Town Board held a Special
Meeting at the
Lansing Town Hall on
March 6, 1970 at
8 P.M. with Supervisor Howell presiding.

Visitors. Stephen Farkas, Jr., James Howell and Otto Schoenfeld,

Supervisor Howell called the meeting to order at 8 P.M.. Following Roll Call,
Mr. Howell introduced Otto Schoenfeld, Mr. Schoenfeld informed the Board that
construction plans for extending Uptown Road approximately 2,500' were underway
and completion date was projected for May 15th. The Town Board, Highway Superintendent
Sharpsteen and Mr. Schoenfeld discussed in detail the road in question, after which
time the following resolution was offered:
RESOLUTION: INTENT TO ACCEPT ROAD - EXTENSION OF UPTO1A,1N ROAD.
RESOLUTION offered by Mr. LaVigne:
WHEREAS, Otto Schoenfeld intends to extend the town road known as Uptown Road
northly to Route 13 and westerly to Cinema Drive approximately 2,500', and
WHEREAS, he expects to complete said road about May 15, 1970, and
WHEREAS, he has requested the Town Board to pass this - resolution stating that
it will accept said road provided. same is completed in accordance with the Town. of
Lansing highway specifications and the approval of the Highway Superintendent, the
approval of the Town Attorney of said road and the approval of drainage by the Town
Highway Superintendent, now therefore be it
RESOLVED, that it is the Town Board's intent to accept said road upon its
completion provided the aforesaid conditions are met and it being understood that
said Otto Schoenfeld will furnish a survey by a licensed surveyor showing the exact
description of said road and also furnish the To -pm of Lansing a copy of the permit
from the State of New York authorizing the drainage of water into the Route 13
right -of -way,

Mr. Schoenfeld submitted a. letter to the Board informing them that he proposed
building a total of 144 apartments on a seven acre site adjacent to Cooke Cadillac
on the west and facing about 830' on a road to be constructed adjacent and parallel
to Rte. 13. The schedule calls for the completion of 72 units by fall of 1970 and
the remaining 72 units by fall of 1971. Mr. Schoenfeld and the Town Board discussed
in detail the matter of water and sewer service that said proposed project would
require. No action taken at this time.
Atty. Williamson reported that he had submitted to the Village of Cayuga
Heights, a profile plan of the tentative motel to be built adjacent to the Howard
Johnson Restaurant for their decision on accepting sewage for same,
Supervisor Howell reported that he had received notice that the tentative
state equalization rate for the 1969 assessment roll filed by the Town of Lansing
was 82.
Councilman, Mr. Hilliard, reported on progress of the Town Dump,
Highway Supt. Sharpsteen instructed_ to bring diesel fuel to bid.

RESOLUTION offered by Mr. LaVigne;
RESOLVED that the Town Board of the Town of Lansing unanimously go on record as
being opposed to the burning of any trees or brush on the 71 acres of land located at
the northwest endlof the airport runway, and be it further
RESOLVED, that the Clerk forward a copy of this resolution to the Tompkins County
Board of Representatives, the Tompkins County Health Department and the Ithaca Journal
News.

RESOLVED that Charles Howell be appointed to serve on the Local Assessment
Review Board for the year 1970 pursuant to the.County Charter (Section 3.05, sub. b).

0. RESOLVED that the proposed titles for the positiorsi.n the Town of Lansing
c, Recreation Program be approved as follows: Director of Recreation, Recreation
m Activities Specialist, Swimming Area Director, Lifeguards, Tennis .Supervisor,
,,Boys Wrestling Supervisor, Boys Baseball Supervisor, Waterfront Supervisor ,
Boys Basketball Supervisor, Girls Softball Supervisor and Volunteer Assistants,
for the year 1970.
Seconded by Mr. Naegely.

Highway Supt. Sharpsteen requested the Board to adopt an ordinance in regard
to digging on town highways. Atty. Williamson instructed by the Board to draw
up an ordinance on same for consideration by said Board.
Trailer Park Ordinance #3, adopted by the Town Board November 5, 1962 was
gone over in detail. Several proposals were offered such as underground. wiring,
street lighting, snow removal, width of roads and off street parking to be
carefully considered when amending the present Trailer Park Ordinance.
