ROLL CALL Harris B. MOTION by Mr. Spry and seconded by Mr. Kidney that the minutes of the meetings of September 4th, 10th, 30the October 4th, 10th, 15th; November 6th and,8th as submitted by the Town Clerk be approved. Carried The Supervisor introduced Mr. Peter Craig who read the following statement: " We wish to announce the formation of a new citizen's group called the Lansing Improvement Association. As the name implies, the group is interested in the entire township and its membership, small as vet, includes people from all sectors. It is the goal of the Lansing Improvement Association to enhance the rate and quality of progress in the Town by disseminating accurate information of.community interest and by stimulating involvement of all of the people. To that end, we will circulate a monthly newsletter detailing Town Board-meetings, budgetary considera- tions, Water District news, Zoning Commission Activities, and other such matters. C. We hope that the Lansing Tmprovement 4ssocia.ti6n1s,Newsletter will serve as an important instrument to increase the Lansing's citizens' awareness of public affairs. We solicit the advice and cooperation of the members of the Town Board, and that of all of the people of the Town of Lansing." Statement signed by Seymour Smidt, Peter H. Craig, Mrs. Paul Charton, Arthur Bratton, Erik McWilliams, Mrs. Fred Bent, and Richard West. A summary of purposes and. aims was given by Mr. Craig. Raymond Kulakosky inquired if the Board had made any decision on accepting his .road, namely Belvedere Drive, as a town road. Highway Superintendent instruct- ed to inspect Belvedere Drive and present his recommendations at the December Town Board Meeting. _ . . . _ _ . Mr. Milton Case, Representative inquired if the Board had considered at the Town Board. meeting of October the Boards action, as so recorded in Mr. Case to report back same to his agreement is completed. for the Town of Lansing Highway Association, the requests .mad.e 1?y ,the Highway Association 10th. The .Siipervisor informed Mr. Case of the meeting of October 10th, and requested Association for consideration before any final Gerald Talandis appeared before the board to discuss Churchill Drive, after which time the .following resolution was offered: 14HEREAS, the Town of Lansing has previously received a convizya.nce from ,Gerald R. Talandis, as shown on "Map of Land to be. Conveyed by G.R. Talandis to 1 ! Town of Lansing for Road. Right-of-Way" dated 2/19/66, made by C.W. Brashear., Jr., L.S.; and WHEREAS, Gerald R. Talandis has now built or is constructing a portion of his home on said. road; and WHEREAS, the Town of Lansing has expended no monies in the maintenance or care of said road; and WHEREAS, the said Talandis has requested- the Town to reconvey the turnaround and approximately 100 -150 feet of road (Churchill Drive) south of said turnaround to said Talandis,-and WHEREAS, the Town ha.s no need for said portion of Churchill Drive, now therefore on motion of Fred Spry, seconded by James Kidney and on approval of the Town Superintendent.of Highways, be it (continued) Continued November 19, 1958 RESOLVED that the Town reconvey the turnaround of Churchill Drive and approximately 100 - 150 feet of Churchill Drive adjoining said turnaround to the south, it being understood that the Town can use•said turnaround on a temporary basis until the completion of Churchill drive extended., and be it further RESOLVED that the Supervisor be and he hereby is authorized and directed to execute a deed to said Talandis on behalf of the Town. Vote of Town Board .(Aye) Floyd Ferris, Justice Vote of Town Board .(Aye) James Kidney, Councilman Vote of Town Board .(Aye) Fred Spry, Justice Vote-of Town Board .(Aye) Harris Dates, Supervisor Carried Mr. Talandis presented to the board, a utility site plan of the proposed • water distribution and sewer collection for his addition to the Lansing Apartments West Project on North Triphammer Road. Letter read from Mrs. Muriel E. Jenkins, Superintendent for the South Lansing School for Girls. A note of thanks read from Mrs. Robert G. 13ower. Planring Board Chairman, James Show acre, informed the Board that on the 25th day of November, the Zoning; Commission would conduct an open information meeting. A survey plan for the first step of the preliminary zoning ordinance will he available for discussion. The Board discussed the application of the New York State Electric & Gas Corporation for the discontinuance of the Town Highway known as Btark Road. The Supervisor stated. that we are cooperating with the Gas &•Electric Corp.; ho4aever, we are requesting the 'gas and Elec. Corp. to furnish the Town with a signed release from Raymond L. Boles covering the 30 ft. strip owned by him fronting on Stark Road and his consent to the discontinuance of the