Present Town Attorney Present Town Clerk Present Visitors: Water Supt. James Howell, Mrs. Louise Dart, John Barney, Reporter's Minnick and Ellis. The Supervisor opened the meeting having the clerk take the roll call. Discussion by the Town Board of the appraisal in regard to the Bolton Point Project. Following resolution offered: RESOLUTION offered by Mr. LaVigne: RESOLVED, that the Town Supervisor be, and he hereby is authorized, to enter into a Contract with North East Appraisals, Inc. on behalf of the town and other municipalities connected with the Bolton Point Project, for an appraisal of required properties recommended to be acquired by the engineers for said project, and'be it further RESOLVED, that the Supervisor report back the estimated cost of said appraisal for final approval of same prior to execution of the contract. Seconded by Mr. Bush. Carried Mr. John Barney briefly discussed the proposed Zoning Ordinance. Inquired if the Board still wanted a post card survey made or rely on Public Hearings. Board requested Mr. Barney to draft post card and meet with them on January 16th. Thomas J. McCarthy, Building Contracter, discussed water rights for property located on E. Shore Drive. Board discussed grades of Route 13 and N. Triphammer Roads that have been proposed by New York State Transportation Department. Highway Superintendent Lloyd Sharpsteen discussed Crooked Hill Road and properties involved. Letter received from N.Y.S. Regional Traffic Engineer regarding our request for a reduced speed zone on Drake Road, stating that due to the low marginal development, a reduced speed limit on Drake Road is not justified at this time. It was suggested that the W -1 turn signs be supplemented with W -141 recommended speed signs. Letter received from Lansing Board of Fire Commissioners making application for a portion of the present Federal Revenue Sharing monies, to be used speci- fically to reduce debt on a recently purchased ambulance.. Dicussion by board and decision tabled. Discussion by the board in regard to splitting Lansing #5 Election District. Following resolution offered: RESOLUTION offered by Mr. Bush: RESOLVED, that a new election district be formed to be called Election District #6, to be bounded on the south by the Town Line, on the east by the Town Line between its intersection with the south boundary line of the town and its intersection with the center line of Snyder Road;_on the west by the east shore of Cayuga Lake between its intersection with the south boundary line of the town and the center line of Oakcrest Road extended to the lake; the north boundary line of said district is as follows: Commencing with the intersection of the center line of Snyder Road and the east boundary line of the Town; running thence west along the center line of Snyder Road to its intersection with the center line of Warren Road$ thence north along the center line of Warren Road to its intersection to the center line of .Cherry Road; thence west along the center line of Cherry Road to its intersection with the center line of N. Triphammer Road; thence south along the center line of N. Triphammer Road to its intersection with the center line of Oakcrest Road; thence west along the center line of Oakcrest Road and Oakcrest Road extended to the east shore of Cayuga Lake, and be it FURTHER RESOLVED, that District 5 will be remainder of old D istrict 5 lying to the north, all of which is shown on attached map. Seconded by Mr. Naegely. Carried `\J 2 Continued January 9, 1973 RESOLUTION offered by Mr. Naegely and seconded by Mr. LaVigne: Resolved that the Supervisor be authorized and directed to have the town records and justice records audited by the Lansing Town Board and file his report under (Town Law 181 (3). Said audit to take place January 30, 1973 at 8 P.M. Carried RESOLUTION offered by Mr. LaVigne and seconded by Mr. Bush. RESOLVED, that the bonds of public officials be approved as to the amount and company. Carried ✓ APPOINTMENT OF CONSTABLES: MOTION by Mr. Bush and seconded by Mr. Hilliard that Paul Mikula and William Burin be appointed Constables for the year 1973. Carried MULTIPLE HOUSING INSPECTOR: -------- - - - - -- MOTION by Mr. Hilliard and seconded by Mr. Naegely that the Lansing Fire Chief and Assistants be appointed Multiple Housing Inspector for the year 1973. Carried FIRE WARDENS: MOTION by Mr. Naegely and seconded by Mr. LaVigne