RESOLUTION offered by Mr. Hilliard:
WHEREAS, the assessment rolls for the Lansing Water District #1, Lansing
Water District #2, Lansing Sewer District #1, Lansing Sewer D istrict #2 and
Catherwood Light District have been completed and have been filed with the Town
Clerk, now therefore be it
RESOLVED, that the Town Board hold a Public Hearing on said assessment.rolls
on the 8th day of November 1973 at 9 P.M. in the evening thereof, then, and there
to meet, hear and consider any objections which may be made to the rolls, and be it
further

The Lansing ".Town Board held a Public Hearing on October 23, 1973 at 8 P.M.
and 8:30 P.M., at the Lansing Town Hall. Said Public Hearing's were 1) In the
Matter of the Increase and Improvement of Facilities of Water District No. 1 and
of the McKinney Water District of the Town of Lansing, Tompkins County, New York,
2) In the Matter of the Improvements of the McKinney Water District of the Town
of Lansing, Tompkins County, New York, Pursuant to Section 202 -b of the Town Law.

Proof of Notice having been furnished, the Public Hearing In the Matter
of the Increase and Improvement of facilities of Water.District.No. l and of
the.MeKinney Water District of-.the Town of Lansing was called to order at
8 P.M. by Supervisor Charles Howell.
An analysis of a revised financial plan of the Bolton Point Intermunicipal
water supply project and.the effect on consumers of.water in Lansing Water
District No. 1 was presented and discussed.
No one appeared voicing any objection to the proposed.project.
All persons desiring to be heard, having been heard, the Public Hearing
was terminated at 8:30 P.M.
Proof of Notice having been furnished, the Public Hearing In the Matter of
the Improvement of the McKinney.Water District of the Town of- Lansing was
called to order at 8:30 P.M. by Supervisor Charles Howell.
The effect on the Proposed Bolton Point project costs to the McKinney
Water he
consumers was discussed.

MEETING OF THE TOWN BOARD OF THE
TOWN OF LANSING, TOMPKINS COUNTY,
NEW YORK, HELD AT LANSING TOWN HALL
IN LANSING, NEW YORK, in SAID TOWN, ON
THE god DAY OF OCTOBER, 1973.

In the Matter
Of
The Increase and Improvement
of Facilities of Water District
No. 1 and of the McKinney
Water District of the Town
of Lansing. Tompkins County, New York
WHEREAS. a map and plan have been duly
Rrepared in such manner and in such detail as has
eretofore been determined by the Town Board of
the Town of Lansing. Tompkins County. New
York, relating to a certain proposed
improvement to be constructed for Water
District No. I and for the McKinney Water
District of the Town of Lansing. Tompkins
County, New York: and
WHEREAS. the map. plan and report for such
proposed improvement together with an estimate
of the cost thereof have been prepared by Lozier
Engineers. Inc.. competent engineers duly
licensed by the Stale of New York: and
WHEREAS, such map, plan and report provide
for the furnishing of a comprehensive water
improvement including a water treatment plant.
transmission main and pump station for an
intermunicipal water supply facility for the
Towns of Dryden, Ithaca and Lansing, and the
Village of Cavuga Heights. in Tompkins County.
New York, and for the joint use and operation by
the said four municipalities pursuant to an
agreement of municipal cooperation to be
entered into by and between the said Village and
said Towns pursuant to Article 5 -G of the General
Municipal Law: and
WHEREAS. said map, plan and report and
estimate of cost have been duly filed in the Office
of the Town Clerk of the Town of Lansing and are
available' in said office for public inspection
during regular office hours: and
WHEREAS, the proposed water improvement
as set forth and described in said plan, report and
map consists of the construction of an intake and
water treatment plant at Bolton-Point on Lake
Cayuga in the Town of Lansing, a raw water
pump station. force mains, plant and pump
station mad and a transmission plant to the
Village of Cayuga Heights, together with
appurtenant facilities including the acquisition of
necessary land or rights in land: and
WHEREAS, the maximum amount proposed to
be expended for said water improvement is
:4.150,000 and
WHEREAS, the proposed method of financing
of the aforesaid cost pursuant to the aforesaid
agreement of municipal cooperation consists of
the incurring of joint indebtedness by the said
Village of Cayuga Heights and the Towns of
Dryden. Ithaca and Lansing to be evidenced by
joint serial bondi to be issued jointly to mature in
annual installments over a period not exceeding
forty (40 1 years, and the share of said cost to be
allocated to the Town of Lansing pursuant to said
agreement or municipal cooperation, shall be
determined on the basis of benefits received or
conferred or to be received or conferred from the
aforesaid improvement in said Town, which
amount i s presently estimated to be $1.114,000 for
Water District No. t and $10.000 for the McKinney
Water District: and
WHEREAS, the cost of said proposed water
improvement allocated to the Town of Lansing
Water District No. 1 as aforesaid shall be
annually assessed, levied and collected from the
several lots and parcelsof land in said District in
, just proportion to the amount of benefit which the
water improvement shall confer upon said lots or
parcels: and
WHEREAS, the cost of said proposed water
improvement allocated to the McKinney Water
District in said Town as aforesaid shall be
annually assessed levied and collected from the
several lots and parcels of land in the aforesaid
district in the same manner and at the same time
as other Town charges: and
WHEREAS, it is now desired to call a public
hearing on the foregoing improvement. and in the
manner required by Section 202 -b of the Town
Law; NOW, THEREFORE IT IS
ORDERED, that the Town Board of the Town
of Lansing, Tompkins County, New York, shall
meet and hold a public hearing at the Town Rail
in said Town on the 23rd day of October. 1973, at
8:00 o'clock p.m.. Daylight Savings Time, on that
date to consider the aforesaid map and plan and
report an estimate of cost- and to hear all persons
interested in the subject matter thereof
concerning the same, and to take such action
thereon as is required and authorized by law:
AND IT IS FURTHER
ORDERED, that the Town Clerk shall publish a
notice of said hearing in the Ithaca Journal, the
official "newspaper, and shall post' one copy
thereof on the sign board of the Town not less
than ten 110). nor more than twenty (201 da s
before the aforesaid date of public hearing: AND
IT IS FURTHER
ORDERED, that this Order shall take effect
immediately

