ROLL CALL Charles Howell Supervisor Present Louis Bush Councilman Present Bert Hilliard Councilman Absent Edward LaVigne Councilman Present Lee Naegely Councilman Present Donald Sharpsteen Highway Superintendent Present Robert Williamson Attorney Present Jane Bush Clerk Present Visitors: James Howell, Stephen Farkas, Jr., Peter Craig, Harris Dates, Journal Reporter Mrs. Glick. ® A copy of the minutes of the March 13th, 20th, 27th.and April 4th meetings having been furnished to the members of the town board beforehand, the Supervisor asked for a motion to propose corrections of errors or to accept same as submitted. MOTION by Mr. LaVigne and seconded by Mr. Bush that the minutes as submitted by the Town Clerk be approved. Carried The Supervisor advised the Board, after proof of notice having been furnished, that sealed bids would now be publicly opened for the food concession at the Lansing Town Park. One bid was received from Fred L. Christopher in the amount of $50.00. Discussion followed. RESOLUTION offered by Mr. Naegely. WHEREAS, the clerk has duly advertised for bids for the food concession at the Lansing Town Park, and WHEREAS, Fred L. Christopher was the only bid submitted, now therefore be it RESOLVED, that the bid of Fred L. Christopher in the amount of $50.00 be accepted. Seconded by Mr. LaVigne. Carried On March 20th a resolution was passed to hold a Public Hearing for the purpose of amending Ordinance #4 to authorize the Town Clerk to grant or deny issuing Peddler's Licenses. Inasmuch as the County Charter has gone in motion regarding Peddler's Licenses covering Tompkins County and requesting the towns to repeal their ordinances regarding same, the clerk was instructed to withhold notice. The Town Board urged all Lansing residents to ask any door -to -door salesman to present a County Peddler's and Solicitor's License before any business is transacted. Should credentials not be adequate, the Tompkins County Sheriff's office should be promptly notified. Copy of letter submitted by Dr. C.E. DeCamp to George Wyman, Director of N.Y.S. Dept. of Social Services read by clerk. Said letter commenting on improper sewage disposal facilities at State School for Girls located in Lansing. Letter read from David Saperstone acknowledging receptiveness and cooperation granted to him by the Town Board. ® Petition with fifty -seven names of residents and property owners of the South Lansing area presented to the Board. Said petition requesting the Board to establish a water district to include the junction of route 34 and route 34B, and the surround® ing area. Petition with seventeen names presented requesting the Board to take prompt and appropriate action to enforce the Junk Yard Ordinance, in reference to the owners of the premises at the northwest corner of Searles Road and-Route 34. Discussion followed. Board instructed Clerk to notify Mr: Albert Ferris, junk yard owner referred.to in petition presented, stating that said junk yard must comply, within sixty days, with rules and regulations of Ordinance relating to same. The weekend event, AMERICA IS HARD TO FIND, inclusive was discussed by the board, after which was offered: (continued) scheduled for April 17 to 19 time the following resolution r6 Continued April 10, 1970 Resolution offered by Mr. LaVigne. RESOLVED, that the Town Board of the Town of Lansing records its opposition to the event "AFRICA IS HARD TO FIND" scheduled for the weekend of April 17 to 19 inclusive at Cornell University, on the following grounds: (1) an apparent lack of sleeping accommodations to handle the expected overnite persons attending the week end events, (2) an apparent lack of planning for the serving of food for the three day affair for the persons in attendance, (3) an apparent lack of medical facilities, doctors and nurses in attendance during the three day period, (4) an apparent lack of traffic control and the accommodations for the parking of vehicles for said affair, (5) the possibility of physical danger to persons in attendance as well as those in the general area., (6) the potential danger for damage to public and private property including the property of the University during this three day affair, and be it further RESOLVED that it is the consensus of this board by reason of the grounds_ afore stated that said three day event should be cancelled by the person or persons in charge and be it further RESOLVED that the Clerk of this Board forward copies of this resolution to District Attorney Matthew F. McHugh, Assemblywoman Constance Cook, Cornell President Dale R. Corson, Harris B. ( Aye ) Louis Bush, Councilman nt) Bert Hilliard, Councilman Edward LaVigne, Councilman Lee Naegely, Councilman Charles Howell, Supervisor Carried The Town Attorney and the Town Board discussed a proposed agreement between the Town of Lansing and Ithaca Hotel Inc. Said agreement pertained to the Ithaca Hotel Inc. obtaining sewer service in order to proceed with plans for the construction of Holiday Inn. Following discussion, resolution offered: Resolution offered by Mr. Bush: RESOLVED that the proposed agreement presented by the Town Attorney and amended by the Town Board between the Town of Lansing and 219 East State Street Hotel Property, Inc. being the same, hereby is approved and the Supervisor is authorized to execute same on behalf of Lansing Sewer District #2. (Aye) Charles Howell, Supervisor Carried Mr. Otto Schoenfeld requested the board to consult with the Village of Cayuga Heights to determine if the sewage from his proposed complex of 144 apartments could be directed to the Village Plant through the Catherwood- Highgate line inasmuch as the line through the Savage Farm had reached capacity. Supervisor Howell, Atty. Williamson and Eng. Miller to attend Cayuga Heights May Meeting and endeavor to establish a solution to the sewage problem. Discussion held on result of bid opening of April 8th for supplying and /or installing sheet piling at Lansing Park Marina. No action taken at this time. Discussed road tour held April 4th, also, repairs to bridge on Bower Road and building road on Lake Shore Drive. Highway Supt. Sharpsteen and board discussed roads that were in need of penetration treatment. Mr. Sharpsteen requested to present a general plan of roads needing said treatment and an estimated cost of same. Councilman Edward LaVigne reported on continuation of Water District #2,' namely, Ludlowville, Myers and Sperry Lane areas. Several meetings have been held with Engineer Miller and Resident Committee. Stated that an application to the FHA for federal assistance for the proposed extension had been filed. (continued) El 0 Continued April 10, 1970 7 1 Highway Superintendent Sharpsteen discussed resolution of April 4, 1970 regarding the Dump Body bids being rejected. After discussion the following resolution was offered: RESOLUTION offered by Mr. LaVigne: RESOLVED that the resolution adopted at meeting of April 4, 1970 rejecting bids for Dump Body be recinded, and upon recommendation of the Highway Superintendent and the low bid of Binghamton Equipment Corp., 3209 Vestal Parkway East, Vestal, N.Y. in the amount of $2,145.00 be and the same is hereby accepted and the Highway Super- intendent is authorized to complete the transaction. A road tour of the board and Highway Supt. was scheduled for April 25th at 9 A.M. Supervisor Howell presented his monthly report and explained same in detail. AUDIT RESOLUTION offered by Mr. Bush: RESOLVED that General Fund bills #81 through f,104totalling $ 9 , 530.31 and Highway Fund bills #92 through #128totalling $15, 007.8L4be and the same are hereby approved for payment, Seconded by Mr. Naegely. Williamson, Jane Bush., Planning Board members present were: Peter Craig, Viola Miller, Fred Edmondson, Bernard Ruzicka, Samuel Baughman. Visitors: Marshall Volbrecht, Gerald Talandis, Supervisor Howell and Peter Craig spoke briefly after which time Mr. Craig ® turned the meeting over to Fred Edmondson, Mr. Edmondson explained in detail, the chart of procedure used when subdivider submits proposed minor or major subdivision plans to Planning Board. Plan details, design standards, improvements, acceptance of streets and other public spaces, variances and modifications, amendments, violations and penalties, saving clause and court review were also reviewed thoroughly and discussed by the Boards.