road. The Town also .requests a letter of intent from the Gas & Elec. Corp. to eventually deed to the Town, a small strip of land. measuring 2 ft. more or less at the North side of Cuddeback Road and to the South side of the Larsen property. Town Atty. Williamson advised to convey these requests to the Atty. for the Gas & Elec. Corp. The clerk presented to the board, an application for License to overate a Junk Yard by Albert R. Ferris, 544 Auburn Road, Groton, N.Y. Justice Ferris and Spry to check on junk yards owned by Albert Ferris and Rudy Krantz and report back to the board. Highway Superintendent Sharpsteen reported that the road constructed. on the Howard Stevenson subdivision did not meet town specifications. Roads in the Catherwood subdivision were discussed. Mr. Sharpsteen reported that he had discussed same with Mr. Sincebaugh and would inspect them again. Discussion by the Board and Highway Superintendent concerning contractors excavating town roads with ba.ckhoe and other equipment without consent or permission. Town Attorney requested to draft specific regulations to correct this situation. Justice Spry noted that he would be attending the one -day school at Cornell on Novemberr30th being held for Justices'. Justice Spry informed the board that he intends to present a resolution at the next town board meeting to change the clnssi.fication - of the Town of Lansing to become a Town of the First Class. Justice Spry at this time made the following statement: "The complexities of our fast growing responsibilities as a Town ipake clear that a Justice is definitely going to find himself in the position of enacting laws and ordinances and. then being called. on to rule on them, and in some cases enforcing by sentencing these very same laws. Even though this may be legal by court decisions based upon practicality, it never - the -less, is a definite draw - back to fair and equal justice. If the principle of the Justice Court System is to survive the constant assault by the League of Women Voters and other centralization groups, we can little afford this weakness. The new Justice Court Act has so increased the jurisdiction of the Town Court that time itself indicates his full attention on this job, and the Town Board seat should be taken by an individual who in turn can devote his entire energry to this equally important end. Politically, the change indicates a desirable solution to the problem of wasted talent, unable to bQ taped for the inconvience of the Justice position ( continued ) continued November 19, 1968 to wit: midnight or later court sessions, family fights and the necessity of fining neighbor as well as stranger. I believe both Political Parties will welcome this change for they realize the unavailabity of candidates. I freely admit my first concern in this matter is the Justice Court System - the very essence of "Home Rule ". To those who may oppose this resolution, they may be sure the Judical Conference of the State of New York will soon pass or press for legislation to take the Justice off the board in second class towns. I submit to you Lansing should take this step now to assure leadership in Town Government, which in the past has never been found. wanting." MOTION by Mr. Kidney and seconded by Mr. Ferris that the minutes of the meeting of November 19th as submitted by the Town Clerk be approved. Carried Milton Case, Representative for the Town of Lansing ed the Town ?hoard that his Association were requesting a board raise in addition to the 5¢ increment as stated in A 5¢ an hour increment after one year of continuous as o requested. After consideration by the Town Board of the following resolution was offered: Highway Association, inform - 20¢ an hour across -the- the agreement of 1968. f January 1, 1970 was also request just made, the RESOLVED on motion by Mr. Howell, that a 15¢ an hour across- the -board raise be given to the highway employees for the year 1969, plus a 5¢ increment to all full -time employees provided they worked full -time for the year 1968. Seconded by,Mr. Kidney. Carried No action was taken following discussion by the Roard regarding the request of Raymond. Kulakosky to a.ccPpt his road, namely Relvedere Drive, as a Town Road. The Town Roard. discussed in detail, the Purchase of existing sewer lines constructed by M.P. Ca' herwood and Arthur Shull on behalf of Lansing Sewer District No. 2. Following; discussion, resolutionsregarding same were offered: RESOLUTION offered by Mr. Spry: ?fJHEREAS, by Order establishing Lansing Sewer District No. 2 adopted by the Town Board of the Town of Lansing on or about the 10th day of April 1968, the Town was authorized, on behalf of Lansing Sewer District No. 2, to acquire, certain sewer lines within the bounds of Lansing Sewer District No. 2 constructed by Martin P.
