Visitors: Water Supt. James Howell and seventeen Lansing residents.
The Supervisor opened the meeting having the clerk take the roll call.
A copy of the minutes of March 28th, April 11th and May 1st meetings having
been furnished to the members of,the town board beforehand, the Supervisor asked
for a motion to propose corrections of�' errors or to accept same as submitted.
MOTION by Mr. Bush and seconded by Mr. Naegely that the minutes as submitted
by the Town,Clerk be approved.
The Town Board appointed Charles Howell
to the Local Advisory Board of Review. Said
in Lansing from 3 P.M. to 7 P.M., Wednesday,

Levi Wood, Director of Emergency Services for Almeda- Lansing Rescue and
Fire Co., submitted letter to the board concerning the opening of "Crooked Hill ".
Road and'-,the poor condition of Brick Yard Hill Road. Highway Supt. Sharpsteen
stated ..that the Tompkins Co. Highway Dept. had been notified on the condition of
Brick Yard Hill Road. Following discussion by the board and Highway Supt.,
a tentative date for starting repairs on "Crooked Hill" Road was set as of August 1st.
Richard E. Angerer, Chairman of the Lansing Recreation Commission presented
the names: for installation on the Recreation Commission: Richard Zifchock to
continue with a three -year term commencing January 1, 1973 and ending December 31,
.1975 and Phyllis Avery to fill a vacancy left by Louise Barr, said term commencing
January 1, 1973 and ending December 31, 1975. Discussion by the board and
following resolution offered:
RESOLUTION offered by Mr. Hilliard.
RESOLVED, that Richard Zifchock and Phyllis Avery be appointed to serve as
members of the Lansing Recreation Commission, terms commencing January 1, 1973
and ending December 31, 19759
Seconded by Mr. LaVigne. Carried
Discussion by the board regarding Lansing Water Dist. #1 purchasing water
from the City of Ithaca. Proposed improvements and estimated costs for increasing
facilities in Water Dist. #1 were also discussed.

Application and map submitted by C. Arno Finkeldey for license to operate
a Trailer Park to be located on Myers Road. DDiscussion bu the board. Supr.
Howell to review site with Mr. Finkeldey on June 18th. No further action taken.
Highway Supt. Sharpsteen requested by the board to contact Co. Highway:Dept.
to have brush cut at the corner of Asbury Road and N. Triphammer Road due to
poor visibility..
Mr. James Sanderson spoke on behalf of several residents of Cedar Lane.
Expressed their concern of a proposed Professional Building to be built on the

time and requested the board members to furnish.names of'persons..they:felt qualified
to serve as members of said Zoning Board of Appeals. Following discussion, the
following resolution was offered:

and seconded by Mr. Bush, all members voting afe.

A RESOLUTION PROVIDING FOR THE DETAILS AND
AUTHORIZING THE SALE OF $186,750 SERIAL BONDS
OF THE,TOWN QF LANSING,'TOMPKINS COUNTY, NEW
YORK, TO PAY PART OF THE COST OF A HIGHWAY
GARAGE.
WHEREAS, the Town Board of the.Town of Lansing, Tompkins County,
New York, adopted a.bond resolution on July 3; 1967, authorizing
the issuance of $213,750 serial bonds of said Town to pay part of
the cost of the construction of a highway garage; and
WHEREAS, the sums of $6,750, $10,125 and $10,125 have been
paid from sources,othor - than the 'proceeds of tbb bonds or bond
anticipation,notes on August 19,. 1970, August 19, 1971 and August
18,1972 respectively, to-'reduce the amount'of bond anticipation
notes outstanding in anticipation of the sale of_said bonds, which
amounts constituted the first, second and third installments of
the principal amount of such indebtedness; and
RESOLVED, by the Town. Board of the ;Town of 'Lansing, Tompkins County,
New York, as follows:
Section 11, The $1 5,750 serial bonds "described in.the preambles
hereof,-shall °each be designated substantially HIGHWAY GARAGE (SERIAL)
BONDS, 1973, shall-be dated' Pdbro zmtry 1, 1973, 'shall be of the denomination
of $5,000 each, except bond. numbered 1. of the' ^denomination of ^$1,•750,
"shall be • numbered from 1 to 38, both incli78ive-., .and shall mature ^
in numerical order in the amount of $6,750 :on August 1, 1973,,and
$1.0,000 on August 1 in each 'of the'yaars 1974 to 1991, both inclusive,
with interest thereon payable August 13,,1973, and semi - annually thereafter
on February and August 1. Such-bonds shall bear interest at.such,.
rate, as. may be ^necessary to. sell the same,-.which rate-shall be
determined in the manner.. provided in Section 59.00 of the Local
Finance Law, Such bonds shall be4.in bearer coupon form with the

Section 3. It is hereby determined that the period. of probable
usefulness of the aforesaid specific. objector purpose is.thirty years,
pursuant to subdivis--on ll .(-a) -of oparagraph a of Section 11.00
Of the Local Finance;Law, computed..,from August 19, 1965, the date
Of 'the first bond anticipation note i'ss'ued therefor.

Section 4..' In cons 04ration 'of the purchase and acceptance of
any and all of the sertail bonds herein authorized and of-bond'
anticipation notes issued in.anticipation thereof by those who shall
hold such bonds and notes from time t.o',time,.said Town of Lansing covenants
(a) that it will issue and deliver said bonds in accordance with
the.terms.he'reof prior to the last maturity date of any such bond
anticipation notes, including renewals thereof,_ in.- a,principal
amount at-least-equal to the principal amount of 'said notes then -
outstanding and .(b) that notwithstanding any other - provisions
of this resolution., (i) it will make no use o'f the.proceeds of
any such bonds or notes which, if such use had been reasonably.
expected on the.date of issue of such bonds or notes; would have
caused such bonds or noted,to be "arbitrage bonds" within the meaning
of Section -103 (d) of the Internal Revenue Code of 195+, as amended,
and (ii) as long as any.of such bonds or,.notes..are outstanding,.
it' will comply with the. requirements. o.t Section 1'0,3.'(d).' of the
Internal,Revenue Code of 1954,.as amended,.and with applicable
regulations of the Department of the Treasury promulgated thereunder.
Section 50 The faith and' credit-of said Town of Lansing, .Tompkins
County,*New York, are hereby irrevocably,pledged -to the payment
of the principal of and interest.'on such bonds as the same reap .ectively,
become due: and payable. An annual appropriation shall be made
in each year sufficient to-pay-the principal of and interest on
such bonds becoming due and payable in such.year. There shall
annually be levied on all the taxable real property-within said Town
a tax sufficient to pay_thelprincipal of,and. interest on such bonds
as the same'become due and payable.

Section 6. The powers and duties of advertising such bonds
for sale, conducting the sale and awarding the bonds, are hereby
delegated to the Supervisor who shall. advertise such bonds for
sale, conduct the sale and award the bonds in such manner as he
shall deem best for the interests of said Town provided, however,
that in the exercise of these delegated powers, he shall comply
fully with the provisions of the Local Finance Law and any order
or rule of the State Comptroller applicable to the sale of municipal
bonds. The receipt of the*Supervisor.shall be a full acquittance
to the purchaser of such bonds, who shall not be obliged to see
to the application of the purchase money..
Section 7. This resolution shall take effect immediately.
The question of the adoption; of the foregoing resolution was
duly put to a vote on roll call, which resulted as follows:
