_The Lansing Town Board met in an Adjourned Meeting at 7:30 P.M. as called at
the Regular- Meeting of March,12th,, Said meeting to.cons der.the Establishment of
a Water & Sewer Advisory Commission for the Town of Lansing and consider and act
on any other business that may come before said board.

The Supervisor called the meeting to order having the clerk take the roll call.
Letter read from Eng. Thomas G. Miller regarding Proposal
for Professional
Engineering Services in Connection with Possible Extension of
Sanitary Sewer
Service in the South End of the Town of Lansing. Discussion by the board. No action
taken at this time.
Letter read from Assemblywoman Constance E. Cook advising
the board that the
date of the equalization rates hearings had been set for` Thursday,
March 21st at
10:00 at 155 Washington Ave. in Albany.
Letter read from Harry Kerr, Tompkins County Board of Representatives Chair-
man of Planning and Public Works Committee. Subject of said letter was Points of
Access - Triphammer Road Overpass.. Supervisor McDermott to contact Mr. Kerr and
request a meeting be set up with Lansing Town Board, Lansing Planning Board,
Tompkins Co. Planning and Public Works Committee and property owners contiguous
to the established point of extry and exit.
Letter read from Pyramid Company requesting the Town of Lansing to apply to
the Village of Cayuga Heights to allow said Pyramid Company to utilize a temporary
sewer connection via Lansing Sewer District #2. Discussion by the board. Supervisor
McDermott to contact Village of Cayuga Heights regarding this request.
Resolution adopted by the Tompkins County Area Beautification Council was
received and read. Said resolution expressed the Council's concern for the
physical appearance of the County,as a whole and offered to provide advisory service
to land owners and developers in the Rte. 13 - N. Triphammer Road area who are
willing to undertake landscaping improvements to their property.
Councilman Louis Bush stated that Mrs. Miller and himself had not to this date,
appointed a replacement to the Planning_Board, said vacancy created by the resign-
ation of Paul Barron.
The Supervisor appointed the following persons to the Aesthetics Committee -
Rte. 13 and Triphammer Road Interchange, in accordance with the resolution of
the board adopted February 21, 1974. Planning Board Members Mrs. Viola Miller
and Fred Edmondson; Civic Association Member Carl Gortzig; Town Board Member
Edward LaVigne; Interchange Association Member J. Victor Bagnardi. Mrs. Miller
was named Chairman of said appointed group.
Discussion by the board on the establishment of a Water and Sewer Advisory
Committee and appointment of members to serve on said committee.
RESOLUTION TO ESTABLISH A "WATER AND SEWER ADVISORY COMMITTEE" FOR THE TOWN OF LANSING
RESOLUTION offered by Mr. Naegely.
WHEREAS, there has been a substantial volume of development in the southern
part of the Town of Lansing, and
WHEREAS, for the health, safety, and welfare of the residents and transients
of said area, a local water district and two local sewer districts have been created,
and
WHEREAS, regional pressure for greater water and sewer services has caused
said area of Lansing to be included in regional water and sewer districts, and
WHEREAS, the increasing frequency and magnitude of commercial and industrial
demands for water and sewer services in said area have reached a level where
administrative assistance would be helpful, now therefore be it

this resolution, advisory administrative functions shall include, but not be limited
to: creating policy, setting objectives, planning, contracting and approving con -
struction; also assisting the water and sewer district personnel in carrying out
their functions, and advising the Town Board with regard to the operating.and
capital budgets of said public services. The Water and Sewer Committee shall have
an initial membership of six (6), and at least one such member shall be selected
from the commerical interests within the area served, with two members appointed
for one (1) year, two-members appointed for two (2) years and two members for
three (3) years; all subsequent appointments or reappointments shall be for three
years. If and when the Bolton.Point Water District is enlarged in Lansing, member-
ship of the committee shall be increased to eight (8). The two new members shall
have initial terms equal to the remainder'of the original member, or his successor,
whose initial term was for one year. The chairman shall be appointed annually by
the Town Board. The anniversary date for appointments shall be the first meeting
of the Town Board in March. Ex- officio, non - voting members of the Water and Sewer
Committee shall be one councilman for water, one councilman for sewer, and the
water and sewer superintendent(s). The committee shall hold an annual public
meeting in October and other public meetings when appropriate.

RESOLUTION offered by Mr. Bush:
RESOLVED, that the following persons be appointed.to the newly created Water
and Sewer Advisory Committee: James Showacre, Wilmot Irish, Carl Winkleblech,
Edward Foss and Raymond McElwee, said terms to be designated by subsequent resolution,
and be it further
RESOLVED, that James Showacre be appointed Chairman of said committee
effective immediately, Chairman of said committee commencing March 1974 and ending
March 1975, in accordance with resolution establishing said committee.
Seconded by Mr. Naegely.
Supervisor presented his monthly report.
