The Town Board held an Executive Meeting with the Planning Board
as requested by Planning Board Chairman, Peter Craig, at the close of
the Special Town Board Meeting of April 30, 1971

® Supervisor Howell called the meeting to order at 8 P.M. requesting
the Roll Call be taken by the clerk, after which time he turned the
meeting over to the Planning Board.
Mrs. Viola Miller, in the absence of Planning Board Chairman,
Peter Craig, stated that the Regular Meeting of the Planning Board
scheduled for this date, had been dispensed with by vote. Mrs.
Miller introduced Planning Consultant, Thomas Niederkorn.
Mr. Niederkorn explained in detail, the Master Plan that had been
developed for the Town of Lansing. Population, future growth projec-
tions, commercial and residential development, present and future roads,
land use controls, parks and recreation areas, natural features,
agriculture areas were discussed in detail. Numerous maps and pictures
were shown in reference to the Master Plane Completing his review of
the Master Plan, Mr. Niederkorn stated that the Planning Board's next
step would be to make a study of Capital Improvements relative to the
Town.

Town Hall on May 14, 1971 at 8 P.M. with Supervisor Howell presiding.

to accept same as submitted.
MOTION by Mr. Hilliard and seconded by Mr. LaVigne that the minutes
as submitted by the Town Clerk be approved.

The Supervisor advised the board, after proof of notice having been
furnished, that sealed bids would now be publicly opened for the food
concession at the Lansing Town Park. The bids received were as.follows:
Gary Christopher in the amount of 51.50
A.H. Hein, Jr. in the amount of 101.00

WHEREAS, the clerk has duly advertised for bids for the food concess-
ion at the Lansing Town Park, and
WHEREAS, Arthur H. Hein, Jr. was the highest bidder with a bid in
the amount of $101.00, now therefore be it
RESOLVED, that said bid of Arthur H. Hein, Jr., be and the same is
hereby accepted.

Wilkinson, Michael N. Johnson and Lucie G. Bolton on the Proposed
County Sewer District.
Letter read from Frank R. Liguori, Tompkins Co. Commissioner of
Planning, regarding our Resolution of April 7, 1971, requesting an
electrically operated caution light at N. Triphammer and Peruville
Roads intersection. Mr. Liguori stated the Planning & Public Works
Committee did not feel a flashing traffic signal appropriate at this
time. Supervisor Howell to write James Graves, Chairman.of said
committee, objecting to their decision.
Letter read from Lansing Central School stating their resolution
passed which raised the income limit eligibility for the 50% exemption
on school taxes from $3,000 to $5,000.
Letter read from N.Y.S. Division for Youth stating that State
funds were terminated effective April 11 1971, for youth recreation
projects.
Letter read from Owego IBM Club requesting permission to conduct
a sailing regatta off Myers Point June 12 and 13, 1971. Discussion
followed by
MOTION by Mr. LaVigne, seconded by Mr. Bush, permitting the
Owego IBM Club to conduct a sailing regatta on Cayuga Lake off the
Myers Point on,June 12 and 13, 1971.

Copy of letter read which was forwarded to Assemblywoman
Constance Cook by Manley H. Thaler regarding Tompkins County Sales
Tax Credits*
Supervisor Howell reported he had received several complaints
on access road to dump site. Supervisor instructed to report same
to Tompkins Co. Planning & Public Works Committee.
A Proposed Ordinance- Street Excavation, was gone over in detail
by the board, after which time it was the consensus of the board to
hold a Public Hearing on same, as follows:
RESOLVED, by this Town Board that a Public Hearing be held on
June 11, 1971 at 8:30 o'clock in the evening thereof on a proposed
Ordinance regulating street excavation on town roads, providing for
a $250.00 deposit for such excavation and certificate of Liability
Insurance. Violation of said ordinance is an offense punishable by
time or imprisonment.

General discussion held regarding field %recently purchased adjacent
to Town Hall. The majority opinion of the board was to assist all town
organizations in developing the land for their use.
A Proposed Local Law Regulating Signs was discussed. Further
review and study to be taken up at June 11th meeting.
Supervisor reported that his monthly report would be mailed.
AUDIT RESOLUTION by Mr. LaVigne:
RESOLVED, that General Fund bills #99 through #137 totalling
$77,911.43 and Highway bills #89 through #107 totalling $p21,484 *39 be and
the same are hereby approved for payment, and be it further
RESOLVED, that Water Dist. #1 and Water Dist. #2 bills be and
the same are hereby approved for payment.

water on the property of Florence Mack, located at the foot of Myer °s

PLEASE take notice that the Lansing Town
Board of the Town of Lansing, Tompkins County,
!New York, will receive sealed bids at the office of
the Town .Clerk in the Town Hall, Town of
Lansing, New York, until 8 P.M. o'clock on
riiday, May 14, 1971 for the food concession at
!the Lansing Town Park, at which time, said bids
!will be publicly opened and read.
Persons interested may secure detailed
information and inspect the proposed agreement
tat the office of the Town Clerk, Town of Lansing,
'[Town Hall, So. Lansing, New York.
The right to reject any or all bids is specifically
reserved by the Lansing Town Board.

LANSING SEWER DISTRICT NO.2
ADVERTISEMENT
Sealed proposals for the construction of a
sanitary sewerage collection system, pumping
station and force main will be received by the
Town Clerk at the Lansing Town Hall, Route 34,
Auburn Road, South Lansing, 'New. York, until
2:00 P.m., E.D.S.T. Thursday, May 20, 1971 and
will then be publicly opened and read.
The work to be done under this project includes
the construction of approximately 10,650 feet of 8
inch and 10 inch sanitary sewer mains, 565 feet of
6 inch force main and an underground sewage
pumping station, all together !with the usual
appurtenances and other incidental and related
work.
The Plans and specifications may be inspected
at the Lansing Town Hall as mentioned above and
at the office of Thomas G. Miller, Consulting
Engineer „203 North Aurora Street, Ithaca, New
York. Copies of said Contract Documents may be
obtained from the Town Clerk,, at the Lansing
Town Hall, Route 34, Auburn Road, South
Lansing,' New York, upon payment of Twenty
Dollars, ($20) for each set. The full amount of
payment will be returned to all prime bidders if
said Contract Documents are returned to the
Town Clerk's Office in good condition within
fifteen (15) days after the award of the Contract.
All proposals must be made on the official
proposal forms, and be accompanied by a
certified check or bid bond, payable to the Town
of Lansing, New York, in the amount of 5 per cent
of bid total. ;
All such bid securities will be returned upon the
execution of the Contract and furnishing of
required Surety Bonds by the successful bidders,
but in no 'case will the checks of unsuccessful
bidders be held longer than sixty days after
receipt of bids.
The Lansing Town Board reserves the right to
reject all bids, or to reject any bid because of
informality. ”
