Miller, Reporter Jeff Frank, Peter Craig, Reporter McRae, Ben Bradley, The Supervisor called the..meeting to order having the clerk take the roll call. 0 A copy of the minutes of the February 12, February 19th and March 5th meetings having been furnished to the members of the town board beforehand, the supervisor asked for a motion to propose corrections of errors or to accept same as submitted. MOTION by Mr. Hilliard and seconded by Mr. Bush that the minutes as submitted by the Town Clerk be approved. Carried Supervisor Howell introduced Ben Bradley, Regional Wildlife Manager of the New York State Dept. of Environmental Conservation, Mr. Bradley discussed in detail, by chart, the development and governing of deer herds. The statistics of the last three years of the 3 -party permit system in the Town of Lansing, indicates the deer population to be on the light side of a normal herd. Mr. Bradley stated that it would be recommended to the Big Game Research Unit of the New York State Dept. of Environmental Conservation to withhold the issuance of party permits in Lansing for a period of two to three years. Supervisor Howell introduced Thomas G. Payne, Tompkins County Director of Assessment. Mr. Payne discussed in detail, the 1970 State Equalization Rate in Lansing as compared to the other eight towns and city in Tompkins County. Due to the increase in market value of real property throughout New York State and the current market value standard utilized by the State Board in establishing rates for the 1970 assessment rolls, the equalization rates have resulted in a sharp decrease. The equalization rate dropped from 82 to 80 in the Town of Lansing, however, the decrease was less than any other town in the county. Engineer T.G. Miller reviewed the bids received for the construc- tion of a sanitary sewer main in Lansing Sewer District #1, recommend- ing the bid be awarded to Finger Lakes Construction Co. Discussion by the Town Board and following offered: WHEREAS, the Town Clerk has duly advertised for bids for the construction of the sanitary sewer main to be- l- ocated along the south line of the Town of Lansing to serve Sewer District #1, and, WHEREAS, the lowest responsible bidder meeting all specifications was Finger Lakes Construction Co., 1861 Hanshaw Rd., Ithaca, N.Y. with O a bid of $19,087.50 based on the estimated quantities given in the proposal, now therefore be it RESOLVED, that on motion by Mr. Naegely and seconded by Mr. Bush, that the aforesaid bid of Finger Lakes Construction Co. at-the estimated bid price of $19,087.50 be accepted, subject to their furnishing required bonds and certificates of insurance as required by the contract, and be it further RESOLVED, that the Supervisor be and he hereby is authorized to execute said contract on behalf of the Town. Peter Craig discussed the progress being made on amending the Mobile Home Ordinance. James Showacre discussed Subdivision Rules and Regulations. Supervisor presented his monthly report and explained same in detail. AUDIT RESOLUTION by Mr. Bush: RESOLVED that General Fund bills #50 through ##69 totalling $20,926.70 and Highway Fund -bills #45 through ##66 totalling $121604934 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District ##1 bills and Water District ##2 bills be and the same are hereby approved for payment.
