WHEREAS,t 'a map and plan.'.have been - duly:prepazed in such'manner,
and, in such detail as has.heretofore..beep. determined by the Town
Board of the .Town of Lansing, Tompkins.County.,..New York, relating
to a'certain proposed improvement:to.be constructed for Dater
District Ito. 1 . and for the McKinney. Water, Diastriact of the. Tom. of
Lansing, 'Tompkins County, New York; and
WEEREAS,.the map, plan and report for such propose'd•improvement .
together with an estimate of the cost thereof-:have been`Prepared
by Loaier Engineers, Inc., competerit engineers duly li.censed'hy
the. State of New York'f and
WHEREAS, such map, plan and report provide for .the furnishing
of a:oomprehensive water improvement including a water treatment
Plant,. transmission main and pump station for an intermunicipal
wator suoply' facility for•the Towns of !Dryden, Ithaca and•Lansing,
and the go of Cayuga Heights, in Tompkins County, New York,

and for the joint use and operation-.by the said four municipatlities
pursuant.to.an agreement of municipal cooperation to be entered into
by,and between tie said Village and.said Towns pursuant „to Article
5 -(; of the General Municipal Law; and
%7HERLAS, said map, plan and report and- 'estimate of cost have
been duly filed in the - Office of the Town Clerk :of the. Town of
Lansing and are available in said office for Public inspection..
during regular office hoursf -and
WHEREAS, the proposed water improvement ,,as set forth and
described in,said plan, report and map consists of the construction
of an intake and water treatment plant. at Holton Point; on Labe
Cayuga.in the Town of Lansing, a raga water pump station, force
mains, plant-and pump station roa& an4 a transmission plant to the
Village of Cayuga Heights, together with appurtenant facilities including
the acquisition of necessary land or'�ri,ghts in land; and
WMREAB,jthe'maximum amount proposed to be expended.for said
. 'water =.improvement is $41150,.000; :and
WHEREAS, the.proposed anethod of financing of the, aforesaid
cost pursuant to the aforesaid agreelltent of municipal cooperation
consists of the in currina'of.joint.indebiedneas by the .'said Village .
of Cayuga Heights and the.Towns of Drpden, Ithaca and Lansing to, .
be evidenced by joint -serial.bonds to be issued jointly to,mature
in- annual installments.over A period not exceeding forty, (40) years,
and the share of said cost to be allocated to the Town of Lansing
Pursuant to said.agreement'of municipal.cooperation, shall be
determined on the basis of benefits received or conferred onto be
received or conferred from the aforesaid imp ovement in said Town,

which amount is presar�t estimated to be , for Mater
District No. 1 and for the McK.inney T )Tester District; and
WHEREAS, the cost of said proposed water,improvement allocated
to the Town of Lansing as aforesaid shall be annually assessed,,
levied.and collected from`the several lots and parcels of land in
said Districts in Just 00 rtion to the
amount of benefit which

-WHEREAS, it is now desired to call a public hearing on the
foregoing Improvement,and in the manner required by Section 202 -b
of.xthe. Town L'aw'; NOW, THEREFORE IT IS
..
ORDERED,•,that the Town Board of the Town of Lansing, Tompkins
:County, Flew York, shall meet and hold a public hearing at the
Town Mall in said Town on the 97th. day of September. ► 1973,
at 8 o'clock . M. , Eastern �?yli�ht �y�ng Time.,
on-:'.that date to consider the aforesaid map and plan and report .
and estimate of cost, and to hear all persons interested in'the
subject matter thereof concerning the same, and to take such action
thereon -as is required and authorized by law; AND It-IS FURTHER
ORDERED, that the Town Clerk shall.publish a notice of,said _
hearing in the Ithaca Journal, the,official newspaper, and.shall
post -one4'. copy thereof on the sign board :of the Town'not less than
ten (_10), nor.more than twenty .(20) 'days before the aforesaid date
. of .public hearing; AND IT IS FURTHER
ORDERED, that this Order shall take effect immediately..

The clerk advised the board that one application had been received for the
Dog Enumerator for the year 1974, namely Betty Lee Spry. After consideration,
the following resolution was offered:
RESOLUTION offered by Mr. Hilliard.
RESOLVED that Betty Lee Spry be appointed Dog Enumerator for the year 1974.

RESOLUTION offered by Mr. Bush:
RESOLVED that the Federal Revenue Sharing check in the amount of $8,927.00,
dated July 9, 1973, be alloted equally between the following categories.
1) capital expenditures, 2) public transportation and 3) recreation.
Seconded by Mr. LaVigne.

RESOLVED that the Federal Revenue Sharing monies anticipated to be received
from July 1, 1973 to June 30, 1974 in the estimated amount of $34,368.00 be allotted
equally between the following categories:.l) capital expenditures, 2) public
transportation and 3) recreation.

Mrs, Viola Miller, Chariman of the Planning Board, requested the Town Board
to review the Subdivision Rules and Regulations as soon as possible in order that
they may be enacted upon. Supervisor Howell asked that the Planning Board submit
their recommendations to the Town Board on same.
RESOLUTION offered by Mr. Naegely:
RESOLVED, that this Town Board reaffirms its opposition made previously to
Mr. Martin Barnard and his associates,,for any interconnecting driveways, roads
or lanes connecting the Cayuga Mall property to Dart Drive or Graham Road, and
be it further
RESOLVED, that the clerk of this board forward a copy of this resolution
to Mr. Martin Barnard and the Lansing Planning B oard.
Seconded by Mr. LaVigne.

The Town Board discussed in detail, the proposed plan and estimate of cost
relating to the proposed improvement to be constructed for Water District #1 and
for the-McKinney Water District of the Town of Lansing. Following discussion,.
Order fora Public Hearing to be held September 27, 1973 at 8 P.M., IN THE MATTER
OF THE INCREASE AND IMPROVEMENT OF FACILITIES OF WATER DISTRICT #1 AND OF THE
McKINNEY WATER DISTRICT OF THE TOWN OF LANSING, TOMPKINS COUNTY, NEW YORK, was
adopted by the Town Board. Said Order attached hereto and made a part thereof.
Said resolution offered by Mr. LaVigne and seconded by Mr. Bush.
The board discussed the alterations proposed at the intersection of Water
Wagon Road and N. Triphammer Road as requested by Mr. C.H. Murray. The followings :w
