Supervisor presented his monthly report and explained same in detail. AUDIT RESOLUTION by Mr. Bush: RESOLVED that General Fund bills #288 through #349 totallin $31,716.29 and Highway Fund bills #232 through #251 totalling 89641.20 be and the same are hereby approved for payment, and be it further RESOLVED that Water District #1 and Water District #2 bills be and the same are hereby approved for payment. November 23, 1971 �f The Lansing Town Board held a Special Meeting on November 23, 1971 for the purpose of conducting two Public Hearings and any other business that may come before said board. James Howell, Deputy Town Clerk Wanda Brink and approximately forty Lansing Residents, The Supervisor opened the meeting having the Clerk take the Roll Call. Proof of Notice having been furnished, the Public Hearing on the Trailer Park Application of Donald Worsell, was called to order by Supervisor Charles Howell at 8 P.M. The map presented by Donald Worsell, owner of Lakeview Trailer Park, was gone over in detail regarding typical layout plot, well section, mobile home sewer connections, tile field trench details and water line and sewer line crossings. All persons desiring to be heard, having been heard, and no objections made to the said application, the Hearing was terminated. Discussion held by the board in regard to Hearing and following resolution offered. WHEREAS, the Town Board has received the application of Donald Worsell for a Trailer Park to be located on the Algerine Road in the Town of Lansing, and, WHEREAS, the said Donald Worsell has submitted to the Town Board a detailed map of the proposed Trailer Park on said premise, and WHEREAS, the Tompkins County Health Department has approved the water and septic systems for the first eight trailers to be located in said Trailer Park, and WHEREAS, the said Donald Worsell will work in conjunction in the growth and completion of the Trailer Park in the future with the Health Department, and WHEREAS, the Town Board has conducted a Public Hearing on proper notice held on the 23rd day of November 1971, now therefore be it RESOLVED, on motion of Mr. LaVigne and seconded by Mr. Hilliard that the license for the establishment and operation of the Trailer Park proposed by Donald Worsell be and the same is approved and the Town Clerk is authorized and directed to issue license for the opera. tion of said Trailer Park in conformity of the Town Ordinance. Avery, 2nd Asst. Chief of Lansing Fire Department. Letter stated that the Lansing Fire Dept. finds it impossible to maintain a proper fire lane at the Triphammer Shopping Center, in pursuant to Town of Lansing Local Law #1, 19699 due to the lanes not being properly and permanently marked by the proprietors of the Triphammer Shopping Center. Town Board to contact Mr. Manley Thaler regarding same. Proof of notice having been furnished, the Public Hearing on the Junk Yard Application of Charles A. Collins, Sr. and Mae C. Collins, was called to order by Supervisor Charles Howell at 8 :30 P.M. The application for license of said Junk Yard was discussed in detail by the board. Mr. & Mrs. Robert Kahrs, Niemi Road, Town of Dryden, noted objection to Junk Yard being so close to their property and also to any burning that may take place. All persons desiring to be heard, having been heard, the Hearing was terminated at 9 :10 P.M. Following resolution offered: WHEREAS, the said Charles A. Collins, Sr. and Mae C. Collins have applied for a license to operate a private Junk Yard for the disposition of junk vehicles pursuant to the Ordinance, and, WHEREAS, a Public Hearing has been held on said application on the 23rd day of November 1971, and, WHEREAS, said Collins has agreed to abide by the terms of said Ordinance and to operate a private Junk Yard for the disposal of said vehieles, now therefore be it RESOLVED on Motion of Mr. Bush and seconded by Mr. Naegely, that the said application for a Junk Yard license be and the same is hereby granted subject to the following conditions: 1. Said Junk Yard shall be operated as a private Junk Yard. 2. Said Junk Yard shall be used only for the disposal of junk vehicles. 3. There shall be absolutely no burning. 4. All tires and other flammable parts of said vehicles shall be transported to the County Landfill. RESOLVED, further that this license is only valid through December 31, 1971 pursuant to said Ordinance, after which time this license must be renewed. Discussion held by the board. Vote of Town. RESOLVED, on Motion by Mr. Naegely and seconded by Mr. Hilliard that Gerald Talandis be and he is hereby authorized to submit sewer and water plans to the Tompkins County Health Dept. for Phase 1 of Lansing Apartments, North, consisting of 270 units, subject to the approval of the Village of Cayuga Heights and the Town of Lansing Water and Sewer Superintendent. WHEREAS, the Town Clerk has been served with a Summons and Complaint in an action in Supreme Court, Tompkins County, commenced by Ithaca Associates, Inc., VS 219 E. State Street Hotel Property, Inc., Brooke Hotel of Ithaca Corp. and Town of Lansing, which action is to prohibit the flashing of the Holiday Inn sign, and declare the contract with 219 E. State Street Hotel Property Inc. void unless it contain a requirement that 219 East State Street Hotel property not operate or maintain a flashing sign, now therefore be it RESOLVED, that the Town Attorney be and he hereby is authorized and directed to plead.necessary and proper defenses on the part of the Town and commence proper actions on cross claims against the Plaintiff and Co- defendants if deemed necessary or appropriate. Councilman Bush felt that the specifications were too restrictive and should be revised in order that more dealers and manufacturers could submit bids. RESOLUTION offered by Mr. Hilliard: RESOLVED that the Highway Superintendent be and he hereby is authorized to advertise for bids for one new heavey dump truck as per specifications submitted.
