The Lansing Town Board met in an adjourned meeting at 8 P.M. to conduct a Public
Hearing to consider a proposed agreement of Municipal cooperation for construction,
financing and operating of an Intermunicipal Water Supply and Transmission System and
consider and act upon any and all business that may come before said board. Said
meeting adjourned from the meeting of January 22, 1974.

Visitors: James Howell, Water Supt., Eng. Thomas G. Miller, six Lansing residents.
The Supervisor called the meeting to order having the clerk take-the roll call.
Proof of Notice having been furnished, the Public Hearing to consider a pro-
posed agreement of Municipal cooperation for construction, financing and operating
of-an Intermunicipal Water Supply and Transmission System between the Town of
Dryden on behalf of Dryden Water District No. 1, Town of Ithaca, Town of Lansing
on behalf of Lansing Water District No. 1 and McKinneys Water District, and the
Village of Cayuga Heights, was called to order at 8:00 P.M. by Supervisor Wesley
McDermott.
The Supervisor read and reviewed in detail, the proposed Agreement of
municipal cooperation for construction, financing and operation of an inter,,,
municipal water supply and transmission system. Engineer T.G. Miller, as requested
by the Supervisor, discussed the financing of initial construction costs, finan-
cing of the maintenance and operation costs, the financing and debt-. allocation
for Projects 1 and 11 and the water rate schedule.
Following the preceding presentations, the Supervisor opened the Public
Hearing to persons present desiring to be heard.
Mr. Louis Nangeroni questioned the definition of units for purposes of
connection charges (Schedule B), stating that he considered multiple dwellings
requiring 1 unit for each dwelling unit was out of proportion.
All persons desiring to be heard, having been heard, the Public Hearing
was terminated at 10:20 P.M.
The following resolution was offered by Mr. Bush, who moved its adoption,
seconded by Mr. Hilliard, to -wit:

cost pursuant to said agreement of- municipal cooperation consists

by joint serial bonds to be •issued.jointly,_to mature in annual
installments over a period not exceeding forty (40) years, and

WHEREAS, notice 'of said public hearing was. duly published

of the incurring of joint indebtedness by the Towns of Dryden,
Ithaca and Lansing and the Village of Cayuga Heights to be evidenced
by joint serial bonds to be issued jointly, to mature . in annual
installments over a period not exceeding forty (40) years, and
the share of said cost to be allocated to the Town of Lansing pursuant
to said agreement of municipal cooperation shall be approved on
the basis of benefits received or conferred or to be received or
conferred from the aforesaid improvement in said Town.which amount
is presently estimated-to be $6,000 for the McKinney Water District;
and
WHEREAS, said Town Board duly adopted an order on October
2, °1973 calling a public hearing to consider said proposed increase
and improvement and estimate of,expenses to be held at The Town
Hall, in said Town, on the 23rd day of October, 1973, at 8:00 o'clock
P.M., Eastern Daylight Saving-Time; and
WHEREAS, notice of said public hearing was duly published .
and.posted in the manner provided by law and proof thereof has
been submitted to said Town Board,• and
WHEREAS, said public hearing was duly held at the time and
place aforesaid, at'which all persons interested were duly heard;
and
WHEREAS, said Town Board has duly considered all of,the evidence-
given at such public hearing; NOW, THEREFORE, BE IT
RESOLVED, by the Town Board of the Town of Lansing, Tompkins
County, New York, as follows:
Section 1,,. Based upon the evidence given at the aforesaid
public hearing it has been found and.determined,to be in the public
interest to provide for the:a'foresaid increase and improvement
of the facilities' of the MGK nney'Water. District of the Town of
Lansing, Tompkins County,-.New York, ast'describe'd in the preambles
hereof,' at an estimated cost' of $1,930,000 and the entry into the
aforesaid agreement of mMunicipal cooperation under which said
agreement, is hereby authorized. The amount of said costs allocated
to the Town of Lansing shall be borne by the aforesaid McKinney
Water District in said Town by the assessment, levy.and collection
from the several lots and parcels of land in said District in the
same manner and at the same time.as other Town charges.
Section 2, This resolution is adopted subject to the execution
of the aforesaid agreement of municipal cooperation among the
aforesaid Towns and Village.
Section 3. This resolution shall take effect immediately.
The question of the adoption of the foregoing resolution was duly
put to a vote on roll call, which resulted as follows:
