neighbor as well as stranger. I believe both Political Parties will welcome this
change for they realize the unavailabity of candidates.
I freely admit my first concern in this matter is the Justice Court System - the
very essence of "Home Rule ". To those who may oppose this resolution, they may be sure
the Judical Conference of the State of New York will soon pass or press for l.egi.sl.ation .
to take the Justice off the board in second class towns. I submit to you Lansing should
take this step now to assure leadership in Town Government, which in the past has never
been found. wanting."
The Supervisor presented his monthly report and explained same in detail,

December 1.0, 1964 at 8 P.m. with Supervisor Dates presiding.

MOTION by Mr. Kidney and seconded by Mr. Ferris that the minutes of the
meeting of November 19th as submitted by the Town Clerk be approved,

Milton Case, Representative for the Town of Lansing Highway Association, inform-
ed the Town Board that his Association were requesting a 200 an hour across -the-
board raise in addition to the 50 increment as stated in the agreement of 1968.
A 50 an hour increment after one year of continuous as of January 1, 1970 was also
requested. After consideration by the Town Board of the request gust made, the
following resolution was offered:
RESOLVED on motion by 11r. Howell, that a 150 an hour across- the -board raise
be given to the highway employees for the year 1969, plus a 50 increment to all
full -time employees provided they worked full -time for the year 1968.

constructed by M.P. Ca"herwood and Arthur Shull on behalf of Lansing Sewer District
No. 2. Following* discussion, res olut ions regarding same were offered;

Sewer District. No. 2 offers to purchase the said existing sewer lines and approx.
imately 250 feet of additional sewer lines to be constructed from the said M.P.
Catherwood, for the total sum of $28,600 to be paid when the following items have
been delivered to the Town "fully executed.
10. All easements required by the Town for the sewer lines as constructed and
to he constructed.
2. The executed easement by Dr. Anthony Leone for the portion of the sewer line
which crosses his property.
3. Approval by the Village of Cayuga Heights of all sanitary sewer lines
constructed and to be constructed. . . .
•4. Copies of each and every bill totalling'the "said $28,600,00.
5. Conveyance of all mains and appurtenances:
AND BE IT FURTHER RESOLVED, that of the $28,600, the total of $24,500 shall be
paid when the aforementioned conditions have been met by the said M.P. Catherwood,
the balance to be paid to the said ?i.P. Catherwood when the 250 feetrof additional
sewer line is constructed with the apprbval of the Village of Cayuga Heights,
necessary easements acquired and conveyed'to the Town of Lansing, and. copies of all
bills a.re' filed with the Town Clerk;
AND BE IT FURTHER RESOLVED, that the Clerk of the Board be and she hereby is
authorized and directed to fon.iard a. certified copy of this resolution to the said
M.P. Ca. herwood.
AND BE TT FURTHER RESOLVED, that if said offer is accepted that the Supervisor
is authorized and directed to complete the transaction on behalf of the Sewer District,

IAHEREAS, by Order establishing Lansing Sewer District No. 2 adopted by the
.Town Board of the Town of Lansing on or about April 10, 1968, the Town was
authorized to acquire existing easements and sanitary sewer lines within the bounds
of Lansing Sewer District No. 2 for and on behalf of Lansing Sewer District No. 2; and
WHEREAS, Ithaca Assoc :' at theirown expense, constructed certain sanitary sewer
lines within the bounds of Lansing Sewer District No. 2 extending from the property
of Ithaca Associates, Inc. to the.Village of Cayuga Heights; and
1-tTHEREA39 the said Ithaca Assoc:. has exhibited to the town engineer copies of
bills for said sewer line;
0 NO14 THEREFORE BE IT RESOLVED, that the Supervisor of the Town of Lansing be and
he hereby is authorized to offer to the said htha.ca Assoc.the sum of $46,500 cash on
behalf of Lansing Sewer District No. 2, for the purchase of the existing sanitary
sewer line extending from Tthaca Associates, Tnc. to the Village of Cayuga Heights as
shoi, :,rn on the map of said sewer line, said offer bei.ng subject to the following
conditions:
1. That all necessary easements for said sanitary sewer line as constructed
by the said Ithaca: Nssoc.be conveyed to the Town.of Lansing.

