Said meeting to con commended changes to the Zoning Ordinance; proposed revision and Penalties regarding Water Supply for Lansing Water Dist. business that may come before said board. :00 P.M. as called at sider and review re- of the Rules, Regulations #1, and act on any other Letter received and read from Tompkins County Commissioner of Planning, Frank R. Liguori, RE: Summary of Federal and State Reimbursement in the Form of Grants.to the Village of Cayuga Heights for the Reconstruction of the Village Waste Water Treatment Plant and Revised Appendix,H - County Sewer District No. 1. Also submitted and read, were copies of correspondence that Mr. Liguori's Depart- ment has had with the Department of Audit and Control and the NYS DEC Bureau,of Sewage Programs, in regard to Proposed Tompkins County Sewer District No. 1. Letter received and read from Harvey Payne, Chairman of Lansing Activities Unlimited. Said letter outlined plans for further development of the L.A.U. Recreation Field. Lansing Lions Club representative, Gustav Kopp, discussed in detail what participation his club might choose to take in regard to the L.A.U. Recreation Field. William Robinson discussed the L.A.U. Field in conjunction .with the Youth Recreation activities. Norman Stanton discussed the progress to date on the L.A.U. Field. In regard to further development of the field, ,Mr. Stanton reaffirmed his opinion of a long -range plan being drafted and each degree of progress being examined closely and carefully thought out. Supervisor McDermott announced that Frank R. Liguori, Tompkins County Commissioner of Planning had scheduled a meeting on April 23rd to discuss common access roads on Rte. 13 - N. Triphammer Road Interchange. Norman'D. Stanton, Zoning Enforcement Officer and Viola Miller, Planning Board Chairman, presented to the Town Board, their suggested alterations and changes to the Land Use Control Ordinances requesting the T own Board to consider said recommendations. The board review /and discussed each proposed amendment, prior to the following resolution being offered: RESOLUTION offered by Mr. LaVigne: RESOLVED, that a Public Hearing be held at the Town Hall, T own of Lansing on the 30th day of April 1974 at 7:30 P.M. o'clock in the evening thereof, to consider amendments to the Zoning Ordinance of the Town of Lansing as recommended and approved by the Zoning Officer and the Lansing Planning Board. Seconded by Mr. Naegely. Carried James Howell, Water Superintendent, requested the board to consider amending Local Law #1, adopted June 1966, entitled Rules, Regulations and Penalties Regarding Water Supply for Lansing Water District #1, relative to Item . #28 - Water Use and Conservation, which item pertains to air conditioning and refrigeration. Discussion held by the board and Mr. Howell, following resolution then offered: RESOLUTION offered by Mr. LaVigne: RESOLVED, that a Public Hearing will be held at the Town Hall, Town of Lansing on the 30th day of April 1974 at 8:30 P.M. o'clock in the evening - thereof, to consider a proposal to amend Local Law #1 of the year 1966 entitled Rules, Regulations and Penalties of Lansing Water Supply for Lansing Water District #1, as recommended by the Lansing Water Superintendent. Seconded by Mr. Bush. Carried 1..44: Continued April 16, 1974 RESOLUTION offered by Mr. Hilliard: RESOLVED, that the Highway Superintendent be and is hereby authorized to sell a 1953 shovel, no longer needed for public use, to the Town of Niles for the sum of $1,000, said money to be deposited in`the Highway Machinery Fund. Seconded by Mr. Bush. Carried Councilmen Bert Hilliard and Edward LaVigne discussed proposed bidding specifi- cations for materials and labor for the construction of docks for the Lansing Park. Said Meeting called at 7:30 P.M. to hold a Public Hearing to consider amendments to the Lansing Zoning Ordinace, 8,:00 P.M. to hold a Public Hearing to consider a proposal to amend Local Law , #1 of 1966 entitled Rules, Regulations and Penalties of the Town of Lansing, County of Tompkins, N.Y., regarding Water Supply for Lansing Water District #1, and act on any other business that may come before said board. James Howell, Planning Bd. Chairman Viola Miller, Rita Smidt, James Showacre and Stanley Goldberg. The Supervisor called the meeting to order having the clerk take the roll call. Proof of Notice having been.furnished, the Public Hearing to consider amendments to the Zoning Ordinance of the Town of Lansing, said amendments having been recommeded by the Lansing Planning Board, was called to order by Supervisor McDermott, at 7 :30 P.M. Each amendment as proposed, was reviewed by the board and persons present. All persons desiring to be heard, having been heard, the Public Hearing was terminated at 8:25 P.M. The following resolution was offered by Mr. Naegely, who moved its adoption, seconded by Mr. LaVigne, to -wit: RESOLVED, that an Ordinance.of the Town of Lansing, County of Tompkins, State of New York, providing for the AMENDMENT OF THE LAND USE CONTROL ORDINANCE adopted by this Town Board on the 4th day of June 1973, is hereby amended to read as follows: ARTICLE III. DEFINITIONS Section 300.27 Mobile Home: A self - contained, transportable, single - family dwelling unit suitable for year -round occupancy and containing the same water supply, sewage disposal and electrical systems as immobile housing. For the purposes of this Ordinance a dwelling unit which is constructed in sections, transported, assembled on the site and placed on a permanent foundation, is not considered a mobile home. Section 300.28 Mobile Home Park: A parcel of land which is designed and improved for the placement of three or more mobile homes for nontransient use. Section 300.30 Nonconforming Lot: A lot of record existing on the date of enact- 1
