MOTION by Mr. Spry and seconded by Mr. Kidney that the minutes of the March 15th meeting as submitted by the Town Clerk be approved, Carried Milton Case, Representative for the Town of Lansing Highway Association, discussed with the Town Board, a. proposed contract for the year 1 -968, Upon conclusion of the discussion, Mr. Kidney offered the following resolution and moved its adoption: WHEREAS, the Town Board and the Town of Lansing Highway Association, the bargaining agent for said employees, have reached an agreement after bargaining for a contract for the calendar year 1968, and WHEREAS, the terms of said agreement are to be as follows: 1. Each full -time permanent employee of the I:ansing Highway Department shall receive a 20¢ per hour increase across -the- board effective January 1, 1968. (continued) 3 2 Continued April 10, 1968 2. A 5¢ per hour increment shall be given to each permanent, full -time employee of the Lansing Highway Department effective January 1, 1969, provided the employee has worked full -time for the year 1968. Said increment to.be in recognition of longevity and continuous employment in the Highway Department and to induce the workers to continue with the Highway Department. 3. Six paid holidays, which shall be Christmas Day; New Year's Daffy; Decoration Day; July 4th; Labor Day and Thanksgiving Day. If the holiday falls on a regula." day off, another day off will be taken in its place, 4. The normal work week is 45 hours a week - 9 hours a day for 5 days, 5. Sick Leave: Each.ful� -time permanent employee shall be entitled to one day sick leave per month, accumulative up to 90 days. 6. After sick leave runs out, half -pay to continue to maximum of 26 weeks. 7. Two weeks paid vacation for full -time permanent employees., computed at 7.5 hours per month after ore year's service, it being understood there shall be no paid vacation during the first year of employment. 8. Retirement: Plans to continue under 160th Pension Plan, 9. Health Insurance:. Employees and Town to contribute as State Plan dictates. 10, This agreement shall commence Jan. 1, 1968 and terminate Dec. 31, 19686 11, After 10 consecuti-re .years employment, three weeks vacation to be riven.. Vacation time must be taken. Vacation schedules will be agreed upon, by employee and Highway Superintendent. . . . RESOLUTION offered by Mr. Kidney: N7EREAS, the Town Clerk has duly advertised for bids for water mains on, Cayuga Heights and Oakcrest Road in Lansing Water District #1, and WHEREAS, Central New York Pipe Line Contractors Corp. of 3999 Milton Ave., Syracuse, N.Y. is the lowest responsible bidder meeting all specifications, said bid being based on estimated quantities (to be corrected as to actual quantities as measured in the field), for the mains on said. Cayuga Heights Rd. and. Oakcrest Rd., in the amount of $99,877, and be it farther RESOLVED that the Supervisor be and he hereby is authorized to execute a contract with said Central New York Pipe Line Contractors Corp. on behalf of the town, Seconded by Mr, Spry. Unanimously carried. v n . 1 ORDER ESTABLISHING LANSING SEWER DISTRICT NO. 2 ------------------------------------ - - - - -X IN THE MATTER OF THE ESTABLISHMENT_OF LANSING SEWER DISTRICT NO, 2 IN THE TOWN OF LANSING, COUNTY OF TOMPKINS, STATE OF NEW.YORK A map, plan and report, relating to the establishnient `of ; of the proposed Lansing Sewer District No 2 in the-Town of Lansing, County of Tompkins, and State of New York,prepared by O'Brien and Gere, Licensed Engineers, in the State of New York, in the manner and in such detail, as was determined necessary by the Town Board of the ,Town of Lansing, having been filed with the Town. Clerk of the Town of Lansing; and pursuant to Article 12 -e of the Town Law, an Order having been duly adopted by the Town Board on the 31st day of July, 1967'; reciting the filing of said map, plan and report, the improvements proposed, the boundaries of the proposed district, the estimated expense thereof, the proposed method of financing, the fact that the map, plan and report describing the same are on file in the Town Clerk's Office for public inspection-and stating all other matters required by law tol be stated, and specifying August 31, 1967, 8 o'clock p.m., as the time and the Town Hall in said town as the place where the. said Town Board would meet to consider said map, plan and report, and to hear all persons interested in the subrjpct thereof,-and ' concerning the same, and to take such action thereon as is requir d or authorized by law, and it having been duly resolved and determined following such hearing on August 31, 1967, that the notice of hearing was published and posted as required by law and ; was otherwise sufficient; that all property and property owners within the proposed-.,district would be benef.i_tted thereby; that al the property and property owners benefitted are included within the limits of the proposed district, and that -it is in the public interest to establish said sewer district No. 2; and it being 1 1 1 further resolved that -the proposed improvement including construction costs, cost of acquisition of. land and easements, and-the acquisition of sewer lines and related facilities and the acquisition of the sewage treatment plant presently owned by Lansing Terrace Apartments, Inc., and all other expenses be financed by the issuance of serial bonds of said Town to mature in such number of annual installments not exceeding forty (40) as may hereafter be determined by the..Town--Baard of the Town of Lansing, the cost of constructing the improvements to be assessed by the