HomeMy WebLinkAbout1973-05-01r- '` May 1, 1973 The Lansing Town Board met in an adjourned meeting at 8 P.M. as called by the Supervisor at the adjournment of the Regular Meeting held April 11, 19730 ROLL CALL Charles Howell Supervisor Present Louis Bush Councilman Present Bert Hilliard Councilman Absent Edward LaVigne Councilman Present Lee Naegely Councilman Present Robert Williamson Town Attorney Present Jane Bush Town Clerk 'Present Visitors: Journal Reporter Jeff Frank, Radio Reporter and approximately fifty Lansing Residents. The Supervisor opened the meeting having the clerk take the roll call. The Supervisor advised the board, after proof of notice having been furnished, that sealed bids would now be publicly opened for the food concession at the Lansing Town Park. Bids received were as follows. NOTICE TO BIDDERS Arthur H. Hein, Jr. and $151.00 rFOOD CONCESSION ATLANSING TOWN PARK Mr. & Mrs. Fred Strener PLEASE take notice that the Lansing Town Board of the Town of Lansing, Tompkins County; New York, will receive sealed bids at the office of Box 107, South Lansing, N.Y. I the Town Clerk in the South Lansing Town Hall; iTown of Lansing, New York until 8 p.m. o'clock. on Tuesday, May 1,1973 for the food concession at' Peter F. Potenza $156.00 the Lansing Town Park, at which time said bids will be publicly opened and read. Persons interested may secure detailed information and inspect the proposed agreement 107 Sperry Lane, Ludlowville, N.Y. at the office of the Town Clerk, South Lansing (Town Hall, South Lansing, New York. . 1 The right to reject any or all bids is specifically, i reserved by the Lansing Town Board. Bush i the food concession at the Regular Meeting of May, 8th. ..,.Town Clerg RESOLUTION offered by Mr. Bush: WHEREAS, THE CLERK has duly advertised for bids for the purchase of one voting machine, and WHEREAS, the Automatic Voting Machine Division of Jamestown, New York was the only bidder with a bid of $2,009.00, now therefore be it RESOLVED, that said bid of the Automatic Voting Machine Division be and the same is hereby accepted. Seconded by Mr. LaVigne. Carried Proof of Notice having been furnished, the Public Hearing on the Proposed Zoning Ordinance for the Town of Lansing was called to order at 8:15 P.M. by Supervisor Howell. A draft of the Land Use Control Ordinance based upon the Final Report of the Lansing Zoning Commission, dated April 1973 and a Land Use Control Map showing details of the restricted areas, was distributed to each person present. The board and persons present, reviewed and discussed the Proposed Ordinance and the Land Use Control Map. Robert Gibbs requested that approximately 6 acres of his land, namely the corner of Bush Lane and N. Triphammer Road be designated commerical or planned commerical. A letter from Mr. Gibbs was presented regarding this request in addition to six of his lots being designated in a high density area. Mr. Gibbs stated that he felt a commerical area should be able to have commerical develop - ment through low density'residential development. Planned commerical areas was discussed in detail as well as transition r areas. Letter received from J. Vistor Bagnardi, Robert Reed Colbert and Truman K. Powers in regard to Warren Wood Apartments. Said letter requested that Article VI under Land Use Activities 601.54 be amended by adding I to the listing of areas to be considered for planned °development. Planning Board Chairman, Peter Craig, felt this a logical request. Mrs. Raymond McElwee requested that the McElwee property and William I. Myers property extending to the Lake be included in the low - density residential district instead of rural residential. PLEASE TAKE NOTICE that the Town Board of the Town of Lansing will hold a Public Hearing, (on a Proposed Zoning Ordinance for said Town on'', the 1st day of May. 1973 at 8:15 p.m. at the Town 4 Hall in the Town of Lansing. A copy of said proposed ordinance and zoning map is availablei for inspection at the Lansing Town Hall. Hall, Inc. of Waterville, New.York, in the amount of $57,000.00, received on Apkil 20, 1973, for steel sheet bulkhead wall and wood dock construction at Lansing Park Marina, be rejected due to high cost of bid. Seconded by Mr. Bush. Carried The request for a sign permit for McDonald's Restaurant *as reviewed. It was the consensus of the board that the proposed location of said sign was too close to the road. Permit denied. On Motion, meeting adjourned at 10:55 P.M. • May 8, 1973 The Lansing Town Board met in Regular Session at the South Lansing Town Hall on May 82 1973 at 8 P.M. with Supervisor Howell presiding. Present Robert Williamson Town Attorney Present Jane Bush Town Clerk Present Visitors: Water Supt. James Howell, Deputy Clerk Wanda Brink, Eng, T.G. Miller, and approximately thirty Lansing residents. The Supervisor opened the meeting having the clerk take the roll call. A Petition bearing two hundred sixty -nine signatures to incorporate "Village of Lansing" was presented to the Town Board by Mrs. Rita Schmidt. A check for $100.00 submitted with.said petition. Letter read from Owego IBM Club requesting permission to conduct a Sailing Regatta off Myers Point on September 15 and 16, 1973. Discusslon, followed by MOTION by Mr. Naegely, seconded by Mr. Hilliard, permitting the Owego IBM Club to operate a Sailing Regatta on Cayuga Lake off Myers Point on September 15 and 16, 19730 Carried Sign application submitted by Baker-Miller Lumber Company for a sign to be erected on property of Karl Butler, located on N. Triphammer Road. Discussion. Supervisor Howell and Councilman LaVigne to investigate and report back to board. No action taken. A request was received from Arthur H. Hein, Jr. that the bid he submitted on May 1, 1973 for the concession at the Lansing Town Park be withdrawn and his check be returned. DD scussion by the board. RESOLUTION offered by Mr. Hilliard: RESOLVED, that the bid of Arthur H. Hein, Jr. in the amount of $151.00 for the concession at the Lansing Town Park be withdrawn and check returned to Mr. Hein. Seconded by Mr. Naegely. Carried RESOLUTION offered by Mr. Naegely: WHEREAS, the clerk has duly advertised for bids for the food concession at the Lansing Town Park, and WHEREAS, Peter F. Potenza was the highest bidder with a bid in the amount of $156.00, now therefore be it RESOLVED, that said bid of Peter Potenza, be and the same is hereby accepted. Seconded by Mr. Hilliard. Carried Supervisor Howell stated that the Institute of Personnel Administration and Management Development will be sponsoring a seminar on Tuesday, May 22nd at the Terrace Restaurant in Cortland. The program is "The Benefits of a Local Municipal Officials Association." Town officials are authorized to attend said meeting, necessary expenses being a town charge. (continued)
