Mr. Miller, Engineer, advised the bidders that all bids would be studied and
be presented to the Town Board,
HIGHWAY OEPARTMEN? GARAGE -
Seafed proposals for the construction of a
Highway Department Garage for the Town
of Lansing, Tompkins County, New York,
will be received by the Town Clerk at
Lansing Town Hall, Route 34, Auburn Road,
South Lansing, New York, until 2:00 o'clock
P.M. Thursday, June 6, 1968 and will then be I
publicly opened and read.
The work consists of the construction of a*
metal or masonry building of approximately
20,000 square feet in floor area containing
facilities for equipment storage and repair
and an attached wing of approximately 1,500:
square feet of brick and hollow masonry
cavity wall construction containing an
office, lavatories, locker room and utilities'
room. The work also includes the
construction of a sand filter type sewage
disposal system.

inspected at the Lansing Town Hall as
mentioned above and at the office of -

Copies of the said Contract Documents may
be obtained from the Town- Clerk at the
Lansing Town Hall, Route 34, Auburn Road,
South Lansing, New York, upon payment of
Twenty Dollars, (520.00) for each set. The
full amount of the payment will be returned
to all prime bidders if said Contract
Documents are returned to the Town Clerk's'
Office in good condition within fifteen (15):
days after the award of the Contract.
All proposals must be made on the official
.proposal forms, and be accompanied by a
certified check or satisfactory bid' bond, .
payable to the Town of Lansing, New York
in the amount of 5% of bid total.
All such bid securities will be refuFned
upon the execution of the Contract andf
furnishing of required Surety Bond by the,
successful bidders, but in no case will the
checks+ of unsuccessful bidders be held
longer than sixty days after the receipt of
bids.

June 6th for the construction of a. Highway Department
Garage for the Town of Lansing, All three alternates
for the general construction was discussed in detail, after which time the
following .resolution awarding the bids was offered:
WHEREAS, the Clerk of the Town of Lansing has advertised for bids for the
construction of a Highway Department garage for the Town of Lansing; and
ai!HEREAS, the lowest responsible bidder for the general construction work
(Alternate Building A -2 -Rigid Frame Metal Building), was Nezelek Construction
Corporation of 260 Harry L. Drive, Johnson City, New York, with a bid in the
amount of $128,812;00; and
WHEREAS, the lowest, responsible bidder for the plumbing contract (Alternate
Building A -2)• was Donahue- Halverson, Inc, of Ithaca., New York, with a bid of
$11,491.00; and ,

by James Kidney, that the aforementioned bids be and the same hereby are
accepted, and. the Supervisor be and he hereby is authorized and directed to
execute contracts with the aforementioned low bidders on behalf of the town,

A Engineer Thomas 1�Tiller informed the Board that the water main construction on
Cayuga Heights and Oakcrest Roads should be completed this month. He also, stated
that a. new contract will be advertised the first part of July to cover the water
main construction on Cayuga Heights Road south of Oakcrest Road, Twin Glens area,
Cedar Lane, N. Triphammer Road as .far as district extends, Bush Lane, -Route 34
north of Burdick Hill and the roads in the-Gibbs District.
Attorney Williamson stated that all easements, in regard. to Sewer District #2,
had been prepared. by Engineer Miller and himself and were now in the process of
being signed. After discussion by the board, the following resolution T,,fas offered:
WHEREAS the Town of Lansing Sewer District #2 has been duly established. and all
proceedings in connection therewith duly complied with, and
WHEREAS, in connection therewith the Town of Lansing on behalf of Lansing
Sewer District #2 is to purchase sewer lines and facilities owned by Catherwood,
Ithaca Associates Inc, and the sewage plant and facilities owned by Lansing
Terrace Apartments, Inc., now therefore be it
RESOLVED on motion made by Mr. Kidney and seconded by Mr. Howell that the
Town Supervisor be and'he hereby is authorized to pay for said facilities upon
approval of the Town Attorney and Town Engineer of the easements and conveyances
required from said persons and corporations.

