The Lansing Town Board met in an adjourned meeting at 8 P.M. as
called at the adjournment of the April 9th Regular Meeting.

Visitors: Tompkins County Planning Commissioner Frank Liguori,
James Howell and approximately eighty Lansing residents.
The Supervisor called the meeting to order having the clerk take
the roll call. Said meeting was scheduled to informally discuss the
County Sewer District Program and how it would effect the people in
the northern portion of the proposed district.
Tompkins County Planning Commissioner, Frank Liguori, gave a
resume of the sewer studies made by the County from 1965 to the present
time.
Variations of alternatives, as well as formulas in regard to
sewer charges was also discussed.
A lengthy question and answer period followed.
The following Resolution, drafted by the Lansing Planning Board,
was read by Lansing Planning Board Chairman, Peter Craig.
WHEREAS, the southern part of Lansing has experienced much growth
since 1965 and may be expected to continue this growth, and
WHEREAS the soils of the area are generally unsat3sf actory for
the use of septic systems in intensive development, %and
WHEREAS there is a clearly demonstrable need for sewage service
in the area, the Lansing Planning Board favors the development of a
public sewer system for southern Lansing.
BE IT FURTHER RESOLVED that the Lansing Planning Board supports
the following principles and practices:
A. That the pooling of local municipal resources is the only
efficient and economy ally feasible way to provide sewage disposal
for the southern third of the Town of Lansing. The proposed County
Sewer Agency provides an acceptable mechanism for pooling the
resources of the Towns of Lansing, Dryden and Ithaca, and the Village
of Cayuga Heights. We strongly advocate Lansing's participation in
this agency.
B. That, to assure adequate original planning and coordinated
system design, the size of the Lancing zone under the Agency be as
large as topography permits. Specifically, the zone boundaries should
be extended to or near the limits of the natural drainage area as
defined in the engineering study of O'Brien and Gere, February 1970
(designated as Zone 2 in thatstudy).
C. That a Sewer Master Plan for the Lansing Zone be devised O
by consulting engineers, and that a11'Improvement Districts present
and future be required to adhere to design specifications of the
Master Plan, and to the regulations of the zone as a whole.
D. That the proposed Interceptor Sewer extending from the Rail-
road Interceptor to Gulf Creek be incorporated as a significant
feature of the Sewer Master Plan, but that it not be developed beyond
Twin Glens at this time.
E. That a cost apportionment system be devised such that those
who are.not. incorporated in an improvement district pay only nominal
fees.
F. That the establishment or extension (or the imminence) of
such utilities will"inevitably,.increase development pressures of
many kinds in the area served.. For this reason it will be mandatory
for the Town Board and Planning Board to adopt and administer an
appropriate Town Master Plan and its associated implementing devices,
subdivision and land -use regulations.