In the Matter of the
Improvement of the McKinney
Water District of the Town of
Lansing. Tompkins County. New York.
Pursuant to Section 202-b of the Town Law.
WHEREAS. a plan, report and map have been
duly prepared in such manner and in such detail
as bas heretofore been determined by the Town
Board of the Town of Lansing. Tompkins County,
New York. relating to the providing of a water
improvement to be constructed for use by
McKinney Water District of the Town of Lansing,
and
WHEREAS, such plan- report and map provide
for the furnishing of a comprehensive water
improvement including water transmission
mains, booster stations and storage tank for an
intermunicipal water transmission facility for
the Towns of Dryden. Ithaca and Lansing, and the
Village of Cayuga Heights in Tompkins County.
New York, all for the joint use and operation by
the Town of Lansing with the Towns of Dryden
and Ithaca and the Village of Cayuga Heights in
the County of Tompkins pursuant to • an
agreement of municipal cooperation to be
entered into by and among the said Village and
said Towns pursuant to Article 5 -G of the General
Munici al Law: and
WHEpREAS. such plan, report and map have
been duly filed in the Office of the Town Clerk of
the Town of Lansing and are available at said
office for public inspection during regular office
hours: an d
WHEREAS, the proposed water improvement
as set forth and described in said plan, report and
map consists of, as a first stage of construction,
the construction and installation of
approximately 85,000 linear feet of transmission
mains of varying diameters, a two million gallon
storage reservoir and three booster stations,
together with appurtenant facilities including the
acquisition of necessary land or rights in land;

WHEREAS, the maximum amount proposed to
be expended for said water improvement is
$1,930,000; and
WHEREAS, the proposed method of financing
,of the aforesaid costs pursuant to the aforesaid
agreement of municipal cooperation consists of
the incurring of joint indebtedness by the said
Village of Cayuga Heights and the said Towns of
Dryden, Ithaca and Lansing to be evidenced by
joint serial bonds to be issued jointly to mature in
annual installments over a period not exceeding
forty years and the share of said cost to be
allocated to the Town of Lansing pursuant to said
agreement of municipal cooperation shall be
determined on the basis of benefits received or
conferred or to be received or conferred from the

estimated to be $8.000.00: and
WHEREAS, the cost of said proposed water
improvement allocated to the Town of Lansing as
aforesaid shall be borne by the area of the
McKinney Water District in the Town of Lansing,
and such cost shall be assessed. levied and
collected from the several lots and .parcels of
land in the aforesaid district in the same manner
and at the same time as other town charges: and
WHEREAS, it is now desired to call a public
hearing on the foregoing matters in accordance
with the provisions of Section 202 -b of the Town
Law, NOW, THEREFORE, BE IT
ORDERED, by the Town Board of the Town of
Lansing. Tompkins County, New York, as
follows:
SECTION 1. A meeting of the Town Board of
the Town of Lansing, Tompkins County, New
York, shall be held in the Town Hall In Lansing,
New York, on the 23rd day of October; 1973, at
8:30 p.m. Daylight Savings Time. for the purpose
of conducting a public hearing to consider said
map, plan and estimate of cost and to hear all
persons interested in the subject matter thereof
concerning the same, and for the purpose of
taking such further action on the aforesaid
matters as is authorized or required by law.
SECTION 2. The Town Clerk is hereby directed
to give notice of such public hearing by publis
a copy of this Order once in the Ithaca Jou
the official newspaper of said Town and by
posting a copy thereof upon the signboard
maintained by him pursuant to Section 30 of the
Town Law and as required by the provisions of
subdivision 3 of Section 202-0 of the Town law.