Letter received from Hugh Hurlbut, Personnel Officer of Tompkins County,
stating that James We Howell had been placed on the eligible list for Water
Superintendent as a result of Exam #50344. After discussion by the Board, the
following resolution was offered:
RESOLVED on motion by Mr. Kidney and seconded by Mr. Ferris that James W.
Howell be appointed Water Superintendent for the Town of Lansing.

Highway Superintendent Sharpsteen discussed with the Town Board, roads accept.
able to be added to the town road. mileage. After discussion, the following resol-
ution was offered:
?- q?ERFAS, the Town Highway Superintendent has informed the Board that the
add.ition3l 500 feet on Stormy View Drive; 1000 feet of highway leading to the
Town Garage; and Sharon Drive in total are acceptable as town roads, being
.53 miles in total, now therefore be it
RESOLVED on motion by Floyd Ferris, seconded by Charles Nowell, that the
aforementioned roads be`and the same are hereby accepted as town roads, and be
it further
RESOLVED that the Clerk of the Board forward certified copies of this
resolution to the County Superintendent of Highways.

Highway Superintendent Sharpsteen discussed with the ToV. *n Board, drainage
problems on the extension of Sheraton Drive, after which time the following
resolution was offered:' '
MOTION by Mr. Howell, seconded by,Mr. Kidney, that the County Attorney be
instructed to write Mr. Schoenfeld, advising him that the Town Board., in agreement
with the Highway Superintendent, will not accept the extension of Sheraton Drive
as a town road until the present and future drainage problems are solved.

The Technical Basis for :Subdivision Rules and Regulations for the Town of
Lansing, prepared by Egner & Niederkorn Assoc. Inc., were discussed by the Board
and Planning Board Chairman James Showacre. It was decided by the Town Board
" Mr. Showacre that a ,joint Public Hearing should be held and the following
resolution was offered:
RESOLVEDIon motion by Mr. Kidney and seconded by Mr. Ferris that the Town of
Lansing and the Town Planning Board hold a Joint Public Hearing on a Proposed
Ordinance for governing rules and regulations for the Town of Lansing on
the 2?th day of June at 8 P.M. at the Lansing Town Hall.

Highway Superintendent and the Town Board - discussed -the problems at the Town
Dump. Mr. Ferris, Chairman of the Dump Committee informed the board that he
would tz"j and work out a solution to the difficulties and submit same at the
next Board meeting.

The following resolution was offered by Mr. Howells
WHEREAS, the Tompkins County Health Department has approved a plan for extension
of sewers to the Chateau Clair Apartment area, now therefore be it
RESOLVED that same are approved by the Town of Lansing, subject however, to the
approval of the plan for same by the Engineer of Cayuga Heights, and be it further
RESOLVED that the Town Clerk forward certified copies of said resolution to
Harry Hamilton, Attorney for Chateau Clair Apartments and the Clerk of the Village
of Cayuga Heights.

The Lansing Town Board and the Lansing Town Planning Board met in Special
Session on June 27, 1968 at the LansingTown Hall at 8 P.M. to ccnduct a Public
Hearing on a Proposed Ordinance relating to Subdivision Rules and Regulations
for the Town of Lansing.

Visitors: Reporter Patricia Nordheimer, approximately 37 persons,
Supervisor Dates opened the Public Hearing at 8 P.M. and requested the Clerk
to read the Proof of Notice.
Mr. Dates introduced. Thomas Niederkorn, Planning Consultant, who assisted
.n preparing the Technical Basis for the Subdivision Rules and Regulations for the
Town of Lansing. Mr. Niederkorn read and defined all Articles which had been
compiled in preparing tbe.technical basis for the Subdivision Rules and Regulations,
During the discussion period, the .following persons suggested modifications
to the Proposed Ordinance in question: Gordon Selden, James Cirona, Roger Sovocool,
Louise Dart, Dr. C.E. DeC?mp, Cushing Murray, Dr. Lyman Fisher and Robert Conlon_.
Modifications suggested were:
(1) Change the regulations defining a subdivision which would result in undue
burdens on sellers of property and the Planning Board,
(2) Broaden definition of minor subdivision procedure,
(3) Change definition of "Existing subdivision ", to be more specific.
(4) Requirements for planting a tree in the front yard area was critized
and requested to be deleted from the ordinance, .
