at 8 P.M. with Supervisor Dates presiding, All Board Members were
duly notified of said meeting.

MOTION by Mr. Spry and seconded by Mr. Kidney that the minutes
of the November 21st and November 30th meetings as submitted by the
Town Clerk be approved.

Milton_ Case, representative for the Town of Lansing Ilighway
Association, presented the Board a letter drafted by the Association.
Supervisor Dates accepted same, stating that the Board would meet
without delay to act on negotiations.
MOTION was made by Mr. Spry and seconded by Mr. Ferris that
when the final agreement was made, it would be retroactive to Jan. 1, 19680

Messrs. Wickens, Holden and Jordon discussed with the Board and
Water Superintendent Howell the progress to date on Water District #2
and plans for LeRoy Ave. The Health Department approval has been
obtained and'it was suggested that the Committee dt cuss with County
Highway Superintendent Stevenson his plans on new road construction
. in the Water District area. After discussion, the following resolution
was offered:
WHEREAS, in Lansing ?Hater District #2 there exists an emergency
situation in that water pipes need to be purchased and installed on
LeRoy Avenue in said district prior to the severe winter weather, and
WHEREAS, the persons residing on said Avenue are in great need of
public water, now therefore on
MOTION made by Mr. Howell and seconded by Mr. Ferris, it is
RESOLVED that an emergency exists in said District on LeRoy Ave.
In that persons residing on said street are in dire need of water; and
pipes need to be purchased and installed prior to severe winter weather,
and be it further

RESOLVED that the bid of R.D. Wood Division, Griffin Pipe Products
Co. of Florence, New Jersey in the amount of-1,349.55 for pipe and
fittings be and the same hereby is accepted, and be it further
RESOLVED that the bid of John D. McLean & Son Contractor of Ithaca,
N.Y. in the amount of $2,007.50 for the installation of said pipe be
and the same hereby is accepted, and the Town Water Superintendent is
authorized to complete said contracts on behalf of the District.

Discussion held on abandonment of part of town highway formerly
known as Bean Hill Road, after which time the following resolution
was offered:
Resolution by Mr. Howell and seconded by Mr.. Kidney:
WHEREAS, the Town Highway, in the =Town of Lansing, formerly known as
the Bean Hill Road, is now known as the Hillcrest Road, and
WHEREAS, the Town Board has improved the former Bean Hill Road,
now known as Hillcrest Road, by straightening same, and
WHEREAS, the Town is in the process of acquiring by gift from
Albert L. and Betty J. LaBar, the lands necessary for the right -of -way
to straighten the Hill crest Road, and
WHEREAS, the said LaBar owns property on both sides of the improved
Hillcrest Road, and
WHEREAS, there are sections of the old road (formerly known as
the Bean. Hill Road) as it existed before said improvement, which are
of no further use for highway purposes to said Town,
NOW THEREFORE BE IT RESOLVED, upon recommendation of the Town
Superintendent of Highways and the consent of the County Superintendent
of Highways, that the Town of Lansing hereby abandons to the abutting
owners of that part of the Bean Hill Road as it existed before said
improvement which is of no further use for highway purposes, a descrip-
tion of that portion of the Hillcrest Road, formerly known as the Bean
Hill Road, to be abandoned, being attached hereto and made a part
hereof, and
BE IT FURTHER RESOLVED that the Supervisor of the Town be and he
hereby is authorized and directed to execute and acknowledge in the
name of the Town and affix the seal of the Town to a quit claim deed
of the lands so abandon to Albert J. & Betty J. LaBar and to Mildred
Berich.

A petition was presented to the Town Board by Martin P. and
Louise M. Catherwood, requesting the establishment of a Lighting
District which would be located N, by Route 13, E, by Butler,
S, by Cayuga Heights and consists of a triangle approximately 40 acres
of land. Said petition proposed that said district be established
In order that a contract may be entered into between the district and
the New York State Electric & Gas Corp. for street lighting arrange-
ments in the district. The expense of the establishment of said
lighting district and providing improvements or services, shall be
assessed, levied and collected from the several lots and parcels of
land within the district. After discussion by the board, an Order
for a meeting to consider said petition for the''establishment of said
Lighting District was adopted. Said Order attached hereto and made
a part thereof,

WHEREAS, a written petition dated December 19, 1967, in
due form and containing the required signatures has been
presented to and filed with the Town Board of the Town of
Lansing, Tompkins County, New York, for the establishment of
a lighting district in the said town, to be bounded and
described as follows:
ALL THAT TRACT OR PARCEL OF LAND situate in the Town of
Lansing, County of Tompkins and State of New York, bounded and
described as follows: COMMENCING at a point marking the
intersection of the east line of Caleb LaBar Lane, with the
south line of the Town of Lansing which line is also the north
line of the Village of Cayuga Heights, as shown on map entitled,
"Plans for Lansing- Highgate Sub - Division located in Sanitary
Sewer District No. 2 - Town of Lansing, N.Y. ", made by Carl
Crandall, C.E. Licensed Engineer and Surveyor, dated September
15, 1966, and amended November 10, 1967; running thence easterly
along the south boundary line of the Town of Lansing to the
northwest corner of premises owned by Sullivan; running thence

James Showacre, Chairman of the Lansing Planning Board, explained
in detail the 701 Program, its purposes and what it would provide for
the town. Following discussion of Mr. Showacre and the Town Board,
the following Resolution was adopted.
WHEREAS, the Planning Board is making application to the State of
New York for a 701 project, and
WHEREAS, the town share is to be not more than $5,629.00 for said
project, said sum to be payable on completion of the project, and
WHEREAS, said project will provide an official map of the Town of
Lansing; proposed subdivision regulations, a master plan for said town,
proposed method of developing said master plan, now therefore be it
RESOLVED on motion of Justice Spry and seconded by Councilman Kidney°
that the Town appropriate the sum of $5,629.00 to pay for its share of
•the 701 project, said sum to be raised by taxes in the General Fund,
and be it further `g\
RESOLVED that the Town Clerk send five certified copies of this
resolution to Mr. Thomas Niederkorn.

Resolution thereupon declared duly adopted.
Councilman Kidney recommended James Preston to fill one of the
vacancies now existing on the Planning Board. The Supervisor urged the
Board Members to submit names at the January meeting for consideration
in order that both vacancies may be filled as soon as possible.
Letter received and read from Blanche H. Drake requesting the
Board's consideration for a 10 or 12 trailer park to be located on
Portland Point Road.
Letter dated Dec. 6, 1967 read from the Village of Cayuga Heights
in regard to an unpaid bill of $1,311.21 for charges incurred while
Triphammer Shopping Center received water from the City of Ithaca, through
Heights facilities. Atty. Williamson has contacted Mr. Thaler and
Sovocool and will follow up.
Councilman Howell discussed with the Board, the poor condition of
the extension of the Bill George Road, The Board requested the Town
Highway Supt. to contact the Co. Highway Supt. to determine the legal
procedure in regard to correcting this problem.
Mr. Tarbell, Assessor Chairman, stated that twelve sections of
town property had already been covered for next year.
James Howell, Water Superintendent, stated that construction on
behalf of water service to Lansing- Highgate Subdivision is nearly
completed.
AUDIT RESOLUTION by Mr. Ferris and seconded by Mr. Howell:
• RESOLVED that General Fund bills #302 thru #330 total ing $8,898.25
and Highway Fund bills #345 thru #376 totalling $109876996

Letter received and read from Matt Christopher requesting road
signs be installed at the exits of Triphammer Terrace.
