The Lansing Town Board met in regular session at the South Lansing
Town Hall. Meeting date scheduled in advance and Town Board members
advised as per minutes of September 12, 1967. A Public Hearing to be
conducted at 8 P.M. regarding Special Districts,

Proof of Notice having been furnished, the Public Hearing on the
Special District "Lansing Water District #1 Assessment Roll" was
called to order at 8:00 P.M. by Harris Dates, Supervisor,
Supervisor Dates introduced Arthur Shull, Chairman of the Lansing
Citizen's Committee for Water District #1. Mr. Shull stated that the
Citizen's Committee was asked by the Town Board to introduce a formula
to be used in calculating charges to be made for the year 1968 for
properties within Lansing Water District #1. The committee provided
to the Town Board, a formula basically divided into two categories.
The first part Would be to pay for items and equipment and the second
part to pay for cost of equipment. The actual formula proposed was
to charge everyone in the district to raise one -third of the amount
of money necessary. This would be an approximate figure of $2.31 per
thousand. The second charge would be levied on those parcels who are
receiving water from the system. The frontage charge would have a
top rate of $12.50 per 100 feet, however, a sliding scale would also
be applied in computing these char es. An assessment charge of 35�
per thousand and a living unit of 964-.00 was included in the formula.
Using this suggested method, Mr. Shull concluded. that an average
family receiving water from the district would be charged approximately
$120.00 for the year 1968.
Supervisor Dates in James Showacre who has been assisting
in the preparation of the Lansing Water District #1 Assessment Roll.
Mr. Showacre stated that the amount to be raised by Lansing Water
District #1 for the year 1968 is $51,200.00. Agreeing with Mr. Shull
in dividing the formula in two parts he explained the following scale
in detail.
Part 1. 122% Frontage $6,400.00
4 % Assessment 29100.00
50% Dwelling 25,600.00
Part 11. 332% Assessment on all
tax parcels 1 100.00
51,200.00
Supervisor Dates opened the Public Hearing for general discussion
of all persons present.
Mr. Donald Belcher suggested that formulas, rates and sliding
scales for the water district charges be mimeographed and sent to
persons within the water district. He felt no tax for frontage should
be levied until the water was delivered but the charge be made for
assessment only. Mr. Belcher also objected to the formula as it
does not have a firm base of assessment, to the contrary has a floating
base that changes from year to year and is contingent upon the
improvement of the present by the installation of water.mains and the
existence of the district.
Mr. John Dart objected to the - formula in part, especially on
front footage. He felt that property such as his should be treated
as an individual case.
Mr. Arthur Shull requested the properties that are given location
allowances not be allowed for water district charges,

authorizing the issusance of $45,000.00 serial bonds of said town to
pay the cost thereof,

The Resolution was thereupon declared duly adopted.
Mr. Spry offered the following resolution:
"BE IT RESOLVED: that the Lansing Town Board of the Town of Lansing
does hereby elect to come under the provisions of.Chapter 1006 of the
Laws of 1966, as presently or hereafter amended-, and entitled "An act
to amend the Retirement and Social Security Law, in relation to
establishing non - contributory retirement plans and ordinary death
benefits for state employees and members of participating employers ";
and
BE IT FURTHER RESOLVED: that the members' contributions in the
employ of the above shall be suspended and that the effective date of
such suspension shall be the payroll period beginning on the 11th day
of October .,1967 .
Seconded by Mr. Kidney.
Unanimously carried.
Budget estimates were presented to the Board by the Clerk.
Mr. Spry made motion and seconded by Mr. Ferris to adjourn the
meeting until October 10th at 8 P.M. at which time preparation of the
preliminary budjet by the Town Board would be made according to Town
Law 112 and any other business that may need to be acted upon by the
Board.
