HomeMy WebLinkAbout1973-10-091 1 October 9, 1973 The Lansing Town Board met in Regular Session at the South Lansing Town Hall on October 9, 1973 at 8 P.M. with.Supervisor Howell presiding. Charles F. James Howell, Deputy Clerk Wanda Brink, Zoning and Enforcement Officer Norman Stanton, Planning Board Chairman Viola Miller and eighteen Lansing residents. Eng. T.G. Miller. The Supervisor opened the meeting having the clerk take the roll call. A copy of the minutes of July 17, July 24, August 8, August 14 and September 5; meetings having been furnished to the members of the town board beforehand, the Supervisor asked for a motion to propose corrections of errors or to accept same as submitted. MOTION by Mr. Hilliard and seconded by Mr. LaVigne that the minutes as submitted by the Town Clerk be approved. Carried Richard J. Daly of 53 Myers Road appeared before the board as spokesman for the Myers Road residents in regard to the proposed Trailer Park of Arno Finkeldey. The main items of opposition discussed by Mr. Daly were: 1) increase of traffic, 2),increase of population, 3) drainage of sewage, 4) changing the character of the area,and 5) water supply where public sewage is not available. Also speaking in regard to the proposed Trailer Park were Oliver Holden, Mrs. Dillingham, William Stewart and William Bement. Councilman LaVigne requested the Planning Board to submit a traffic safety study of Myers Road. Councilman Naegely stated that the Zoning and Ordinance Enforcement Officer and the Planning B oard must approve the proposed plans before the Town Board would make a decision. Strongly suggested the proposed sewer drainage system be rechecked. Mr. Naegely also favored the Trailer Park Ordinance be amended to allowing less trailers per acre. ,Mr. Finkeldey stated that his proposed Trailer Park was being planned in accordance with the Ordinance, however, if public resentment was too intense, he may have to withdraw his plan. He also stated that any alternative plan would be presented .for review. Planning. Board Chairman, Viola Miller, stated that the Planning Board had not as of this date, approved the plans submitted by Mr. Finkeldey. Zoning and Enforcement Officer, Norman Stanton; presented his monthly report and explained same in detail. Letter received and read from Mrs. RoberttConlon. Said letter requested the Town Board for permission to use the South Lansing Fire Hall driveway as an entrance and exit to a home they propose to build in back.of "the Fire Hall. Board discussed request and reserved decision until further information obtained from Mrs. Conlon and consideration of any opinions the Fire Commissioner's may have on the use of the driveway. Eng. T.G. Miller reviewed the bids received on October 5, 1973 for the construction of watermains and appurtenances on Warren and Uptown Roads in Lansing Water District ##1. Board discussed, following resolution then offered: WHEREAS, bids have been duly advertised by the Town Clerk for water main construction - - Warren and Uptown Roads, and WHEREAS, Finger Lakes Construction Company of Ithaca, New York`is the lowest responsible bidder, taking into consideration the total of the base bids and possible alternates, now therefore be it RESOLVED, on Motion by Mr. LaVigne and seconded by Mr. Naegely, that the bid of Finger. Lakes Construction Company be and the same hereby accepted and the Town Supervisor'be and hereby is authorized to execute contract on behalf of the Town with Finger Lakes Construction Company, provided that prior to said execution of the contract, an approved contract with the City of Ithaca for the total supply of Lansing Water District ##1 has been approved and executed. ltiU`Z Continued October 9, 1973 Councilman Lee Naegely was requested to submit to the Planning Board, Subdivision Rules and Regulations as modified by the Town Board. Highway Superintendent Sharpsteen recommended that Crooked Hill Road be opened to passenger cars and emergency vehicles. Discussion by the board, following resolution offered. RESOLUTION offered by Mr. Bush. RESOLVED, upon recommendation of the Highway Superintendent, that the road,known as the Crooked Hill Road be opened for traffic but restricted in its use to passenger cars not in excess of two and one -half ton and emergency vehicles, said road to be opened approximately October 27, 1973. Seconded by Mr. Hilliard. RESOLUTION offered by Mr. LaVigne: Carried WHEREAS, a request has been made to the Town Board by Karl Butler and interested parties to construct a water main extension on Catherwood Road, now therefore be it RESOLVED, that the town authorizes Karl Butler to construct additional water mains on Catherwood Road as shown on plans filed with the Lansing Water Superin- tendent, at the sole expense of the interested parties. Said construction to;.be under the supervision of the Lansing Water Superintendent and said authorization is conditioned further on the approval of said plans by the Tompkins County Health Department and obtaining water from'the City of Ithaca, and be it further RESOLVED, that said project is contingent on obtaining the necessary permits from the Town and County Highway Superintendents as required for said construction, I t being understood that the said interested parties will transfer to the Town of Lansing, on behalf of Lansing Water District #1, the4said water main extension on, completion of same for the sum of $1.00, said transfer to be completed before water main can be used. (Aye) Charles Howell, Supervisor Carried RESOLUTION offered by Mr. Hilliard: RESOLVED, that the Town Attorney, -on recommendation of the Water Superintendent and Town Engineer, on behalf of the Town of Lansing, is authorized and directed to obtain transfer of water and sewer mains and appurtenances and necessary right -of- ways from the various developers and persons who have constructed same... within the bounds of public highways and private'property, for the sum of $1.00. Supervisor presented his. monthly report. AUDIT RESOLUTION offered by Mr. LaVigne.
