The Lansing Town Board met in Regular Session at the South Lansing Town Hall on
January 9, 1970 at 8:00 P.M. with Supervisor Howell presiding.

Supervisor Charles Howell called the meeting to order at 8 P.M. at which time
he introduced the newly elected Councilmen.
A copy of the minutes of the December meeting having been furnished to the
members of the town board beforehand, the Supervisor asked for a motion to propose
corrections of errors or to accept same as submitted.
MOTION by Mr. LaVigne and seconded by Mr. Naegely that the minutes of the
December meeting as submitted by the Town Clerk be approved.

Supervisor Howell welcomed,the guests present and inquired if anyone wished to
bring any matters before the board at this time.

Viola Miller,
Planning
Board Member, stated that their board met at the
Town Hall
on the fourth
Monday of
every month at 8 P.M. She urged the Town Board
Members to
attend their
meetings
and also welcomed all Lansing residents.
Peter Craig, Planning Board Member, presented.a Document on behalf of Chairman
James Showacre, which consisted-of a. survey of the.basic resources of the Town of
Lansing as they existed through 1968. Mr. Craig at this time, on behalf of the
Planning Board Members, voiced support for the Town Board to seriously consider
reappointing Mr. Showacre to succeed himself inasmuch as his term on the Planning
Board has expired.
Letter received from Dr. & Mrs. Philip Lewin regarding Hillcrest Road. Requested
that hill be sanded sooner following snow storms and a "SLOW - INTERSECTION -HILL" sign
be placed on the hill at Hillcrest and Grandview. Highway Superintendent to be
consulted on same,
Agway Petroleum Division submitted price revision effective January 1, 1970.
Matter to be taken up with Highway Superintendent,
Supervisor Howell advised the board that the first meeting of the year required
many resolutions to be acted upon and the organization meeting for the year 1,070
would now be conducted.
RESOLUTION by Mr. LaVigne and seconded by Mr. Bush:
RESOLVED that the Supervisor be authorized and directed to-have the town records
and justice records audited by Maxfield, Randolph and Carpenter and file his report
under (Town Law 181 (3) ).

RESOLVED that the bonds of public officials be approved as.to the amount and
company.

RESOLVED that Paul Mikula and Delford Barnes be appointed constables for the
year 1970.

RESOLVED that Kenneth Tarbell be appointed Multiple Housing Inspector for
the year 1970.

RESOLVED that the supervisor appoint the four Fire Chiefs of the Town of Lansing
as Fire Wardens,

RESOLVED that the attorney for the town be on an as needed basis and that Robert
Williamson be consulted as needed.

BE IT FURTHER RESOLVED, that the Supervisor be authorized to pay the above
salaries on the 15th day of each month and the last payroll December 15, 1970,
salaries be adjusted to meet budget requirements.

RESOLVED that the Ithaca Journal News be designated as the official newspaper
for the Town of Lansing.

RESOLVED that the town officers and highway superintendent be allowed the sum
of 10¢ per mile for the use of their automobiles in the performance of their
official duties.

RESOLVED that Robert's Rule of Order be followed, however, when special roll
call votes are requested, voting to be in alphabetical order and the supervisor

RESOLVED that the regular board meetings of the Lansing Town Board be held
on the 2nd Friday of each month at 8.P.M.

RESOLVED that the Tompkins County Trust Co. and the First National Bank be
designated as the depositories for the Town of Lansing funds.

RESOLVED that the Highway Superintendent be authorized to purchase equipment,
tools and implements, tires and tubes in the amount of $500.00 without prior approval.

RESOLVED that vouchers for claims for General Fund and Highway Fund be. presented
and audited in accordance with (Town Law A.T. 103). This inspection will take place

RESOLUTION by Mr. LaVigne and seconded by Mr: Naegely:
RESOLVED that the Town Board and Town Officials be authorized to attend
meeting in New York on February 9, 10, 11, 1970 and that necessary expenses be a
town charge. Louis Bush named delegate and Lee Naegely named alternate.

RESOLVED that Helen Howell be appointed Deputy Supervisor, that Lloyd Sharpsteen
be appointed Deputy Highway Superintendent, and that Wanda Brink be appointed Deputy
Town Clerk at beginning of term and to serve during term of respective officers.

RESOLVED that Ruby Ferris be appointed Town Historian,

RESOLUTION by Mr. LaVigne and seconded by Mr. Bush.
WHEREAS, it is the intention of the Town Board of the Town of Lansing to establish
a Youth Recreation project and
WHEREAS, the Town Board of the Town of Lansing is about to submit an application
® for such. project to the New York State Youth Commission for its approval, reimbursement
of funds expended on such project as provided by Chapter 56 of the Laws of 1945 as
amended; now therefore be it
RESOLVED that such application is in all respects approved and Charles F. Howell,
Supervisor is hereby directed and authorized to duly execute and to present said
application to the New York State Youth Commission for approval.
Section 2. This resolution shall take effect immediately.

RESOLVED that Charles F. Howell, Supervisor of the Town of Lansing, be authorized
and directed.to duly execute application to the New York State Recreation Council for
the Elderly for its approval and reimbursement of funds of said project.

Mr. LaVigne nominated Bert Hilliard, 76 Auburn, Road, South Lansing, N.Y. to
fill the vacancy of Councilman now existing on the Lansing Town Board.
Mr. Lee Naegely seconded the nomination of Bert Hilliard.

Edward LaVigne - Chairman of Lansing Water Committee.
Lee Naegely - Chairman of the Lansing Sewer Committee and representative of
of the Town of Lansing to the County Sewer Agency to participate
in-all county meetings.
Each Chairman has -the privilege-; to appoint anyone to assist him.- Additional
committees and chairmen to be appointed at a later date.

Clerk advised the Board that a public hearing would be held before Examiner
William J. McDermott, at the County Building, Ithaca, N.Y. on Thursday, Jan. 22, 19709
at 11:00 A.M. regarding CASE 25392 - Proceeding on motion of the Commission relative
to the proposed crossing of an access road to be constructed by the State Department
of Conservation and the tracks of the Lehigh Valley Railroad Company in the Town of
Lansing, Tompkins County,
Councilman Edward LaVigne requested a "Yield" sign be placed at the Marina
entrance on the property owned by Louise Ford.. Atty. Williamson to check on the
legality of same.
Supervisor Howell stated. that he was sincerely proud of former Supervisor Harris
Dates on being elected Chairman of the Board of Representatives of Tompkins County
and felt it a splendid tribute to his efficient public service.

Supervisor Charles Howell called the meeting to order at 8 P.M., welcomed the
guests present and introduced Mr. David Saperstone who requested to speak.
Mr. Saperstone stated that he was one of twenty -four stockholders who had
acquired a contract to purchase 7z acres of land from Karl Butler located adjacent
to the Howard Johnson Restaurant. Tentative plans are underway to erect a large
motel, pending the assurance of adequate sewer facilities.
