RESOLVED, that Cooke Cadillac and Olds be permitted to erect a sign, said
sign not to exceed 31' over -all and sign lights to be turned off after regular
business hours.

RESOLVED that the Federal Revenue Sharing check in the amount of $16,117.00
received January 8, 1973 and the check in the amount of $8,927.00 received
April 6, 1973 be alloted equally between the following categories: 1) capital
expenditures, 2) public transportation and 3) recreation.

Supervisor Howell reported on a meeting held on April 2nd, attended by the
Supervisors from the Towns of Dryden, Lansing, Groton, plus members of the
Lansing School Board and members of the Tompkins Co. Budget and Administration
Committee. A proposal was presented by N.Y.S. Elec. & Gas Corp., requesting
the adoption of Local Laws by the municipalities involved to exempt their from
property taxation the cost of their recent.investment to upgrade the precipi-
tators at their Milliken Station Plant. It was unanimously agreed by all
municipalities attend said meeting that a request be made to State Legislators
to review the matter and clarify the intent of legislature as to whether or not
this type of request should be mandatory or optional by municipalities. It was
also the consensus of the Lansing Town Board that a standardized statue man-
dating exemption for such an investment should be the decision of the State.
Phil Kirk presented a petition to the Town Board bearing 64 signatures
of resident land owners, petitioning the Town Board to include their properties
in the restricted areas of Zoning for the southern end of Lansing, further.
petitioning the board to extend the restricted area north to 250' south of
Peruville Road.
Councilman Bert Hilliard discussed the progress of the Recreation Field.
Will submit plan for second phase of development in near future.
Mr. C. Arno Finkeldey discussed his property on Myers Road. Stated he
was interested in operating a trailer park on the site and was requesting
water from Lansing Water Dist. #2. Will submit plans to the Town Board for
approval.
Water Supt. James Howell discussed the new drilled well at Myers. Stated
quality and quanity was good and requested permission to have engineer design
a chlorination plant for same.
RESOLUTION offered by Mr. LaVigne:
RESOLVED, that the Town of Lansing retain T.G. Miller, Eng. to prepare
preliminary costs, estimate of Engineering fees, plans and specifications for
piping, chlorination and other needed appurtenances to hook up well #2 to
well #1 in Lansing Water District #2.

Proof of Notice having been furnished, the Public Hearing In the Matter
of the Increase and Improvement of Facilities of Lansing Water District #1
(Bolton Point) was called to order by Supervisor Charles Howell.
James C. Dunlap, Engineer from Lozier Engineers, Inc., reported on the
plan for the proposed improvement and the estimated cost thereof. Engineer
Thomas G. Miller reported on costs allocated to the Town of Lansing Water
District in proportion to the benefit which the water improvement shall confer
upon. Following reports of Engineers Dunlap and Miller, Supervisor Howell
opened the Public Hearing to persons present desiring to be heard. Persons
who spoke were Mmes. Rita Smidt, Viola Miller and Messrs. Peter Craig,
James Showacre and Seymour Smidt.
All persons desiring to be heard, having been heard, the Public Hearing
was terminated at 10:15 P.M.

Sanitary Sewer District No. 1 Commission.

Highway Supt. Sharpsteen discussed the T own Highway Improvement Program and
projects to be involved, namely Year 1974 Searles Road; Year 1975 Buck Road;
Year 1976 Newman Road; Year 1977 Breed Road and Year 1978 Goodman Road. Following
resolution then offered:

RESOLVED, that the plan prepared at the request of this Board for the improve-
ment of town highways and covering all projects contemplated by it, pursuant to
Article 8 -A Highway Law, as filed in the office of the Town Clerk of the Town of
Lansing, County of Tompkins, on the 8th,.day of May, 1973, be and the same is hereby
adopted; and be it further
RESOLVED that copies of such plan be filed in the appropriate State and County
offices in accordance with the provisions of Section 220, Article 8 -A Highway Law.

Highway Supt. Sharpsteen discussed changing part -time employee appointments to
seasonal appointments. Discussion by the board.
RESOLUTION offered by Mr. Hilliard:
RESOLVED, that Highway Supt. Sharpsteen be authorized to hire twelve seasonm,
al employees at his discretion for the balance of the year 1973 and that the
previous resolution authorizing him to hire twelve part -time employees be recinded.
Seconded by Mr. Naegely.

Memorandum read from the Lansing Planning Board regarding the Final Revision
of the Lansing Land Use Control Ordinance,
,Engineer T.G. Miller discussed with the board, the alternatives of supplying
additional water for Water District #1, pending completion of the Intermunicipal
Supply at Bolton Point. 1) The possibility of the City furnishing water to the
district, 2) Proposed plans and estimated costs of interim water supply improve-
ments at Esty Point to provide additional quantity of water and improve quality.
Supervisor presented his monthly report.
AUDIT RESOLUTION offered by Mr. LaVigne:
RESOLVED, that General Fund bills #101 through #137 totalling $13,842.53
and Highway Fund bills #99 through #115 totalling $27,777.16 be ands: the same are
hereby approved for payment,'and be it further
RESOLVED, that Water District #1 and Water District #2 bills be and the same
are hereby approved for payment.