Thomas Miller,•Engineer for Lansing tidater District #1 informed the Board that
Contract #7 had been signed on December 9, 1968. Discussed the .dater Comprehensive
Study just completed for Tompkins County. Mr. Miller was requested by the Board to
make a.study of Lansing using Myers as the site for the source of supply.. Mr.
Miller will report back approximately April 1969.
A lengthy discussion was held by the Board in regard to changing the classi.
fication of the Town of Lansing from Second Class to a Town of the First Class,
after which time the following resolution was offered:
jTiEREAS, the Town of Lansing has .assessed valuation of the taxable real
property of the Town of Lansing as shown on the latest completed assessment roll
in excess of $10,000,000; and
WHEREAS? it is the consenus of a. majority of the members of the Town Board,
of the Town of L,a.nsing, that .recent growt1-1 of the town in population and in
commercial and residentizl property, indicated the need for a. broader representation
on the Town Board of the Town of Lansing; and
WHEREAS, the Justices presently sitting on the Town Board, have indicated to
the Board that as Justices they would prefer not to preside over cases involving
town. ordinances,
NOW, THEREFORE, BE IT RESOLVED, on motion made by Justice Fred Spry, seconded
by Councilman James Kidney, that the Town of Lansing become a town of the-first.
class, such change of classification to become effective on the first day of
January, 1970, and be it further
RESOLVED, that at the biennial town election immediately preceding the effect-
ive date of the change of classification, the following town officers be elected:
A Supervisor for a term of 2 years,
A Town Clerk and a Town Superintendent of Highways for a term
of 2 years each,
AND BE IT FURTHER RESOLVED, that there shall also be elected at such
biennial town election, one Justice of the Peace for, a term of four years, two
Town Councilmen for terms of four years each, and one Town Councilman for a term
of two years, and be it further
RESOLVED, that this resolution is adopted subject to a permissive referendum.

hereby approved for payment. The clerk was instructed to withhold payment to
Cummins Mohawk Diesil Inc, until an itemized statement was obtained for the
labor charge included on said bill.

portion of Highland. Road located within the Town of Lansing, in accordance with

Town Board of the Town of Lansing, County
of Tompkins, New York, at a regular
meeting held on the 10th of December, 1968,
duly adopted, subject to a permissive
referendum, changing the classification of
the Town of Lansing to a first-class town as
follows:
RESOLUTION- CHANGING CLASSIFI-
CATION OF TOWN OF LANSING TO
TOWN OF THE FIRST CLASS.
.WHEREAS, the Town of Lansing has
assessed valuation of the taxable real
property of the Town of Lansing as shown on

WHEREAS, it is the consensus of a
majority of the members of the Town Board,.
of the Town of Lansing, that recent growth
of the town in population and in commercial

the local history of your area - Ludlowville in particular.
I am sure you must be very familiar with literature available and would like to ask
if you would be so kind as to jot down available titles, the price of each and the
name and address of the place from which they may be obtained.
Also, will you please mention any titles now out of print which might be available
from one of your local libraries - on a loan basis, of course. For the purpose of
a little research project some of our members are doing, we find need for some local
history on the founding of Ludlowville, N.Y.. We may also need something on the
Groton, N.Y. area.
Any information you can furnish will be very much appreciated. Am enclosing a

III COMPENSATION:
(a) Each employee of the Lansing Highway Department
-shall receive a $.1S per hour increased across -the-
board effective as of January 1, 1969.
(b) An additional-$..05 per hour increment shall be
given to each permament full -ti>Ae employes of the Lansing
Highway Department.effective January 1, 1969, provided
the employee has worked full time for the year 1968!.
Said increment is to be in recognition of� longevity and
continuous employment in thelh'ghway department and to
induce the workers to continue
with the Highway,

IV. WORK DAY AND WORK WEEK :'
The basic work week is a 45 '''hour week 9 hours per day
for - five -days,

Construction Law:
New Years Day;- Decoration Day;' Independence Day;

If the holiday falls on a regular day off, another
day off will be taken in its place
VI VACATION,
(a) There shall be no paid vacation during the first
year of employment.-, Thereafter, two weeks paid
vacation..for full -time permanent employees shall

(b) After ten consecutive years of full -time employ -
ment three weeks) vacation shall be� given.
(c) Vacation. time must be' taken .

VII. SICK LEAVE,:
Each full - ti me. :permanenIt employee shall be entitled
to one -day's sick -leave per month, accumulative up to
90 days. After sick leave runs out, half -pay shall

VIII. INSURANCE OAAD. RETIRE -MENT:
