Route 34, Cedar Lane, Twin Glens Road ' Sealed proposals for the construction of watermains and appurtenances on Cayuga Heights Road, North Triphammer Road, Brook Drive Subdivision, N.Y.S. Route 34, Cedar Lane, Twin Glens Road in Lansing Water District No. I will be received by the Town Clerk at Lansing Town Hall, Route 34, Auburn Road, South Lansing, New York, until 2 P.M. E.D.S.T. Thursday, July 25, 1968 and will then be publicly opened and read. The work consists of the construction of approximately 22,650 feet of 10 inch and smaller cast iron watermains and appurtenances together with other incidental and related work. The plans and specifications may be inspected at the Lansing Town Hall as mentioned above and at the office of Thomas G. Miller, Consulting Engineer, 203 North Aurora Street, Ithaca, New York.. Copies of said Contract Documents may be obtained from the Town Clerk at the Lansing Town Hall, Route 34, Auburn Road, South•.Lansing, New York, upon payment of Twenty Dollars ($20.00) for each set. The j full amount of the payment will be returned to alk prime bidders if said Contract Documents are returned to the Town Clerk's office, -in good condition within fifteen (15) days after the award of the Contract. Albproposals must be made on the official proposal form, and be accompanied by a certified check or satisfactory bid bond, ,payable to the Town of Lansing, New York in the amount of 5% of bid total. Miller, James Showacre, Larry Tvoraha, Mrs. Coppock, Howard Stevenson. MOTION by Mr. Spry and seconded by Mr. Kidney that the minutes of the July 9th meeting as submitted by the Town Clerk be approved. Carried Mrs. Coppock, residing at 758 N. Triphammer Road, presented a petition to the Town Board with approximately 70 signatures, requesting a speed limit of 40 mph, be established on N. Triphammer Road from Route 13 to the intersection with Peruville Road. The Board discussed said request after which time the following resolution was offered: Resolution by Mr. Kidney, seconded by Mr. Spry: WHEREAS, North Triphammer Road from its intersection with Route 13, north to its intersection with the Peruville Road is a main artery for traffic into Ithaca and Cornell University, and (continued) LJ 0 0 WHEREAS, North Triphammer Road is lined with numerous commercial establishments and is also heavily populated with family residences, and )ATREAS said family population bordering said N. Triphammer Road includes many children, and WHEREAS, there have been several accidents involving youngsters during the summer of 1968, and WHEREAS, a petition signed by some seventy individuals residing on said road has been presented to the Town Board requesting a 40 mph limit on N. Triphammer Road, extending from Route 13 north to the intersection of the Peruville Road, and WHEREAS said citizens have also requested that "Watch'for Children" signs be posted along said road, now therefore be it RESOLVED unanimously by this Town Board that'the'County Superintendent of Highways and the State Traffic Commission be requested to make a survey of•said road and establish a speed limit of 40 mph on North Triphammer Road from Route 13 to its intersection with Peruville Road, and be it further RESOLVED that the Clerk of the Board forwarql a certified copy of same to Howard Stevenson, County Highway Superintendent. Carried The bids received on July 25, 1968 regarding water main construction in Lansing Water District #1 - Contract #7, were discussed by the Town Board and T.G. Miller, Engineer, after which time the following resolution was offered: RESOLUTION: REJECTION OF BIDS - LANSING WATER DISTRICT #1 - CONTRACT # 7. Resolution offered by Mr. Spry. WHEREAS, the Clerk of the Town.of Lansing has duly advertised for bids for further work in connection with Lansing Water District #1, and WHEREAS, one addendum pertinent to said bid was incompletely addressed and delivered to the wrong person which presented said party from submitting a bid that met the specifications as amended, now therefore be it RESOLVED on recommendation of the Town Engineer, that said bids be and the same hereby are rejected, and be it further RESOLVED that the said clerk is authorized to readvertise for bids at the direction of the Town Engineer. Seconded by Mr. Kidney, Carried The Town Board, Town Attorney and Town Engineer discussed in detail the remaining construction of improvements to be completed in serving Lansing Water District #1 and the fA ncing of same. Due to rising costs in construction of improvements and enuipment, it was determined that the original Bond Resolution of $900,000.00 would have to be increased accordingly if the entire project is to be accomplished. Mr. Miller, Engineer informed the board that Contract #6, waterma.in construction on Cayuga Heights and Oakcrest Roads was near completion. Nr. Williamson, Town Attorney, read a proposed contract to be executed between the Town of Lansing and the Village of Cayuga Heights in regard to Sewer District #2. Discussion followed. Resolution offered by Mr. Spry. WHEREAS, the Town Board has been presented:with a proposed sewer disposal contract between the Village of Cayuga Heights and the Town of Lansing on behalf of Lansing Sewer District #2, and WHEREAS, said proposed contract seems satisfactory to the Town Board, now therefore be it RESOLVED that the Supervisor be and he hereby is authorized to execute same on behalf of Lansing Sewer District #2. .Seconded by Mr. Kidney, Continued - Carried RESOLUTION: AUTHORIZATION TO EXECUTE PURCHASE CONTRACT FOR GRAVEL BANK. Resolution offered by Mr. Kidney: WHEREAS, the Town Board has been advised that they can purchase the gravel bank presently owned by Gifford Horton, known as the Bradley Bros. Gravel Bank, for the sum of $5,500.00 plus closing costs, now therefore be it RESOLVED by the Town Board that the Supervisor is hereby authorized to execute contract for the purchase of said gravel bank for the aforesaid sum, and to complete said transaction on behalf of the Town. Seconded by Mr. Spry. Vote of Town Board . .