The Lansing Town Roa.rd met in regular session at the Lansing Town Hall on
October 15, 1.968 at 8 P.M. with Supervisor Dates presiding.

Visitors: Approximately two hundred. persons.
•Supervisor Dates called the meeting to order at 8 P.M. having the clerk take the
roll call, after which time he advised. the board that we would dispense with the regular
order of business and opened the meeting to the visitors present.

Peter Craig was introduced and presented the board with petitions, containing
96 names, requesting that the members of the Town Board refuse permission to Mr.
Cecil Shulman for the construction of an automobile - dealer garage on the south corner
of Graham Road at Triphammer Road. The petition also requested the Town Board to
give the Lansing Town Planning Board authority to enforce immediate.zoning wherever
needed.
John C. Thompson, Jr. read a prepared statement on the need for Planning. Said.
statement attached hereto and made a part thereof.

Cora Breary questioned what zoning curtailed-and what free holders and farmers
have,
Viola Miller, Planning Board Member, stated that the'Planning Board had worked
two hard frustrating years and had received fine cooperation through the Planning
Council. Studies have been made to support zoning and she felt zoning should not
be postponed any longer but it should now be taken to the people through neighbor-
hood meetings.
Suparvi�or Dates rend a. letter from Darwin H.S. Field, Assistant Chief of the
Bureau of Planning Administration stating the Town of Lansing application for Urban
Planning Assistance was now being reviewed by the Federal Department of Housing
and Urban Development.
The following persons made statement favoring zoning: Seymour Smidt,
Ann Warren, Betty Howland, Frederick P. Steinhardt, Forrest. Wright, Richard Thaler,
Robert Boehlecke, Marjorie Coppock, Hugh Bell, Margaret Merrell, LaVerne Pechuman,
Doris Brown, Thomas Baird and Frank Limdarl,
Bernard Ruzicka, a member of the Planning Board, stated. that he had been an
opponent of zoning but had now, after studying and understanding zoning, was
assigning his name to the orderly pattern "of growth which it would produce.
James Showacre, Planning Board Chairman, stated. that residential I property had
greatly depreciated in valuation by the commercial property.moving in and at this
time all elements and segments must be protected.
Gordon Messing suggested a flyer might be circulated and a popular vote
called on the sentiment of zoning.
Mr. Showacre presented the following resolution to the Lansing Town Board.
Said resolution was passed 'by the Lansing Planning Board on October 14, 1968.
WHEREAS, the Lansing Planning Board has been petitioned by many residents
of the Town to proceed with zoning for at, least the southern end of the Town, and
TJTiER.EAS, the Planning Board .is not legally empowered to draft a zoning ordinance,
now therefore be it
RESOLVED, That the Planning; Board recommend that the Town Board of Lansing,
in the County of Tompkins, State of New York, appoint the members of the Planning
13oard and /or others, as a. Zoning Commission; that the said Zoning Commission be
empowered to prepare a zoning* map, draft the zoning regulation, and hold. hearings
throughout the Town; said procedure to be conducted according to the Town Zoning
Laws of the State of New York; and be it further
RESOLVED, That the Zoning Commission submit a proposal for a zoning ordinance
to the Town Board for their action; and be it further

RESOLVED, That a copy or this resolution be transmitted to the .Town Board for their
approval.
The roll -call vote on the above resolution stated that all members present voted
yes.
Justice Spry stated that he felt deeply for the problems the residents were
facing with their commercial neighbors, however, obligations must be considered for
all areas and persons of the Town as their rights also justify protection and consideration.
Councilman Howell stated that he had read two zoning ordinance; and felt some
portions of said ordinances were attractive while other portions were undesirable.
Other places have zoning ordinances they cannot handle or enforce. Everyone has
rules for themselves and some persons do not like to be told what and what they
cannot do.
Councilman Kidney stated that the persons present were duly justified in
presenting their problem to the Town Board and the board had a moral obligation to
these persons. At this time Councilman Kidney offered the following motion:
14HEREAS, the Planning Board. is not legally empowered by the Lansing Town Board
to draft a zoning ordinance,
I HEREBY MOVE that the Lansing Town Board appoint the members of the Planning
Board as a Zoning Commission; that the Zoning Commission be granted the power to
prepare a zoning; map, draft the zoning regulations, hold hearings throughout the
Town of Lansing, and submit a formal proposal for a zoning ordinance in accordance
with the Town Law to this Tolan Board for their action.

Raymond Kulakosky presented a map of Belvedere Drive, approximately 12001
,
which he had constructed in his development and requested the Town Board to accept
same as a Town Road. The Board requested Highway Superintendent Sharpsteen to
inspect and report back to the Board before any decision was made.
Mr. Otto Schoenfeld presented to the Town Board, a map and a•letter from
John S. MacNeill, Jr., Consulting Engineer regarding 'storm water drainage problems
and solutions-proposed to alleviate existing conditions of storm water flooding.
The map and plans were thoroughly gone over by the Board and Mr. Schoenfeld, after
which-time the following resolutions were offered.:

WHEREAS, the developer, Otto Schoenfeld., has constructed Cinema Drive in the
Town of Lansing which extends from its intersection with Sheraton Drive northerly
to its intersection to the south right -of -way line of Route 13 in accordance with
the Town Superintendent's specifications,
NOW THEREFORE BE TT RESOLVED, that the said Cinema. Drive be and the same hereby
is accepted as a. town road in the Town of Lansing.