that the Supervisor appoint the five Fire Captains of the Town as Fire Wardens. Carried ATTORNEY FOR THE TOWN: MOTION by Mr. LaVigne and seconded-by Mr. Bush that the Attorney for the Town be on an as needed basis and that Robert Williamson be consulted as needed. Carried DESIGNATION OF OFFICIAL NEWSPAPER: --------------- -- MOTION by Mr. LaVigne and seconded by Mr. Hilliard that the Ithaca Journal News be designated as the official newspaper for the Town of Lansing. Carried MILEAGE ALLOWANCE MOTION by Mr. Naegely and seconded by Mr. LaVigne that the Town Officer's and Highway Superintendent be allowed the sum of 10¢ per mile for the use of their automobiles in the performance of their official duties. Carried RULES OF ORDER MOTION by Mr. LaVigne and seconded by Mr. Bush that Robert's Rule of Order be followed, however, when special roll call votes are requested, voting to be in alphabetical order and the Supervisor voting last. Carried TIME OF REGULAR BOARD MEETINGS: MOTION by Mr. Bush and seconded by Mr. Hilliard that the regular board meetings of the Lansing Town Board be held on the 2nd Tuesday of,each month at 8 P.M. Carried (continued) Continued January9, 1973 DESIGNATION OF BANK DEPOSITORIES OF TOWN FUNDS: ------------------ - - - - -- MOTION by Mr. Hilliard and seconded by Mr. Naegely that the Tompkins Co. Trust Co. and the First National Bank be designated as the depositories for the Town of Lansing Funds. Carried A Oil AUTHORIZATION FOR HIGHWAY SUPT. TO PURCHASE ITEMS: -------------------------- MOTION by Mr. Naegely and seconded by Mr. LaVigne that the Highway Supt. be authorized to purchase equipment, tools and implements, tires and tubes in the amount of $1,500.00 without prior approval. Carried METHOD OF CLAIMS TO BE PRESENTED FOR PAYMENT: ----------------- - - - - -- MOTION by Mr. LaVigne and seconded by Mr. Bush that vouchers for claims for General Fund and Highway Fund be presented and audited in accordance with (Town Law A.T. 103). This inspection will take place by the town board at the beginning of each regular meeting. Carried APPOINTMENT OFLTOWN HISTORIAN MOTION by Mr. Naegely and seconded by Mr. LaVigne that Ruby Ferris be appointed Town Historian for the year 1973. Carried RESOLUTION offered by Mr. Bush: WHEREAS, it is the intention of the Town Board of the Town of Lansing to establish a Youth Recreation project and WHEREAS, the Town Board of the Town of Lansing is about to submit an application for such project to the New York State Youth Commission for its approval, reimburse - went of funds expended on such project as provided by Chapter 56 of the Laws of 1945 as amended; now therefore be it RESOLVED, that such application is in all respects approved and Charles F. Howell, Supervisor is hereby directed and authorized to duly execute and to present said application to the NYS Youth Commission for approval. Section 2. This resolution shall take effect immediately. Seconded by Mr.'LaVigne. Carried RESOLUTION offered by Mr. Bush: RESOLVED that Charles F. Howell, Supervisor of the Town of Lansing be authorized and directed to duly execute application to the N.Y.S. AUDIT RESOLUTION offered by Mr. Bush: RESOLVED, that General Fund bills #1 through # -9 totalling $ 5,288.30 and Highway Fund bills #1 through # 9 totalling $9,666.86 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #1 and Water District #2 bills be and the same are hereby approved for payment. Howell, Supervisor, be authorized and directed to duly execute application for permit to maintain and operate public bathing beach for year 1973. Carried APPOINTMENT OF BUDGET OFFICER: --------------- MOTION by Mr. LaVigne and seconded by Mr. Bush that Charles F. Howell be appointed Budget Officer for the year 1973. Carried RESOLUTION offered by Mr. Bush and seconded by Mr. Hilliard: RESOLVED, that the Supervisor, in lieu of preparing his financial report under (Town Law § 29 (10) shall submit to the Town Clerk by March 1, 19739 a copy of the report to the State Comptroller required by section 30 of the General Municipal Law. Carried RESOLUTION offered by Mr. Hilliard and seconded by Mr. Naegely: RESOLVED, that the Supervisor is hereby authorized to purchase Certificates of Deposits with town monies at his discretion. Carried RESOLUTION offered by Mr. LaVigne and Seconded by Mr. Naegely: RESOLVED, that Mr. Bush and Mr. Hilliard be named Chairmen of Highway Committee.
