I believe both Political Parties will welcome this change for they realize the unavailabity of candidates. I freely admit my first concern in this matter is the Justice Court System - the very essence of "Home Rule ". To those who may oppose this resolution, they may be sure the Judical Conference of the State of New York will soon pass or press for l.egi.sl.ation . to take the Justice off the board in second class towns. I submit to you Lansing should take this step now to assure leadership in Town Government, which in the past has never been found. wanting." Tarbell 4ssessor Chairman Present Visitors: Milton Case, Raymond Julakosky, James Howell, Larry Tvoraha, Peter Craig, Thomas Miller, Journal Reporter Walsh, MOTION by Mr. Kidney and seconded by Mr. Ferris that the minutes of the meeting of November 19th as submitted by the Town Clerk be approved, Carried Milton Case, Representative for the Town of Lansing Highway Association, inform- ed the Town Board that his Association were requesting a 200 an hour across -the- board raise in addition to the 50 increment as stated in the agreement of 1968. A 50 an hour increment after one year of continuous as of January 1, 1970 was also requested. After consideration by the Town Board of the request gust made, the following resolution was offered: RESOLVED on motion by 11r. Howell, that a 150 an hour across- the -board raise be given to the highway employees for the year 1969, plus a 50 increment to all full -time employees provided they worked full -time for the year 1968. Seconded by,Mr. Kidney. Carried No action was taken following discussion by the board regarding the request of Raymond. Yulakosky to accept his goad., namely Belvedere 'give, as a Town Road, The Town Board discussed in detail, the Purchase of existing sewer lines constructed by M.P. Ca"herwood and Arthur Shull on behalf of Lansing Sewer District No. 2. Following* discussion, res olut ions regarding same were offered; RESOLUTION offered by Mr. Spry: !rMEREAS, by Order establishing Lansing Sewer District No. Town Board of the Town of Lansing on or about the 10th day of was authorized, on behalf of Lansing Sewer District No. 21 to sewer lines within the bounds of Lansing Sewer District No. 2 Martin P. No. 2 offers to purchase the said existing sewer lines and approx. imately 250 feet of additional sewer lines to be constructed from the said M.P. All easements required by the Town for the sewer lines as constructed and to he constructed. 2. The executed easement by Dr. Anthony Leone for the portion of the sewer line which crosses his property. 3. Approval by the Village of Cayuga Heights of all sanitary sewer lines constructed and to be constructed. . . . •4. Copies of each and every bill totalling'the "said $28,600,00. 5. Conveyance of all mains and appurtenances: AND BE IT FURTHER RESOLVED, that of the $28,600, the total of $24,500 shall be paid when the aforementioned conditions have been met by the said M.P. Catherwood when the 250 feetrof additional sewer line is constructed with the apprbval of the Village of Cayuga Heights, necessary easements acquired and conveyed'to the Town of Lansing, and. copies of all bills a.re' filed with the Town Clerk; AND BE IT FURTHER RESOLVED, that the Clerk of the Board be and she hereby is authorized and directed to fon.iard a. certified copy of this resolution to the said M.P. Discussed the .dater Comprehensive Study just completed for Tompkins County. Mr. Miller was requested by the Board to make a.study of Lansing using Myers as the site for the source of supply.. Mr. Miller will report back approximately April 1969. A lengthy discussion was held by the Board in regard to changing the classi. fication of the Town of Lansing from Second Class to a Town of the First Class, after which time the following resolution was offered: jTiEREAS, the Town of Lansing has .assessed valuation of the taxable real property of the Town of Lansing as shown on the latest completed assessment roll in excess of $10,000,000; and WHEREAS? it is the consenus of a. majority of the members of the Town Board, of the Town of L,a.nsing, that .recent growt1-1 of the town in population and in commercial and residentizl property, indicated the need for a. broader representation on the Town Board of the Town of Lansing; and WHEREAS, the Justices presently sitting on the Town Board, have indicated to the Board that as Justices they would prefer not to preside over cases involving town. ordinances, NOW, THEREFORE, BE IT RESOLVED, on motion made by Justice Fred Spry, seconded by Councilman James Kidney, that the Town of Lansing become a town of the-first. class, such change of classification to become effective on the first day of January, 1970, and be it further RESOLVED, that at the biennial town election immediately preceding the effect- ive date of the change of classification, the following town officers be elected: A Supervisor for a term of 2 years, A Town Clerk and a Town Superintendent of Highways for a term of 2 years each, AND BE IT FURTHER RESOLVED, that there shall also be elected at such biennial town election, one Justice of the Peace for, a term of four years, two Town Councilmen for terms of four years each, and one Town Councilman for a term of two years, and be it further RESOLVED, that this resolution is adopted subject to a permissive referendum. The clerk was instructed to withhold payment to Cummins Mohawk Diesil Inc, until an itemized statement was obtained for the labor charge included on said bill. Catherwood, Developer of Lansing - Highgate Subdivision has completed the construction of Highgate Circle, Highgate Place and that portion of Highland.
