Said meeting was held to review report of Engineer Thomas G. Miller on selection of a permanent source of water supply for Lansing ?dater District #1. ROLL CALL Harris B.' Miller, Edward LaVigne and Lee Naegely. Engineer Miller presented his report on the selection of a. permanent source of water supply for Lansinb Water District #1. Said report included southern Lansing water supply alternatives, costs, Tompkins County comprehensive water supply study, southern Lansing water needs, projected water needs, recommended permanent water source and development of Bolton Point. Discussion and review of the report by the Board and Engineer Miller followed. Meeting adjourned 10:10 P.M. MOTION by Mr. Spry and seconded by Mr. Ferris that the minutes of the June 10th and June 24th meetings as submitted by the Town Clerk be accepted. Carried Roger Friedbauer, developer of Uptown Village, reviewed with the Town Board, maps and site plans of his new development now under construction. Mr. Friedbauer requested the Board to accept an uncompleted access road to said Uptown Village, pending approval of the Town Highway Superintendent and Town Attorney. Following discussion the Board advised Mr. Friedbauer that the road would be accepted by resolution when all specifications had been met and approved. The Board discussed the storm water drainage system problems in the area encompassing the Triphammer Shopping Center and adjacent properties. The Board decided to call a special meeting, requesting all land developers, property owners and area officials in area involved to attend said meeting. Best methods and solutions to be determined in order to proceed with the necessary steps to alleviate the exisiting conditions of storm water flooding. Mr. Gerald Talandis inquired. regarding the progress of Sewer District #2. Levi Wood (Approved 9/30/69) 1 Carried The Clerk advised the Board that the Lansing School District had requested the Town Clerk's Office to collect the school taxes for the 1969 -1970 school year. After discussion by the Board, the following resolution was offered: RESOLUTION offered by Mr. Ferris: RESOLVED that the charge for the services of the Town Clerk's office to collect the 1969 -1970 school taxes for the Lansing School District will be $300.00. All expenditures involved with said collection shall be the responsibility of the Lansing SchooloDistrict. Seconded by Mr. Spry, Carried Letter received from North Lansing Rural Cemetery Association expressing thanks for road improvement benefitting cemetery. (continued) P 24 Continued( July 8, 1969 The Engineering Report which was presented to the Town Board at-a Special Meeting held June 24, 1969 regarding the selection of a permanent source of. water supply for Lansing Water District #1, was discussed in detail. Following discussion, the follow- ing resolution was offered: ACCEPTANCE OF(FNGINEERING REPORT WHEREAS, Thomas G. Miller, licensed professional engineer, and land surveyor, has submitted an engineering report on the selection of a permanent source of water supply for Lansing Water District No. 1 dated Jane 19, 1969 pursuant to the directives of the Town Board of the Town of Lansing; and I�FHEREAS, said Engineer presented his report in writ ngand orally on June 24, 1969; NOW THEREFORE BE IT RESOLVED, on motion made by Mr. Howell and seconded. by Mr. Spry, that the Town Board accepts and approves the report of Thomas G. Miller on the selection of Bolton Point:as a permanent source of water supply for Lansing Water District No: 1 and entire-south end of the town including the South Lansing area, dated June 19, 1969;-and be it further RESOLVED,(that Thomas-G-. Miller is authorized and directed to prepare detailed plans and specifications and cost estimates for a direct intake *.cater supply at-the Bolton Point; and be it further RESOLVED that the engineer in conjunction with the Town's Attorney shall investigate the feasibility of forming a. benefit district to include not only Lansing Water District No. 1 but also to(include the entire south part of the town including South Lansing oeaevelop said. water supply; and be it further RESOLVED, that said engineer shall submit a. proposal and time table for the water supply construction; and be it further- RESOLVED, that the engineer shall submit a feasibility study for the expansion of water district No. 2 to include the Hamlet of Ludlowville and surrounding areas. Long, Jr., R.D. #19 E. Shore Drive, be refunded $36.11 from -Lansing Water District :#'1 for over- payment Seconded by Mr., Howell., Ithaca, N.Y., of water meter. Carried The Town of Lansing Republican Committee unanimously passed and presented -the following resolution to the Lansing Town Board: "RESOLVED, that the Committee respectfully requests that the Town Board check existing ordinances and re- enforce those which are brought to the Board's attention by justified complaints." Primarily pertaining to disposition of junk and junk cars on Triphammer Road, etc. Highway Superintendent Sharpsteen stated that Frank Horvath had a 50' right -of -way and had requested the Town to accept same. No action taken. HiJ711way Superintendent Sharpsteen discussed new roads being built by land developers. He would like to lay out the new roads and supervise construction by contractors. Requested the Town Board's approval for highway Department to run ditches on new roads. Discussion followed. The Board requested Mr. Sharpsteen to update. specifications for accepting roads built by land developers. RESOT TION offered by Mr. Ferris: RESOLVED that Highway Superintendent be authorized to new town road construction and town to run ditches on roads to town. Seconded by Mr. Howell, (continued) lay out and supervise that are to be dedicated Carried LI D Continued July 8, 1969 25 Town Clerk presented the Board a list of names compiled by Assessors Holden and Murray.,`concerning violations of the Junk Yard Ordinance. Followino- resolution offered: RESOLUTION by Mr. Ferris: RESOLITED that said list of names be withheld and tabled, pending Town Attorney's interpretation of said Junk Yard Ordinance. Seconded by Mr. Howell, Carried Certificate receij=ed from the State Board of Equalization and Assessment giving notice that on June 17, 1969 the final equalization rate for the Town of Lansing was 81 %. RESOLUTTON offered by Mr. Howell: RESOLVED that Wiley Sutphin and Bernard Campbell, Custodians, be authorized to attend a two day course in Jamestown,. New York to receive intensive training on voting machine set -up, ballot and printing layout and general maintenance of the voting machine. Seconded by rr. Spry. Carried AUDIT RESOLUTION by Tor. .Spry a.nd seconded by Mr. Howell: RESOLVED that General Fund bills 4182 through #213 totalling $8,820.17 and Highway Fund bills #200 through #225 totalling $17,559.99, be and the same are hereb y approved for payment, Carried On motion of Justice Ferris, meeting adjourned 10:25 P.M. August 12, 1969 (?; ye�� A Special Meeting was held at 4 P.M. at the Lansing Water Works Building on N. Triphammer Road to discuss with the Town Highway Supt. and the County Highway Supt., the drainage - problem in the Schoenfeld & Triphammer Shopping Center area and to the east thereof. Persons present were: Co. Highway Supt. Stevenson, Town Highway Supt, Sharpsteen, Roger Friedbauer, Otto Schoenfeld, R. McDowell, Harris Dates, Manley Thaler, James Howell, Atty. Robert Williamson, Eng. Thomas Miller and Jane Bush. The storm water drainage system problems in the area encompassing the Triphammer Shopping Center and adjacent properties were thoroughly discussed by all persons present. The Town of Lansing has instructed Eng. T.G. Miller to make a preliminary study of the drainage pattern-and submit recommendations for the size of culverts to be installed to solve the existing problems. The study to consist of .(1) Warren Road to west end of the Friedbauer development, (2) East side of�Cinema Drive from the power line north to Route 13, (3) All remaining areas involved. The Co. Highway Supt. and Town Highway Supt, to- advise Manley Thaler the size of pipe to be installed on the north side of Sheraton Drive, Otto Schoenfeld and Manley Thaler assured complete cooperation, pending the Town of Lansing recommendations.