Town Board in proportion as nearly as may be to the benefit which each lot or parcel will derive-; therefrom; and it being further resolved that the estimated maximum cost of such project, including the acquisition of necessary lands, easements, existing sewage plant, and sanitary sewer lines, shall not exceed $225,000.00; and it having,then and there-.been-.further-duly resolved that the establishment of such district as proposed be approved, subject to a permissive referendum as provided in Section 209 -e of the Town Law, and no4 petition having been filed with the Town Clerk within the time prescribed requesting that sail matter be submitted to a referendum of the property owners within the proposed district, and said application having thereafter on the 20th day of September, 1967 been duly made in duplicate to the State Department of Audit and Control at Albany,�New York, for permission to create such district as more fully provided by the Town Law, and the State Comptroller having duly made an order in duplicate dated March 14, 1968, granting permission for the creation of such district in all respects as approved by the Town Board of the Town of Lansing as aforesaid; and one copy of such order having been duly filed in the office of the State Department of Audit and Control at Albany, New York, and the other in the office of the Town Clerk of this town, and the Town Clerk having duly presented such evidence to this Board at this meeting, being its first meeting held after the said order was filed with her, it 2 1 1 is hereby ORDERED, that a sewer district be established in the said Town of Lansing, Tompkins County, New York, as described in the order of the State Comptroller aforesaid, to be designated as the Lansing Sewer District No. 2, of the Town of Lansing, New York, and to.be„ of the description and boundary as set forth in Schedule "A" annexed hereto and made..a part hereof. Said information the Village Sewer Plant. After ution was made: from F.G. Marcham, Mayor of Village of Cayuga. r Districts using the Village of Cayuga Heights requested in anticipation of the remodeling of discussion by the board, the following resol- Mr. Kidney offered the following resolution and moved its adoption: WHEREAS, the Board of Trustees of the Village of Cayuga Heights, under date of March 29, 1968 has advised the Town Board of the Town of Lansing that the Village is planning to remodel its sewer% system and plant, and. WHEREAS, the Engineers for the Village in their study have requested a statement from all potential municipalities as to the number of users that may be desiring to use the Village System in the future,and WHEREAS, O'Brien and Gere conducted a.Comprehensive Sewage Study indicating a large area in the Town of Lansing as being an appropriate area to be served by the Village Sewer Plant,. and I WHEREAS, said study indicated that it was more economical for potential users in Lansing to be served by the Village Sewer.. Plant, now therefore be it RESOLVED on motion made by Mr. Kidney, seconded by Mr. Spry that the Town Board of the Townof Lansing, in anticipation of the remodeling; of the Sewer Plant of the Village of Cayuga Heights, agrees to deliver to-that plant the sewerage generated in the area in the Town of Lansing marked out as appropriate for this sewer service in the report of O'Brien & Gere Comprehensive Sewerage Study, subject, however, and conditioned upon the charge for.said service being an equitable one to be arrived. at by negotiation between the Town of Lansing and Village of Cayuga Heights, and be it further . Mr. Tarbell also reported that the State Board of Equalization and Assessment met with the Town of Lansing Assessors and the Supervisor in regard to 1965 Study of Market Values in our Community. The State advised they are rechecking same. Water Superintendent Howell advised the board that the new tank had been painted and wi.l_1 be disinfected and put in service soon, Thanked the Highway Department for their valuable assistance in replacing the fill around the pump supplying Water District #1. Water District #2 is progressing. Councilman K_idney.and. Justice Ferris appointed to serve with Supervisor Dates as Lansing Water District Committee, Oliver Holden made inquiry regarding the monument in Ludlowville. Highway Supt. Sharpsteen informed the Board that campers were parking in the Ludlowville Park with no washing or bathroom facilities available. The Board instructed. Mr. Sharpsteen to post a sign at the Ludlowville Park prohibiting- overnite parking. Overnite parking at the Lansing Town Park is available for $2.00 a nite. Mr. Sharpsteen also stated that dead fish were being thrown on the Lansing Park beach. Mr. Marchell to clean up the debris. Mr. Sharpsteen informed the.board that Edward Wagner., Jr. was installing the lights at the Park, The Board-discussed salary to be paid to Carl Johnson in connection with his duties at the Lansing Park. After discussion the following resolution was offered: RESOLUTION by Mr. Howell and seconded by Mr. Spry: RESOLVED, that Carl Johnson be paid $750.00 on June 1, 1968 and $750.00 on October 31, 1968 for operation of the boat yard, collecting launching fees, and preserving order at the Town of Lansing Park, and be it further RESOLVED, that On June 1, 1968 and October 31, 1968, Mr. Johnson shall submit $150.00, a total of $300,00, to the`Town of Lansing for the year of 1968 for the area used in the operation of his livery and boat rental business, Carried is 134 (continued) April 10, 1.968 Supervisor Dates presented his monthly report and explained same in detail.
