HomeMy WebLinkAbout1968-10-10September 30, 1968 The Lansing Town Board met in an Executive Session on September 30th at 8 P.M. at the Lansing Town Hall. ROLL CALL Supervisor Justice Councilman Councilman Justice Clerk Supervisor Dates called the meeting to order at 8 P.M. Present Present Present Present Present Present Present Attorney Williamson reviewed in detail with the board, the Subdivision Rules and Regulations for the town of Lansing. It was unanimously agreed by the Town Board that Section 608 of Article VI, namely, Parks, Playgrounds and Open Spaces, be entirely deleted from the rules and regulations. The Board also requested ktty. Williamson to rewrite Article XIII: Court-Review for further examination. The Clerk presented the budget estimates to the Town Board. The meeting -was adjourned until October 4th at 5 P.M. when the Town Board will meet with Town. Highway Superintendent Sharpsteen at Sheraton Drive to check said road. The executive session will meet following the road inspection at 8 P,M. at the Lansing Town Hall to work further on the 1969 preliminary budget and any other business that may come before said board. Meeting adjourned 9:30 P.M. October 4, 1968 The Lansing Town Board met in an adjourned executive session at the Lansing Town Hall at 8 P.M. as called a.t the adjournment of the September 30th meeting. ROLL CALL Harris Dates Supervisor Present Floyd Ferris Justice Present Fred Spry Justice Present Donald Sharpsteen Highway Superintendent Present Jane Bush Town Clerk Present Supervisor Dates opened the meeting and a general discussion by the Board was held on the progress of the new Highway Garage. The use of gas pumps by the Fire Dept. and. Water Dept. at the garage was also debated. Several budget items were discussed. The meeting was adjourned until October 10th at 8 P.M. when the Hoard will meet with the representative of the Town of Lansing Highway Association to discuss wages for said Department for the year 1969. The preparation of the preliminary budget by the Town Board will also be completed at that time. Meeting adjourned 9:45 P.M. Copies of said Contract Documents may be obtained from the Town Clerk at the Lansing Town Hall, Route 34, Auburn Road, South 'Lansing, New York, upon payment of Twenty Dollars($20.00) for each set. The full amount of the payment will be returned to all prime bidders if said Contract Documents are returned to the Town Clerk's Office in good condition within fifteen (15) days after the award of the Contract. All proposals must be made on the official proposal form, and be accompanied by a certified check or satisfactory bid bond, payable to the Town•of Lansing, New York in the amount of 5% of bid total. October 10, 1968 The Lansing Town Board met in an adjourned executive meeting as called at the adjournment of the October 4th meeting. The meeting was held at,the Lansing Town Hall at 8 P.M. with Supervisor Dates presiding. Harris B. Supervisor Dates opened the meeting asking Milton Case, representative for the Town of Lansing Highway Association if the Association had any requests to present to the bgardfor consideration. Mr. Case stated that the Highway employees were requesting the following: • 1. The town to pay the entire cost of the Health Insurance. 2.. The town to furnish and maintain coveralls for the highway employees. 3. For a highway employee to receive three weeks vacation, the ten years .sb(ould:be figured from the time the man was first employed full -time and not from the January of the first full year. 4. Have each highway employees' accumulated sick leave posted. 5. A 5¢ increment for each full -time employee employed for the full year of 1968 as per agreement of 1968. 6. A cost of living raise. The board thanked Mr. Case and the highway employees present and informed them they would go over these requests and notify them for further negotiations. The board at this time discussed in detail the requests just made by the Lansing Highway Association. (continued) The Town Board unanimously agreed that it was not insthe best interest of the employee for - the ;town to pay the employee share of the Health Insurance or to furnish and maintain - coveralls. The Board, however, did agree that the posting of the accumulated sick days should be started immediately.- The Board also agreed. that the 5¢ an hour increment to each full -time employee in recognition of longevity and continuous employment would be given, plus a 100 an hour cost, of living raise. A letter to the Association to be written for their consideration before any final agreement is reached. Following the ready for adoption and the date of hearing RESOLUTION-by Mr. Ferris and seconded by Mr. Spry: RESOLVED. that this Town Board does hereby prepare and approve as the preliminary bud }et of this Town for the fiscal year beginning on the 1st day of January 1969, the itemized statement of estimated revenues and expenditures hereto attached and made a part of this resolution, and be it FURTHER RESOLVED, that such preliminary budget shall be filed in the office of the Town Clerk where it shall be available for inspection by any interested persons at all reasonable hours, and be it FURTHER RESOLVED, that this Board shall meet at 8:15 P.M. on the 8th day of November 1968, for the purpose of holding a public hearing upon such preliminary budget, and .be it FURTHER RESOLVED, that the Town Clerk give notice of such public hearing in the manner provided,in Section 113 of the Town Law, and that such notice be published and posted in substantially the following form: NOTICE OF HEARING UPON PRELIMINARY BUDGET FOR TOWN OF LANSING FOR YEAR 1969 NOTICE IS HEREBY.GIVEN that the preliminary budget of the Town of Lansing, Tompkins County, New York for the fiscal year beginning January 1, 1969, has been completed and filed in t'l office of the Town Clerk of said Town at South Lansing i e n said Town, where it is available for inspection by any interested person at all reasonable hours, FURTHER NOTICE IS HEREBY GIVEN that the Town Board of said. Town of Lansing will meet and review said preliminary budget and hold a public hearing thereon at 8:15 P.M. on the 8th day of November 1968, and that at such hearing any person may be heard in favor of or against the preliminary budget as compiled or for or against any'item or items therein contained.
