The Lansing Town Board met in Regular Session at the South Lansing
Town Hall on June 13, 1972 at 8 P.M. with Supervisor Howell presiding.

Eng, T.G. Miller and thirty Lansing residents.
The Supervisor opened the meeting having the clerk take the roll
• call. .
A.copy.of the minutes of the May 9th meeting having been furnished
to the ,members of .the town board beforehand, the Supervisor asked for a
motion to propose corrections of errors or to accept same as submitted.
MOTION by Mr. LaVigne and seconded by Mr. Bush that the minutes as
submittedeby the Town Clerk be approved.
Carried
Frederick Knight requested water service from Water District #2
for a four apartment building to be erected adjacent to his present
apartment dwelling located on Ridge Road. Mr. Knight asked to neg-
otiate by,contract as used for his first apartment building, at no
cost to the „Water District. He noted that the Tompkins Co. Health
Dept. had approved the sewage system. Board withheld action on said
request, pending approval of Health Dept.
Mr. Anthony Ceracche and his Attorney, Walter J. Wiggins, asked
for the board's approval to increase the monthly cable television
service from $4.50 to $5.00 per month. They cited the inflationary
costs, rising of taxes and plans for expanded service to justify the
requested increase. Discussion by the board.
RESOLUTION offered by Mr. LaVigne:
RESOLVED that the Town Board of the Town of Lansing, having been
presented.with facts and figures of the present costs of cable tele-
vision service, in addition to the plans for expanded service, hereby
approve of the monthly increase from $4.50 to $5.00 per month for
such service as requested by Ceracche Television Corp.

Colburn Jones,.President and Stanford Zeccolo, Engineer of
Heritage State Ltd., Albany, New York, presented plans for a proposed
apartment complex to be located on Uptown Drive, T.G. Miller, Eng.,
submitted on behalf of Heritage State Ltd., plans for water service,
sanitary sewer service and storm drainage for the proposed project.
• A Petition signed by eleven residents of Ludlowville Road between
the High School and the top of Crooked Hill, petitioned the Lansing
Town Board for admission to the Myers Water District, Lansing Water
District #2. Said petition did not apply to rates quoted for forming
a new district.
A Petition signed by fifteen residents of Ludlowville Road
between the High School and the top of Crooked Hill, petitioned the
Lansing Town Board not to restrict all traffic to one way if a decision
is made to open the section between Brickyard Road and the top of the
hill.
A Petition signed by fifteen residents of Ludlowville Road between
the High School and the top of Crooked Hill, petitioned the Lansing
Town Board to take the steps necessary to reduce the maximum speed on
this road for purposes of safety.

Letter received and read from the Lansing Planning Board.and
Zoning Commission in regard to a Zoning Ordinance appropriate to only
a part of the Town of Lansing.
A Petition bearing 126 signatures to incorporate "Village of
Lansing ", was presented to the Lansing Town Board by S.T. MacAdam,

The Town Board and residents present discussed the possibility
of a Swimming Pool Ordinance. Pros and cons considering same were
reviewed. No action taken by the board.
Water Superintendent James Howell discussed the new well at Esty's
in,addition to the present conditions of both water districts.
• Highway Superintendent Lloyd Sharpsteen discussed tentative plans
for oiling and town roads in general. Requested permission by the board
to employ a person on a part -time basis to assist in the book work 'of
the Highway Dept.

to hire office help on a temporary basis.

of the area inthe southern portion of the Town of Lansing to be served
by the Bolton Water Supply Project. Following resolution offered:
WHEREAS, by resolution duly adopted by the Town Board the 8th day
of June, 1972, the Town Board declared its intent to participate with
the Towns of Dryden, Ithaca, and the Village of Cayuga Heights in the
construction and operation -of an intermunicipal water supply from
Cayuga Lake at Bolton Point in the Town of Lansing., and
WHEREAS, it is the intent of the Town of Lansing that said water
supply is to serve not only Lansing Water District No. 1 in the Town
of Lansing but ultimately, as much of the entire southern portion of
the Town that would be economically feasible to be served, and
WHEREAS said service area would include the established water
districts of McKinneys, Lansing Water Districts Nos. 1 and 2 and all
that other area of the Town lying south of a line bounded and described
• in accordance with Exhibit A. attached hereto, to be served by a future
water district or districts to be formed,
NOW THEREFORE, be it resolved on motion made by Edward LaVigne,
seconded by Louis Bush and carried that this Board reaffirms its .
decision on behalf of the Town of Lansing to participate in the inter -
municipal water supply system herein mentioned. Said water supply in the
Town of Lansing to serve Lansing Water District No. 1, Lansing Water
District No. 2, McKinneys Water District and all that other area in the
Town of Lansing lying south of a line bounded and described in accord-
ance with Exhibit A, attached hereto to be served by a future water
district or districts to be formed.
BE IT FURTHER RESOLVED, that the total cost of the Town of Lansing's
share of the intermunicipal water supply system shall be apportioned
equitably between property owners of Lansing Water Districts Nosy; 1 and
2, MoKinneys and said area to be served by future water districtAor
districts to be 'formed, on a benefit basis.

RESOLUTION offered by Mr. Naegely:
WHEREAS the municipalities of the City of Ithaca, the Towns of
Ithaca, Dryden and Lansing, and the Village of Cayuga Heights recognize
that a serious water supply need exists in the respective municipalit-
ies, and that it is of mutual interest to proceed toward a common
solution on an intermunicipal basis. Be it therefore resolved that:
a. This Lansing Town Board recognizes the need for areawide
planning as it relates to public water supply.
b. This Lansing Town Board acknowledges the findings and recomm-
endations of Comprehensive Public Water Supply Study No. -39•
c. This Lansing Town Board supports and endorses an area -wide
masterplan for public water supply via the following stages:
1) Immediately guarantee the City a reliable source of 7.0
mgd by constructing the Inlet Project as an additional/
emergency supply.
2) Construct a 6.0 mgd treatment plant at Bolton Point as
soon as possible with provision for future expansion.
3) Abandon Esty's Point supply when Bolton Point Source is
fully operational at 6.0 mgd.
d. This Lansing Town Board accepts the objective of developing,
with the municipalities noted above, a joint-intermunicipal
management agreement which will, concurrently with the design
of the Bolton Point source, produce an intermunicipal arrange-
ment for the development, maintenance, operation and overall
management of the source, treatment and distribution facili-
ties in the joint intermunicipal areas.
