Visitors: Water Supt. James Howell, Deputy Clerk, Wands Brink, Zoning
Officer Norman Stanton and five Lansing residents.
The Supervisor opened the meeting having the clerk take the Roll Call.
The Town of Lansing Councilmen presented the following letter, requesting
the clerk to incorporate same in the minutes of this meeting and present: a copy
thereof to Mr. Howell.

Dear Charlie.
The members of the Lansing Town Board wish to express appreciation for the
many years of service that you have given to this Town. Altho many local
governmental bodies are filled with "yes" men, you have always been frank and
outright with both your criticism and your praise. Always ready to defend the
rights of the individual or average resident of the Town, you still had the
ability to consider each problem and its solution as it effected the entire Town.
Each of the members of this board have served with you for four years and
all of us have learned from your leadership. There are few people that have
given more time out of their lives doing what they consider best for the Town of
Lansing than you have Charlie, and we wish to say thank you. Yours is an enviable
record for any town official.

Supervisor McDermott welcomed the guest present, after which time he advised
the board that the 1974 organization meeting and resolutions pertaining to same,
would be acted upon at this time.
RESOLUTION offered by Mr. LaVigne and seconded by Mr. Hilliard:
RESOLVED that the Supervisor be authorized and directed to have the town
records and justice records audited by the Lansing Town Board and file his report
under (Town Law 181 (3). Said audit to take place January 26, 1974 at 1 P.M.

RESOLVED that the bonds of Public Officials be approved as to the amount
and company.

MOTION by Mr. Hilliard and seconded by Mr. Naegely that Paul Mikula and'
William Burin be appointed Constables for the year 1974.

AND BE IT FURTHER RESOLVED, that the Supervisor be authorized to pay the above
salaries on the 15th day of each month and the last payroll December 15, 19742
salaries to be adjusted to meet budget requirements. Carried
MILEAGE ALLOWANCE:
MOTION by Mr. Naegely and seconded by Mr. Hilliard that the Town Officer's and
Highway Superintendent be allowed the sum of 10¢ per mile for the use of their
automobiles in the performance of their official duties. Carried
RULES OF ORDER
MOTION by Mr. Hilliard and seconded by Mr. Naegely that Robert's Rule of Order
be followed, however, when special roll call votes are requested, voting to be in
alphabetical order and the Supervisor voting last. Carried
TIME OF REGULAR BOARD MEETINGS:
MOTION by Mr. Naegely and seconded by Mr. LaVigne that the regular board
meetings of the Lansing Town Board be held on the second Tuesday of each month
at 8 P.M.

DESIGNATION OF BANK DEPOSITORIES OF TOWN FUNDS:
MOTION by Mr. LaVigne and seconded by Mr. Bush that the.Tompkins Co. Trust Co.
and the First National Bank be designated as the depositories for the Town of Lansing.

AUTHORIZATION FOR HIGHWAY SUPT. TO PURCHASE ITEMS:
MOTION by Mr. Hilliard and seconded by Mr. LaVigne that the Highway Supt. be
authorized to purchase equipment, tools and implements, tires and tubes in the
amount of $1,500.00 without prior approval.

METHOD OF CLAIMS TO BE PRESENTED FOR PAYMENT:
MOTION by Mr. LaVigne and seconded. by Mr. Naegely that vouchers for claims
for General Fund and Highway Fund be presented and audited in accordance with
"Town Law A.T. 118), this inspection will take place by the town board at the
beginning of each regular meeting. Carried

MOTION by Mr. LaVigne and seconded by Mr. Bush that Candy L. Ferris be
appointed Town Historian for the year 1974.

APPOINTMENT OF ZONING AND ORDINANCE ENFORCEMENT OFFICER
MOTION by Mr. Naegely and seconded by Mr. LaVigne that Norman Stanton be
appointed Zoning and Ordinance Enforcement Officer effective as of Jan. 1, 1974
and to serve at the pleasure of the board. Carried
RESOLUTION offered by Mr. Bush:
WHEREAS, it is the intention of the Town Board of the Town of Lansing to
establish a Youth Recreation project and

WHEREAS, the Town Board.of the Town of Lansing is about to.submit an applica-
tion for such project to the New York State Youth Commission for its approval,
reimbursement of funds expended on such project as provided by Chapter 56 of the
Laws of 1945 as amended, now therefore be it
RESOLVED, that such application is in all respects approved and Wesley
McDermott, Supervisor, is hereby directed and authorized to duly execute and to
present said application to the NYS Youth Commission for approvel.
This resolution shall take effect immediately.

RESOLVED, that Wesley McDermott, Supervisor of the Town of Lansing be
authorized and directed to duly execute application'to the NYS Recreation Council
for the Elderly for its approval and reimbursement of funds of said project for
the year 1974.

RESOLVED, that Edward LaVigne be appointed Deputy Supervisor, Stanley Reeves be
appointed Deputy Highway Superintendent, and Wanda Brink and Sarah McKane be appoint-
ed Deputy Town Clerks at beginning of term and to serve during term of respective
officers.

the Tompkins County Planning Board. Carried

RESOLVED, that Councilman Lee Naegely be named the Town of Lansing delegate .
to the Tompkins County Sewer Agency and James Howell be named alternate, and be

privilege.

Back log,of cases still a serious situation and a very,real frustration to
your judge. Again I enter 1974 with high hopes of doing something about this
situation, not to place blame, but rather some positive action to solve the
problem.

RESOLVED, that a Public Hearing be held on January 22, 1974 at 8 P.M. to
consider the repeal of the Ordinance to Regulate the Operation of Snowmobiles,
adopted December 22, 1970.

Letter read from the Tompkins.County Planning Board regarding New York State
Department of Transportation Project Location Report. Conclusions and Recommenda-
tions for the Improvement of Route 13 from Ithaca to Cortland, Tompkins and Cortland
Counties, P.I.N. 3057.080
Letter read from Assemblywoman Constance Cook, also a copy of letter which
she enclosed from the New York State Department of Transportation, said letters
concerning the Route 13 - Triphammer Road Interchange.
Mr. Eugene Erickson, Member of the Lansing Community Council, commended the
Town Board for its Resolution which they adopted on November 28, 1973 concerning
N.Y.S. Route 13 - Triphammer Road Interchange.
Letter read from Co- Executors of the Estate of Lucie G. Bolton. Said letter
requested plans and tentative construction schedule of the highway to be built on
the Bolton Farm as agreed by the Town. '_Board discussed same and requested-Atty.
Williamson to arrange meeting with Towns of Ithaca, Dryden and Village of Cayuga
Heights to review the proposed road project.
Ordinance Officer, Norman D. Stanton, presented his monthly report for
December.
AUDIT RESOLUTION offered by Mr. Hilliard, seconded by Mr. Bush:
RESOLVED, that General Fund bills #1 through #11 totalling $10,414.00
and Highway Fund bills #1 through #14 totalling $ 11,745.67be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #1 and Water District #2 bills be and the same
are hereby approved for payment.
