York State Public Service Commission under the provisions of Article VIII of the Public Service Law in relation to the proposed siting of a major steam electric generating facility, known as Cayuga Station, and WHEREAS, the social economic and physical impact of the proposal on the community must be considered by local governments so that they may deal with these aspects within the best interests of the people, therefore be it RESOLVED, that the Town of Lansing hereby expresses its intent to participate fully in the hearings on the proposed Cayuga Station as provided by the provisions of Article VIII, and be it further RESOLVED, that in the event that the County of Tompkins subsequently expresses a desire to participate in the hearing procedures, that the Town of Lansing will act in conjunction with and in cooperation with the County for these purposes, and be it further RESOLVED, that copies of this resolution be forwarded to the County of Tompkins, The Public Service Commission, the Tompkins County Environmental Management Council, the Cayuga County Environmental Management Council, the Seneca County Board of Supervisors and the Commissioner of Planning for Tompkins County. Seconded by Mr. Hilliard. ] . 0, Continued May 7, 1974 The Town Board discussed the establishment of a Lansing Parks Commission and reviewed the composition, powers and duties of said Commission. The following resolution was offered: RESOLUTION offered by Mr. Bush. RESOLUTION TO ESTABLISH A "LANSING PARKS COMMISSION" FOR THE TOWN OF LANSING -------------------------------- - - - - -- WHEREAS, the Town of Lansing presently has three parks.situated in said Town; to wit: Myers Park, Ludlowville Park and Lansing Activities Unlimited Field, and WHEREAS, the Lansing Town Board recognizes the importance of these parks to foster community pride, spirit and cooperation and to provide recreation for the Town of Lansing citizens, and WHEREAS, the said Lansing Town Board further recognizes the necessity for. 7 comprehensive planning and management of said parks, and WHEREAS, the said Lansing Town Board is desirous of establishing a mechanism to carry forth these purposes, now therefore be it RESOLVED, that the Lansing Town Board hereby establishes a Parks Commission consisting of.five voting members as follows: one member to be designated by each of the following Organizations in said Town, Lansing Lions Club, Lansing Volunteer Fire Department, Lansing Activities Unlimited and two members from the community at large to be appointed by the Town Board. In addition to the aforesaid voting members, there shall be one non - voting liaison member from the Lansing Town Board, and one non - voting liaison member from the Lansing Recreation Commission, and be it further ` RESOLVED, that the initial appointments of be for the following terms, to commence January one year; two members for a period of two years three years. Each subsequent appointment there appointments for expired terms shall be made at town board annually, and be it further the aforesaid voting members shall 1974, one member for a period of and two members for a period of after shall be for three years. New the organizational meeting of the RESOLVED, that the said Commission shall have the following powers with regard to said parks: planning, preparing and submitting a budget proposal to the Town Board annually on or before July 15, maintenance, operation, planning and analyzing the future expansion of the park system, recommending rules and regulations and means for ,enforcement of same for park users, examining -and recommending fees and fee schedules, provided however, the latter two of the above powers, namely enforce- ment and fees, shall be advisory only and such recommendations shall be submitted to the Town Board for enactment. Councilmen LaVigne and Hilliard discussed the specifications and scope of the reconstruction of the steel bulkhead wall,'the installation of wooden piles and the construction of wooden docks at the Lansing Park Marina, that would be advertised for bids presently. Councilman LaVigne reported on the Bolton Point Project in regard to proposed construction and bonding. RESOLUTION offered by Mr. Naegely: RESOLVED, that the Town Clerk transmit a letter to the Tompkins County Sheriff, requesting that his Department patrol the Lansing Town Park when on regular tours in the Town of Lansing. Seconded by Mr. Hilliard. Carried Water Supt. James Howell discussed the two automobile accidents which recently occurred in front of the Water Dept. Office on N. Triphammer Road, each accident. causing a fatality. The board requested the Town Highway Superintendent to investigate the road area closely and check for any obvious reasons or problems why 1