(Aye) James Kidney, Councilman Vote of Town Board . .(Aye) Fred Spry, Justice Vote of Town Board . .(Aye) Harris Dates, Supervisor Carried Highway Superintendent Sharpsteen reported that the two Irwin roads were near completion and ready for inspection. He also stated that the Town was in need of a new cinder spreader for the coming•winter. Supervisor Dates informed the board that he had received requests that a warning sign be placed on the Benson Road in regard to the present stop sign at the Benson and Asbury intersection. Mr. Kidney offered the following resolution: RESOLVED that Justice Spry be authorized to attend the Judicial Conference in Syracuse N.Y, on August.16 and 17 and the town to pay all legal expenses. Seconded by Mr. Spry, Carried Assessor Chairman Tarbell stated the full value of real property on the 1968 Assessment Roll was $54,392,791.00, showing an increase of $2,775,508.00 over the 1967 Roll, Mr. Kidney offered the following resolution: RESOLVED that the Town Highway Superintendent perform extra work for the Lansing Central School using town equipment. Seconded by Mr. Spry. Carried Mr. Kidney stated that several persons in his district had made inquiry when the sewer district would be extended beyond the present Sewer District #2 boundaries. James Showacre, Chairman of the Planning Board informed the Town Board that his Board had reviewed the proposed plans of Reed Bower for the Town House Apartments to be. developed adjacent to the Chateau Clair Apartments. Resolution offered by Mr. Kidney: RESOLVED that the Town Board of the Town of Lansing and the Town of Lansing Planning Board hold a Joint Public Hearing on a Proposed Ordinance for governing rules and regulations for the Town of Lansing on the 4th day of September 1968, at 8 P.M. at the Lansing Town Hall. Seconded by Mr. Spry. , .Carried Resolution offered by Mr. Kidney: RESOLVED that the Town Attorney write Otto. Schoenfeld in regard to drainage problems in his new development and a drainage plan be submitted to the Town Board before any additional construction is started. Plans for water and sewer extensions are also requested from Mr. Schoenfeld for the Engineer to review. Seconded by Mr. Spry. Carried Letter received and read from Office of Planning Coordination, Albany, N.Y, stating they had approved the Town of Lansing's application for a Housing and Urban Development 701 grant and had forwarded same to the federal government. ( Conintued ) is 0 147 Letter read from Gerald R. Talandis requesting a zoning ordinance restricting loose dogs in his area.. Resolution offered by Mr. Spry: RESOLVED that the Town. Park be available to Lansing Cub Scout Groups for overnite scouting activities during the months of September and October. Seconded by Mr. Kidney. Carried Supervisor Dates presented his monthly report and explained same in detail. AUDIT RESOLUTION by Mr. Kidney and seconded by Mr. Spry: RESOLVED that General Fund bills #190 thru #209 totalling $6,955,90 and Highway Fund bills #193 thru #224 totalling $20,520.$1 be and the same are hereby . approved for payment. . Carried Meeting adjourned 11:00 P.M. ��- ( -�--�- September 4, 1968 The Lansing Town Board and the Lansing Town Planning Board met in special session on September 4, 1968 at the Lansing Town Hall at 8 P.M. to conduct the second Public Hearing on a Proposed Ordinance relating to Subdivision Rules and Regulations for the Town of Lansing. Showacre Chair. man ' :Supervisor Dates opened the Public Hearing at 8 P.M. and requested the Town Clerk to read the Proof of Notice, after which time, Mr. Niederkorn, Planning Consultant, who assisted preparing the Technical Basis for the Subdivision Rules and Regulations for the Town of Lansing was introduced. Per. Niederkorn enumerated the changes and alterations made in the proposal since the first Public Hearing. The most definite change in the proposed rules was the defination of Subdivision, which ha.s.been added, "except that for the purposes of these rules.and regulations any parcel which is divided so as to create two to four parcels, none of which are to rA used for commercial purposes and involve no new public improvements, shall not be considered a subdivision." Numerous other alterations were made throughout the proposed ordinance and were discussed in detail. Otto Schoenfeld stated that the ordinance should not pertain to property divided and will'idto children. He also felt that if a living person wanted to divide his property to his children that the rules should also be excluded. The Planning Board and Town Board said they would consider adding to the ordinance: "It is not the intent of this ordinance to regulate or effect the divising of land by testators11. Roger Freedbauer, a future developer, asked that the ON effective date of subdivision review rules, if adopted, to be ahead so thatA?egotiations now pending will not be affected. He suggested the ordinance to explicitly state, "Exempt from ordinance if already entered into contract and if consummated within three months after ordinance adopted ". The following persons, Herbert Howell, William LaLonde, Raymond Kul*akosky, Gordon Selden, C.H. Murray and Charles Howell, objected to the proposal that subdividers be'required to either give land or money for neighborhood playgrounds or parks as stated in Article VI. Section 608, Robert Gibbs stated "With interest I observe we now have arrived at zoning through the back door ".
