Supervisor Dates presented his monthly report and explained same in detail.
A'meetina was scheduled for April 19th at 7:30 P.M. at which time the Lansing
Planning Board and the Town Board will discuss proposed subdivision regulations
and any other business that may need to be acted upon.
AUDIT RESOLUTION by 1Ir. Ferris and seconded�by Mr. Kidney:
RESOLVED that General Fund bills x456 thru #86 totalling $11,942.66 and
Highway Fund bills #93 thru #121totalling $11,260.80 be and the same are.hereby
approved for payment.

MOTION by Mr. Kidney and seconded by Mr. Spry that the minutes of the
April 10th meeting as submitted by the Town Clerk be approved.
Carried
Mr. Flinn was introduced and he explained the communication problems
of the remote control unit which he has just installed at the Town Hall. A new
system will be installed for trial.
Mr. Talandis was introduced and presented to the Board for inspection,
plans for 162 more apartments to be added to Lansing Apartments ?Jest. Mr. Talandis
also described in detail, future plans for his development of the Votopka property
with a potential of 850,units. Said plans consist of town houses and high -rise
buildings.
Mr. Spry offered the following resolution and moved its adoption:
WHEREAS, by deed from Gibbs et al to the Town of Lansing certain easements
for water mains were granted to the Town, and
WHEREAS, the actual location of said main differs from the description
contained in said easement, and
Wf1EREA.S, Gibbs has agreed to give the town an easement of correction so that
it covers the actual location of the main, and

the easement, now therefore be it
RESOLVED, that the Supervisor be and he hereby is authorized and directed to

A Resolution authorizing the construction and Acquisition of a Sewer System
to serve Lansing Sewer District No. 2, in the Town of Lansing, Tompkins County,
New York, at a maximum estimated cost of $225,000 and authorizing the issuance
of not exceeding $225,000 serial bonds of said town to pay the cost thereof.
Said resolution attached hereto and made a part thereof.
Mr. Spry offered the following resolution and moved its adoption:
WHEREAS,,Frank Horvath has requested that the Town of Lansing accept, as a
Town Highway in his development, the road known as Sharon Drive, all as shown on
map entitled "Proposed Subdivision of Lands of Frank Horvath, Part of Lot 87,
Town of Lansing, Tompkins County, N.Y, dated October 8, 1967; and
a1HEREAS, same has been constructed in accordance with the Highway Superintendent
specifications, now therefore be it
RESOLVED, that said road will be accepted by the Town of Lansing provided
(1) the conveyance contains a provision that the Town Highway Superintendent
shall approve location and installation of utilities,
(2) that the present drainage ditch on Johnson lands be eliminated; the water
to run in the ditch adjacent to the road, and be it further
RESOLVED, that when said conditions aforementioned. are met the road shall be
accepted. without further action by the Town Board..

Supervisor Dates advised the Board that several persons residing on N. Triphammer
Road had reTAested the 'hoard to make application to establish a lower maximum speed
at which vehicles may proceed on said road. Discussion followed and no action taken.
Mr. Howell offered the following resolution and moved its adoption:
WHEREAS, Otto Schoenfeld has submitted a deed conveying the sewer line in
Sheraton Drive on his property to the Town of Lansing running from Sheraton Inn
to 50 ft. east of the former east line of Triphammer Development Co., now therefore
be it
RESOLVED, that said conveyance of said sewer line be and the same hereby is
accepted on condition that said sewer line has been approved by Cayuga Heights
Engineer and County Health Department.
Seconded by Mr. Ferris. Discussion followed.