RESOLUTION SHERATON DRIVE EXTENDED offered by Mr. Howell and seconded by
Mr. Ferris
WHEREAS, Otto Schoenfeld, has constructed a road in the Town of Lansing
extending easterly from Cinema. Drive to a "T "; and
WHEREAS, in connection with the said road. and with the proposed future develop-
ment of his land lying to the east of Chateau Claire Apartments and to the east of
Cinema Theatre, the said Otto Schoenfeld has employed an engineer for the purpose
of constructing proper drainage facilities for said area including the aforementioned
proposed town road, and

�. STATEMENT ON NEED FOR PLANNING IN LANSING COMMUNITY DEVELOPMENT

Planning - something this town has done throughout its history in one form
or another. Our road building programs, their maintenance, our park and marina
and our school system are all examples of this effort. Each has required a con-
siderable amount of planning to prepare us to handle the population we now have.
In each case, we have changed our course many times to meet our goals. This is
necessary because we cannot restrict ourselves to one path over an indefinite
time period - if we do, we are not responsive to the needs of the community.
Right now we are the most explosive town in the county. Explosive in
population, business and opportunity. How do we plan to cope with this change
in growth? It's certain that we cannot stand still or we will be swamped with
problems. From the southern end of town, we see a commercial utopia being
developed that has brought and will bring many dollars into our hands (huge
capital gains for the land owners, profit for the investors and businesses as
well as tax monies for our town). Pre- dating this commercial complex is the
housing area that occupied this area before the commercial interests came into
focus. Both are growing like young willow trees. If they are allowed to
continue., their present wandering pathways, they will ultimately cause serious
problems in community relationships. The random mixing in this commercial -
residential complex is already cause for much concern. We are fast approaching
a chaotic state of affairs in this area because of the lack of guidelines. The
developers welcome such confusion because they can move in fast, make their
killing and leave the problems to us.
But this is only one area of the town - let's look at a few others. The
announcement of the opening of the new state school for teenage girls in South
Lansing will create another area of real growth within the next few years.
The simplest estimates of growth for this facility could easily project from
25 to 100 new Lansing households within the next several years. These homes may
appear in a variety of locations because our highway planning has given us an
excellent system of access roads throughout the town. Thus, a new area of
increased population growth could easily develop in and around South Lansing
(I doubt that N.Y.S. Electric and Gas would place gas lines into an area without
growth potential).
The third area of imminent growth is the Lake Ridge area if N.Y.S. Electric
and Gas is allowed to build its nuclear powered reactor. This facility would
contribute
another
demand
potential
of 50 to 100 additional households - perhaps
many to be
located
in the
Lake Ridge
area.
The fourth area of concern is the lakefront and its associated properties;
particularly the area around Lansing Park. Attendance at Lansing Park is a good
indicator of the growth potential for this area. This recreational complex has
created a new and viable industry in our town.
The fifth area is one bounded or encircled by the first four - in other
words, the entire western half of the town. As a result of the interaction be-
tween these pockets of developing areas there is an overall growth area that will
affect the entire town of Lansing. We are on the edge of greater and faster
growth than the town of Lansing has ever experienced. Thus, we had better be
prepared lest we short - change ourselves and our children. We must insure that
we benefit by these new opportunities. Without some form of planning for
community growth, we will face the future like an ostrich with his head in the sand.
The necessity for action is here and now.

mentioned area and road to the Town Superintendent of Highways and the County
Superintendent of Highways, which Highway .Superintendents have approved same, now
therefore be it
RESOLVED on motion by Charles Howell and seconded by Floyd Ferris that the said
Sheraton Drive extending easterly from Cinema Drive to a "T" be and the same hereby
is accepted as a Town Road in the Town of Lansing, it being understood that proposed
roads shown on Map entitled Public Roads Schoenfeld Property, will be completed in
one year,

Clerk read letter from liater Resources Commission dated 1019168 modifying the
Commission's original decision to read: Unless the works authorized by this decis.
ion shall have been fully completed by Sept. 1, 1970 or within such extended time as
may have been applied for and granted by•the Commission, then and on that date this
decision shall. be deemed to have lapsed and to be of no further force and effect,
Clerk read letter of the State of New York, Department of Transportation,
stating an investigation of conditions has been initiated to determine if the
requested speed limit is warranted on North Triphammer Road between Roizte 13 and'
Peruville Road,
Clerk reported to the Board the Bid Tabulation for Cohtract No. 7, Lansing
Water District No, 1, which were received October 1.04, 1968-. - Awarding of the bid
pending upon the recommendation of the Engineer,&T.G -. Miller;
Atty. Williamson presented modifications to-the•proposed. Ordinance for Sub.
division Rules and Regulations for the Town of Lansing, Changes will warrant
another puhlic Hearing. No action taken at this time,
' RESOLUTION offered by Mr. Ferris and seconded by Mr. Kidney:
WHEREAS, the Town has constructed a portion of the Bill George Road on land
owned by Carl Emery and
WHEREAS, Carl Emery has indicated that he would sell said land approximately
50' Y 239t' to the Town for $800.00 (its present assessment), now therefore be it

RESOLVED that the Town Board purchase said land for Highway purposes from
Caul Emery for $800.00, and be it further
RESOLVED that the Supervisor complete said transaction on behalf of the town,

and Gas Corporation, a gas line easement to the New Highway Garage property
at the intersection of North Triphammer and North Lansing Roads,

The proposed Tompkins County Charter and Code which is to be brought before
the voters on November 5, 1968, was discussed by the Lansing Town Board,
Justice Spry stated that he may, at a. future date, present a resolution to
the board for•the Town of Lansing to become a First Class Town,

RESOLVED that General Fund bills #228 thru #260totalling $ 6,743.89 and
Righwalr Fund bills:-#243 thri X272 totalling $14, 529.18be and the same are hereby
