October 26, 1967
The Lansing Town Board met in Special Session on October 26th at
8 P.M. with Supervisor Dates presiding, to conduct a Public Hearing
regarding Special Districts and any other items of business which may
come before said. Board. All Board Members were duly notified of said
meeting.

Visitors: Approximately fifteen persons attended.
The Town Board Members discussed the State equalization rates
just adopted by the Tompkins County Board of Supervisors. It was the
consensus of opinion of this Board that the Town of Lansing rate was
unjust and legal steps should be taken with Albany to,hear an appeal
on same,
- MOTION by Mr. Howell and seconded by Mr. Spry: To retain
Attorney Manley Thaler at a cost not to exceed $1,,000.00 to proceed
with legal steps on the state equalization rate designated: to Lansing.
Unanimously carried.
Proof of Notice having been furnished, the Public Hearing on the
Special District "Lansing Water District #1 Assessment Roll" was called
to order at 8 P.M. by Harris Dates, Supervisor.
The amount to be raised by Lansing Water District #1 for the
year 1968 is $51,200.00 and the following formula suggested:
Part 1. 122% Frontage
50% Unit Charge
Part 2. 372% Assessment on all

Supervisor Dates opened the Public.Hearing for general.discussion.
The following persons requested their comments recorded:
Mr. John Dart: "Frontage should be continuous and not be
charged for every lot sold."
Mr. Manley Thaler: "Reserve the right to ob.ject after the
extension is completed on the properties of
Triphammer Shopping Center, Sheraton Motel and
Theatre. The Laundrymat was not in operation
until Sept. 1967 and should be pro- rated. The
Theatre units could be checked closer."
Mr. Arthur Shull: "Essentially the same as Mr. Thaler's
objection."
Mr. Paul Charton: Property owned by him is over- assessed."
Mr. Ralph Barnard: "Reserv.e comment and judgement until the
written formula is published. Cornell Univ,
accepts the attempted fairness shown."
All persons desiring to be heard, having been heard, the Hearing
was terminated at 9:30 P.M. I .
Supervisor Dates expressed thanks to Mr. Showacre for his
invaluable assistance in the preparation of the Water Assessment Roll
Mrs. Viola Miller, member of the Town of Lansing Planning Board,
discussed the survey and questionaire they have prepared for Lansing
residents. Th -e Planning Board felt that accurate information and facts

from Lansing residents would be most valuable in making their studies
and would be most helpful for school and town purposes as well. The
survey is to be made by personal contact.
RESOLUTION offered by Mr. Howell, who moved its adoption, seconded
by Mr. Ferris,
BOND RESOLUTION Dated_ October 26, 1967-
A Resolution authorizing the construction of certain improvements
in and for Lansing Water District #1 in the Town of Lansing, Tompkins
County, N.Y., at a maximum estimated cost of $70,000.00 and authorizing
the issuance of $70,000.00 serial bonds of said town to pay the cost
thereof. Said Resolution attached hereto and made a part thereof.

and adopted by the Town Board.

WHEREAS, the assessors filed an assessment roll for the Town
of Lansing Water District #1 on and before September 15, 1967, and
WHEREAS, after proper notice a Public Hearing was held on
October 5, 1967, and
WHEREAS, the Town Board felt, due to objections made at said
Public Hearing, the assessment roll was amended and changed and a
new roll was prepared, and
WHEREAS, a Public Hearing was held on the new roll after proper
notice on October 26, 1967, and
WHEREAS, the Town Board considered certain objections made and
rejected some at said hearing, now.therefore be it
RESOLVED on motion made by Mr. Kidney and seconded by Mr. Ferris
that the assessment roll as prepared be filed for Lansing Water Dist.
#1 and the same is hereby approved, affirmed and adopted pursuant to
Section 239 of the Town Law for the year 1968.

