On May 5, 1970 at 5 P.M. bids were opened for the purchase of used
steel plate and used railroad rails to be used for the purpose of a
retaining wall at the Lansing Park Marina, as advertised in the Ithaca
Journal.
One bid received as follows: Chemung Supply Corp., Elmira, New York.
5/16" thick used steel plate with average weight of 12.75# per sq. ft.
with sheets to be 6 to 7 ft. wide and 15 to 20 ft. long, meeting all of
your specifications ® $.065 lb., F.O.B. job site in Town of Lansing.
Used railroad rails weighing approximately 75# per yd, with the following
specifications: 5" base 4- 13/16" height, 22 head, 2" Webb approximately
30' long meeting all specifications. @ $.065 lb. F.O.B. job site in Town
of Lansing.

The Lansing Town Board met in Regular. Session at the South Lansing
Town Hall on May 8, 1970 at 8:00 P.M. with Supervisor Howell presiding.

The Supervisor opened the meeting having the Clerk take the Roll
Call.
A copy of the minutes of the April 10th and April 17th meetings
having been furnished to the members of the town board beforehand, the
Supervisor asked for a motion to propose corrections of errors or to accept
same as submitted.
MOTION by Mr. Hilliard and seconded by Mr. Bush that the minutes
as submitted by the Town Clerk be approved.

Letter read from Tompkins Co. Commissioner of Health, Dr. R.H. Broad
relating to Refuse Disposal Sites.
Letters read from Atty. Roger B. Sovocool and Lansing Planning
Board relative to the proposed Ithaca Mall.
Letter read from Mrs. Wilmot Irish regarding water supply in Dist.#l.
® Copy of petition to the New York Telephone Co. signed by eleven
persons, requesting Popular Ridge exchange be converted to Lansing
exchange, was presented to the Town Board for any available assistance,
inasmuch as the Telephone Co. denied their request due to excessive
cost to provide necessary facilities to change present boundaries.
Discussion by the board followed by a decision to write to the Public
Service Commission to request that they investigate further the possibility
of allowing the Nut Ridge Area residents to receive the Lahs.ing exchange
phone service and rates.

RESOLVED that William G. Meal, Ludlowville, N.X., be refunded $85.00
that he paid in advance for boat slip rental for 1970 season.

RESOLUTION offered by Mr. LaVigne:
RESOLVED that all bids received on April 8, 1970 for supplying and/
or installing sheet piling at the Lansing Park Marina, be rejected due
to high costs of bids received.
Seconded by Mr. Hilliard.

The one bid received on May 5th from Chemung Supply Corp. for used
steel plate and used railroad rails to be used to construct a retaining
wall at the Lansing Park Marina was discussed in detail. Said material
quoted, meeting specifications, would cost $4,381.65. Councilman Naegely
questioned the cost of the project, stating that dock and marina improve-
ments should be paid for by boat space rentals as the boat owners are
the.only ones benefitting. Supervisor Howell explained that monies
received from boat rentals were used to pay for the entire operation of
the park. Councilman Bush discussed dredging the channel for an
immediate solution. Following resolution offered by Mr. Hilliard:

Elmira, New York.for used steel plate and used railroad rails in the
amount of $4,381.65 as per our specifications be and the same is
hereby accepted.

Otto Schoenfeld reported that the physical construction of the
extension of Uptown Road had been completed. Highway Supt. Sharpsteen
to meet with Mr. Schoenfeld on Monday, May 11th at 10:30 A.M. to discuss
drainage from this extension into Cinema Drive.

Lake Ridge
Road was legally a town road,

to contact
the N.Y.S. Electric
& Gas Corp.
in order to acquire a deed
to the
Cuddeback
Road,
Councilman Lee Naegely gave an up -to -date report on the progress of
the Tompkins County Sewer Agency,
Councilman Edward LaVigne reported on the current status regarding
obtaining federal assistance for the proposed extension of Water Dist. #2.

Councilman Bert Hilliard reported on conditions at the Town Dump.
Stated that Agway Research Laboratories were depositing animal waste
matter at the dump emitting obnoxious odors. Mr. Hilliard to have
situation corrected.
Frederick Knight has made request to use facilities and /or be
included in Water District #2. Water Supt. James Howell and Mr. LaVigne
to make study to determine possibility and report to board.
Highway Supt. Sharpsteen discussed with the Board, the mowing of
the Lake Ridge, German and Breed Cemeterie Student help was considered
at the rate of $2.00 per hour. Supt. Sharpsteen to consult with Highway
Association Employees on same.
Peter Craig, Chairman of the Planning Board asked for reactions
from the Town Board regarding the Technical Basis for Subdivision Rules
and Regulations reviewed by both boards at a meeting held April 17, 1970.
It was the consensus of the Town Board that the compiled rules and regu.
lations as presented was too complex and requested the Planning Board
to revise and prepare same in a more concise form.
Councilman Lee Naegely discussed adopted ordinances on record and
the enforcing, deleting or change of same.
Supervisor Howell presented his monthly report and explained same
in detail.
Supervisor Howell stated that a duly appointed committee from the
First National Bank of Groton had requested to meet with the Lansing
Town Board on May 12, 1970 to discuss their interest and actions in
establishing a bank branch in Lansing.
AUDIT RESOLUTION offered by Mr. Bush:
RESOLVED that General Fund bills #105 through #135 totalling
$7 ►927.17 and Highway Fund bills #129 through #158 totalling $10,789.45
be and the same are hereby approved for payment.
