ROLL CALL Charles F. Howell Supervisor Present Louis Bush Councilman Present Bert Hilliard Councilman Absent Edward LaVigne Councilman Present Lee Naegely Councilman Present Lloyd Sharpsteen Highway Superintendent Present Robert Williamson Town Attorney Present Jane Bush Clerk Present Visitors: Water Supt. James Howell, Asst. Water Supt. Alvin Parker, Journal Reporter K. Minick and four Lansing residents. The Supervisor opened the meeting having the clerk take the roll call. • A copy of the minutes of the February 13th and March 13th meetings having been furnished to the members of the town board beforehand, the Supervisor asked for a motion to propose corrections of errors or to accept same as submitted. MOTION by Mr. LaVigne and seconded by Mr. Bush that the minutes as submitted by the Town Clerk be approved. Carried. Sign application for Cooke - Cadillac & Olds, located at Rte. 13 and Cinema Drive was again reviewed by the board. It was the consensus of the board that the sign was too high. Councilman Naegely was delegated to discuss height with applicant and if possible, have sign altered to 26' in height. Sign application for McDonald's Restaurant located on N. Triphammer Rd. was reviewed. Board requested actual location of sign at site before taking action. RESOLUTION offered by Mr. Bush: RESOLVED, that a sign permit be issued to Phyllis VanDonsel to erect an "AMERICAN" sign at 1020 Tripland Terrace. Seconded by Mr. Naegely. Carried Phil Kirk, Chairman of the Recreation Commission presented the name of Richard Angerer.as a member of the Lansing Recreation Commission to replace Robert Briggs who recently resigned. Discussion by the board and following resolution offered: RESOLUTION offered by Mr. LaVigne: RESOLVED that Richard Angerer be appointed to serve as a member of the Lansing Recreation Commission. Seconded by Mr.. Naegely. Carried Letter of resignation as Lansing Assistant Water Superintendent received from F. Wilbur Wilson, effective April 1, 1973. Board accepted same. Letter read from Stephen F. Herman, Public Health Engineer, concerning Water District No. 1. Letter read from Gerald R. Talandis concerning the proposed zoning ordinance. Discussion by the board concerning a vacancy existing on the Lansing Planning Board. Following resolution offered: RESOLUTION offered by Mr. LaVigne: • RESOLVED, that Edward Bower be appointed as a member of the Lansing Planning Board for a seven year term, said term effective as of February 1, 19730 Seconded by Mr. Naegely. (Aye) Charles Howell, Supervisor Carried Robert R. Gibbs presented for the board's consideration, several suggestions relative to the proposed Zoning Ordinance for the Town of Lansing. Discussion by the board and Mr. Gibbs. No action taken. Water Superintendent James Howell reported on conditions of Water Districts #1 and #2. (continued) Continued April 11, 1973 RESOLUTION offered by Mr. LaVigne: RESOLVED, that the Town Clerk be authorized to advertise for bids for the Food Concession at the Lansing Park for the 1973 season. Bids to be opened May 1st at 8 P.M. Seconded by Mr. Bush. Carried Councilman Lee.Naegely reported on the progress to date of the County Sewer Agency. Board requested Highway Supt. Lloyd Sharpsteen to investigate Donovan Program for the year 1974. RESOLUTION offered by Mr. Naegely: RESOLVED, that a Public Hearing be held by the Town B oard of the Town of Lansing on the proposed Zoning Ordinance, on the 1st day of May at 8:15 P.M. in the evening thereof, in the South Lansing Town Hall, South Lansing, New York. (Aye) Lee Naegely, Councilman Vote of Town Board . . . . . (Aye) Charles Howell, Supervisor Carried Mrs. Ethyl Selden reported to the Board that the N.Y.S. Association of Con- servation Commissions was presenting a Workshop on April 28th at Elmira College. Board and Highway Supt. Sharp.steen discussed water drainage problems of the Recreation Field located adjacent to the Town Hall. The Town Board discussed in detail, the proposed plan and estimate of cost-pro- viding for the furnishing of a comprehensive water improvement including a water treatment plant, transmission;; main and pump station for an intermunicipal water supply facilities for the Towns of Dryden, Ithaca, Lansing and the Village of Cayuga Heights to be located at Bolton Point. Following discussion, Order for Public Hearing to be held May 8th, 1973 at 9 P.M. In the Matter of the Increase and Improvement of Facilities of Water District No. 1 of the Town of Lansing, was adopted by the Town Board. Said Order attached hereto and made a part thereof. The Supervisor presented his monthly report and explained same in detail. AUDIT RESOLUTION offered by Mr. Naegely: RESOLVED, that General Fund bills #76 through #100 totalling $6,078.30 and Highway Fund bills #77 through # 98 totalling $.13,428.19 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #1 and Water D istrict #2 bills be and the same are hereby approved for payment. Hall, Route 34, Auburn Road, South Lansing, New York until 4:00 p.m., E.S.T., Friday, April 20,1973 and will then b 7 ubliely opened and read. j e work consists of, constructing approximately 280 lineal feet of free standing steel sheet bulkhead wall (not sheet piling) and nine (9) docks of treated lumber supported on treated timber piles. The plan and specifications maybe inspected at the Lansing Town Hall as mentioned above. Copies of said Contract Documents may be obtained from the Town Clerk at the Lansing Town Hall, Route 34, Auburn Road, South Lansing, New York. ' All proposals must be made on the official proposal form, and be accompanied by a certified check or satisfactory bid bond, payable to the Town of Lansing, New York in the amount of 5 per cent of bid total. All such bid securities will be returned upon the execution of the Contract and furnishing of required Surety Bond by the successful bidders,) but in no case will the checks of unsuccessful bidders be held', longer than, sixty days after receipt of bids. The Lansing Town Board reserves the right to re ecl all bids, or to reject any bid because of informality.