Section 1. The increase and improvement of.the facilities of
Lansing Water District No. 1 of the Town of Lansing, Tompkins County,

New York, consisting of the acquisition and construction of additional
'Water facilities and appurtenances to serve said Water'District,
is hereby authorized at a maximum estimated cost ofa$70,000.
Section 2. The plan for the financing of such specific object or
purpose is :by the issuance of.-$70,000 serial bonds of. said. Town, hereby
authorized to be issued pursuant to the'Local Finance " Law,
Section 3. It is hereby determined that the period of probable
usefulness of the aforesaid object or purpose is forty years, pursuant
'to subdivision 1 of paragraph a of Section 11.00 of the Local Finance
Law .
Section 4, It is. hereby further determined that the proposed .
maturity of the.borids authorized hereby will be in excess of five years,
and such bonds will mature in annual installments in conformity with
law.
Section 5. The faith and credit of said Town of Lansing, Tompkins
County, New York, are hereby irrevocably pledged for the payment of the
principal of and interest on such bonds as.the• same become due and
payable. There shall be annually apportioned and assessed upon the
several lots and parcels of land within said Lansing Water District
No. 1, which the Town Board shall determine and specify to be especially
benefited by the improvement an amount sufficient to pay the principal
and interest of said bonds as the same become due, but if not paid from
such source, all the taxable real property in said.Town shall be subject
to the levy of ad valorem taxes without limitation as to rate or amount
sufficient to pay4the principal..of and interest on said bonds as the
same shall become due.
Section 6.
Subject to the provisions.of the Local Finance Law,
i the power to authorize the issuance of and to sell bond anticipation
notes in anticipation of the issuance and sale of the serial bonds
herein authorized, including renewals of such notes, is hereby
delegated 'to the Supervisor, the chief fiscal officer. Such notes
shall be of such terms, form and contents, and shall be sold in such
manner as may be prescribed by said. Supervisor, consistent with the
:)f the Local Finance Law.

Section 7. . The validity of such bonds may be contested only if;
1) Such bonds are authorized for an object or purpose for which
said Town is not authorized to expend money, or
2) The provisions of law which should be complied with at the
date of publication of this resolution are not substantially
complied with,
and an action, suit or proceeding contesting such validity is commenced
within twenty days after the�. date ... of,.such publication, or
3) Such bonds are authorized:'in violation-'Of the provisions of
the Constitution.
Section 8. -This resolution, which takes effect immediately,
shall be published in full in. The Ithaca Journal , the
official newspaper, together with a notice.of the Town Clerk in
substantially the form provided in -Section 81.00 of the Local Finance
Law .
The question of the adoption-of the foregoing resolution 'was

Resolution offered by Mr. Ferris:
WHEREAS, the Highway Superintendent has advertised for bids for
one new snow plow truck attachments and wing in accordance with
specifications filed in the Town Clerk's office; and
WHEREAS, Charles J. Blackwell, Inc. of Horseheads, N.Y. with a
bid of $4,795.00 was the lowest responsible bidder, now therefore be it
RESOLVED, to accept the bid of Charles J. Blackwell of $4,795.00
on condition that we have no present equipment that can be utilized.

The Lansing Town Board met in Special Session on October 31, 1967
at 8 P.M. with Supervisor Dates presiding, to conduct Public Hearings
on an Ordinance Licensing and Regulating Junk Yards in the Town of
Lansing and a Town of Lansing Ordinance Regulating Use of Town Dump,
All Board Members were duly notified of said meeting.

Proof of Notice having been furnished, the Public Hearing on the
Town of Lansing Ordinance Licensing and Regulating Junk,Yards was called
to order at 8 P.M. by Harris Dates, Supervisor,
Town Attorney Williamson read the proposed Ordinance Licensing and
Regulating Junk Yards, explaining and defining each section contained
therein, after which time Supervisor Dates opened the Hearing for
general discussion.
Mr. Ettinger and Dr. DeCamp were of the opinion that all junk yards,
including gas stations and garages, should be. :3ubjected to this ordinance
and. not exempt, ,
M29 Gibbs stated: "I am very sure that the intent of the Town Board
in its wording and organization of t' "is ordinance was not to step over
personal property rights of the individual, but there appears a very
thin line. I would suggest in the all inclusive te-r-,ninolog.y for any
other purpose, to insert; or for any other commercial purpose."
