HomeMy WebLinkAbout1969-03-11March 11, 1969 The Lansing Town Board met in regular session at the Lansing Town Hall on March 11, 1969 at 8 P.M. with Supervisor Dates presiding. A Public Hearing to be conducted at 8:15 P.M. regarding Junk Yard Applications and a Public Hearing to be conducted at 8* 10 P.M. regarding Trailer Park Application, ROLL CALL Harris B. MOTION by Mr. Spry and seconded by Mr. Kidney that the minutes of the February 21st meeting as submitted by the Town Clerk be approved. Carried Proof of notice having been furnished by the Town Clerk, the Public Hearing on applications submitted by Rudy Krantz, Albert Ferris and Calvin Volbrecht for licenses to operate Junk Yards, was called to order at 8 :15 P.M. by the Supervisor. All persons desiring to be heard, having been heard and no objections made to said applications, the Hearing was terminated at 8 :25 P.M., after which time the following resolution was offered: RESOLUTION offered by Mr. Spry: WHEREAS, applications were filed by Rudy Krantz, Albert Ferris and Calvin Volbrecht for licenses to operate Junk Yards, and WHEREAS, after proper notice a Public Hearing was held on March 11, 1969 and all persons desiring to be heard, having been heard and no one appearing objecting to said applications, now therefore be it RESOLVED, that licenses be renewed to Rudy Krantz and Calvin Volbrecht to operate Junk Yards, and postpone action on the application of Albert Ferris pending additional information of premises involved. Seconded by Mr. Howell. Carried Proof of notice having been furnished by the Town clerk, the Public Hearing on the application of Arnold Volbrecht requesting approval to build. a Trailer Park on Burdick Hill Road, was called to order at 8:30 P.M. by the Supervisor. Road: The following persons spoke against a Trailer Park being built on :Burdick Hill Mrs. Lester Eastman Albert Smith Roger Wilkinson Robert S. Bush An official written protest was submitted and signed by six persons to the proposal of a Trailer Park on Burdick Hill Road. Copy of a letter received from Frank R. Liguori, Sanitary Engineer for the Tompkins County Health Department was read. Said letter stated the plan as submitted by Mr. Volbrecht for a Trailer Park was disapproved by his Department on the basis of health reasons. All persons desiring to be heard, having been heard, the Hearing was terminated at 9:00 P.M., after which time the following action was taken by the Town and Board: RESOLUTION offered by Mr. Spry: WHEREAS, Arnold Volbrecht has made application to the Town Board for a Trailer Park License on the Burdick Hill Road, and WHEREAS, a. Public Hearing was held by the Town Board on March 11,' 1969 on said application, and ?: rT77T',A-9, several persons appeared and expressed opposition to said proposed Trailer Park on the grounds that it would be a detriment to a fine residential area; that it would be harmful to the development of the residential area in the future; and (continued) 9 0 C: D Continued March 11, 1969 WHEREAS, Frank Liguori submitted a report disapproving said proposed Trailer Park, a copy of which is incorporated herein by reference and on file with the Town Clerk, now therefore be it RESOLVED by this Board that for the reasons aforementioned the application of Arnold Volbrecht for a Trailer Park on Burdick Hill Road is denied. Said minutes read and filed by Town Clerk. Letter received and read from Atty. Manley Thaler regarding determination by the Town Board in view of the decision of the State Board of Equalization and Assessment. RESOLUTION offered by Mr. Howell: WHEREAS, the rental under the contract between the Town of Lansing and Carl Johnson for the 1969 season is to be negotiated between the parties, now therefore be it RESOLVED, that the rental to be paid,by Johnson for-the 1969 season shall be $500.00, payable $250.00 on April 1, 1969 and $250.00 on August 1, 1969. Noted that water will be available tc 'persons residing on E. Shore Drive in approximately one week. Highway Superintendent Sharpsteen made the following recommendations for highway work to be done during the year 1969. 1) Rebuild one mile of Collins Road from Asbury Road to Peruville Road. 2) Blacktop 1.03 mile of Holden Road, starting at Brown-Hill= Road leading to DeCamp Road. 3) Blacktop 1.06 miles of Brooks Hill Road leading south to Lockerby Hill Road. Mr. Sharpsteen requested the Board's permission to advertise for bids on a new hydraulic excavator. After discussion, the following resolution was offered: RESOLUTION by Mr. Howell: Highway"Superintendent Sharpsteen be authorized to advertise for bids on one new hydraulic excavator. Seconded by Mr. Kidney. Carried The Town Board and Highway Superintendent discussed a tentative spring work schedule for the Town Park, Councilman Howell again made note of the condition of the Bill George Rd. Ext, Planning Board Chairman James Showacre announced that his Board had again reviewed the Proposed Trailer Ordinance and. requests another meeting with the Town Board at their convenience. The Board Members discussed conducting a survey of voter opinion on the question of zoning. Supervisor Dates stated that when the final presentation of the facts and recommendations were submitted to the Town Board by the Planning Board, the Town Board could, at their own personal expense, conduct such a survey. Mr. Dates discussed the progress to -date of the County Sewer Planning Agency. (continued) 2 continued March 11, 1969 Highway Superintendent reported that the turn - around on Churchill Drive has been done away with since Mr. Talandis has started building. The Supervisor presented his monthly report and explained same in detail. AUDIT RESOLUTION by Mr. Spry and seconded by Mr. Howell: RESOLVED that General Fund bills #43 thru #67 totalling $12,793.46nd Highway fund bills #60 thru #87 totalling $9,844.26 be and the same are hereby approved for payment.