WHEREAS, applications for approval of sanitary facilities pursuant to sections
1115 and 1119 of Article 11 of the Public Health Law have been received "from Otto
B. Schoenfeld. and have been filed with the Town Clerk of the Town of Lansing, now
therefore be it
RESOLVED, that the Town Clerk forward same to the Coi:nty Health Department for
approval by said Department, and to the Town Engineer for approval by his office, all
of which must be obtained prior to the Towns approval and acceptance of said sewer

Tractor and Mower, in accordance with specifications "filed in the Town Clerk's
office, and
WHEREAS, S.C. Hansen, Inc. of Horseheads, N.Y. with a bid of $5,640.00 is the
lowest responsible bidder, now therefore be it
RESOLVED,.upon recommendation of Highway Supt. Sharpsteen that said bid of
S.C. Hansen, Inc. be and the same hereby is accepted and. the Supervisor be and he
hereby is authorized to complete the purchase of the aforesaid tractor and mower.

Board of Equalization and Assessment. Letter read from -Tompkins Co. Dent. of
Health regarding Lansing Apartment complex connecting to Sewer District 1412.
Letter received from John lil, Ettinger, submitting his resignation as a member
of the Lansing Planning Board effective June 1, 1968. The Town Board accepted
Mr. Ettinger's resignation with regret and instructed the Town Clerk to write
to Mr. Ettinger and .forward their appreciation for his service faithfully
performed as a member cf the Planning Board.
The Town Board discussed the appointment to be made to fill the vacancy of
the unexpired term of John Ettinger. The names of Bernard Ruzicka and David'
Hardie were presented. The count, by written ballot, resulted in Bernard
Ruzicka receiving the most votes and the following resolution was made:'
RESOLVED by'the Town Board that Bernard Ruzicka be appointed. to the Lansing
Planning Board as of June 1, 1968; term expiring December 31, 1970.

WHEREAS,. pursuant to the provisions of Article 12 -A of the Town
Law'; and the approval of the- State, Comptroller heretofore granted, this
Town Board has heretofore established by a final order dated April 10,
1968, Lansing..Sewer District No. 2 in said Town, and it is now desired
to provide for the .construction of said improvements and the financing
thereof; NOW, THEREFORE,. BE IT 4
RESOLVED, by the Town Board of the Town of Lansing, Tompkins
County, New York, as follows :
Section 1. The construction and acquisition of a sanitary sewer
system to,serve Lansing Sewer District No..2, consisting of installation
of sanitary sewer lines, and the purchase.of a sewage treatment plant
from the Lansing Terrace Apartments, Inc., the Schull- Catherwood Sewer

Sewer Line and the newly -installed `Catherwood -Sewer Line, together
with lands and rights in land necessary therefor, and appurtenant
facilities all 'as more fully .set-.forth on, the map and plan hereto-
fore prepared in connection w.lth such improvements and now on file
in the office of the Towne, Clerk are hereby authoriz'ed•at a maximum
estimated cost of $22550000
Section 2., The plan for'-the-financing of such maximum estimated
cost consists of the issuance of not.exceeding $2253000 serial bonds
of said,Town, hereby authorized. to:be ;'issued.
Section 3. It is hereby determined that the period of probable
usefulness of the aforesaid object or purpose, pursuant to the provisions
of subdivision 4•of`paragraph a of'Section 11.00 of the Local Finance
is forty years.
Section 4. It is hereby--further determined that the proposed
,maturity of the bonds authorized hereby will be in .excess of five years,
and -such bonds will mature.in annual installments in conformity with
law.
Section 5. ' The faith � and credit . of said Town of :Lansing,< :Tompkins
County; New York; are hereby: pledged•for,the payment of the principal
of and interest- on said* bonds as the same become due and .payable. The
principal of and interest on such.bonds'shall be payable in the first
instance from.assessments upon benefited property in:said Lansing Sewer

Town shall.be subject to the levy of an.annual ad valorem tax without

notes in anticipation of the issuance and sale, of the serial bonds

Councilman Howell requested that an engineering survey be made on the feasibility
of extending Lansing 14ater District , #2 to the South Lansing area. No action taken at
this tire.
Supervisor Dates advised. the Board that the Agreement between the Town of Lansing
Highway Agsociatiori n.nc? the Town of Lansing had been accepted and signed by both
parties. •
Supervisor presented his monthly report and explained same in detail,

Lansing, prepared by Egner & Niederkorn, were reviewed.and discussed in detail.
