The Lansing,Town Board met in regular session at the Lansing Town
Hall on September 12, 1967 at '8 P.M. with Supervisor Dates presiding.

Members of the Town Board unanimously thanked Assessor Oliver
Holden for the gavel which.he contributed..
Mr. Kidney offered the following.resolution and moved its adoption:
RESOLVED, that the Resolution Approving the Establishment of Lansing
Sewer District #2 which was adopted on August 31, 1967, following the
Public Hearing on same, be recinded.
Seconded by Mr. Ferris.

Mr. Howell offered the following resolution and moved.its adoption:
RESOLVED, that the Establishment of Lansing 'Sewer District #2
be approved. Said Resolution attached hereto and made a part thereof,

Resolution thereupon declared duly adopted*
the following resolution and moved its adoption:
WHEREAS, the assessment roll for Lansing Water District #1 has
been completed by the assessors and has been filed with the Town Clerk,
now therefore be it '4
RESOLVED, The Town Board hold a Public Hearing on said assessment
roll on the 5th day of October 1967 at 8 P.M. in the evening thereof,
then, and there to meet, hear and consider any objections which may be
made to the roll, and be it further
RESOLVED, that the Town Clerk publish notice of completion of the
roll not less than ten days or more than 20 days prior to October 5th.
Seconded by Mr. Kidney.

It was unanimously moved and carried that the thanks and apprec-
iation of the Board be expressed to Paul Trinkl for his services as
Superintendent of Lansing Parks.
MOTION was made by Mr. Ferris and seconded by Mr. Howell that
Mrs. Alice Collins, R.D. #1, Groton be appointed as a regular Demo-
cratic Inspector for the 2nd district to replace Millard Edsall for
the term July 15, 1967 to July 15, 19680

The clerk advised the'Board that two applications had been received
for the Dog Enumerator for the year 1968, namely John H. Brink and
Dr. C.E. DeCamp, After consideration the following motion was made:
MOTION by Mr. Ferris to appoint John H. Brink for the 1968
Dog Enumerator,

Correspondance read fromMrs. Sarah VanEtten, 115 E. Shore Circle
asking that her name be-added to the petitionwhich was presented to
the Town Board on March 14, 1967, requesting the water district along
Route 34 be extended to Chris 'N Greens Restaurant.
Petition was received and read from fourteen persons living in the
area of Lake Ridge who are against the building of a restaurant or the
sale of alcoholic beverages in said community,
Town Attorney Williamson read a proposed Junk Yard Ordinance for
the.Townof Lansing. A thorough study and discussion of the proposed
ordinance was held by the board, after which time
Mr. Howell offered. the following resolution and moved its adoption:
WHEREAS, a proposed Junk Yard Ordinance has been presented to the
Town Board, now therefore be it
RESOLVED, that a Public Hearing on the proposed Junk Yard Ordinance
be held in the Town Hall on October 31, 1967 at 8 o'clock in the evening,
'.Seconded by Mr. Ferris.

The 'down Board discussed in detail a Proposed-Town of Lansing
Dumping Ordinance presented by Atty. Williamson and-`Justice Ferris.
It was the consensus of opinion by the Board that controlled dumping
was essential. Residents of the town will be allowed to deposit all
refuse with the exception of deceased animals, Junk cars, heavy
equipment and appliances will be accepted by appointment only. Garbage
collectors, construction and excavating companies will be barred from
using the town dump. Justice Ferris emphasized that the board should
set up a schedule for dumping consisting of the days and hours when
the dump would be open for use, have it attended when being used,
have a. gate and fence installed at the dump and enforce strict rules
and regulations with penalties for violations of same. Following
discussion,
Mr. Ferris offered the following resolution and moved its adoption:
WHEREAS, the committee on the Town Dump has presented a proposed
ordinance on the Town of Lansing Dump, now therefore be
RESOLVED that a public hearing be held
on the 31st day of October 1967 at 8:15 P.M
Seconded by Mr. Howell
on said proposed - ordinance
in the evening,

MOTION by Mr. Howell and seconded by Mr. Kidney that Highway
Superintendent Sharpsteen be authorized to attend the New York State
Highway Superintendent's Convention to be held September 20, 21, 22
at Niagara Falls, N.Y. and all legitimate expenses be a towp charge.

Board felt the vacancy should be replaced with a person having a farm-
ing background. Mr. Ferris to contact James Buck for consideration,
Councilman Kidney stated that all important issues or decisions
which come before the Town Board should be transacted by the entire
board being present, if not a full board he will abstain from voting,
Board members unanimously agreed that this was a just policy,

Mr. Robert Gibbs, owner of Stormcrest Heights sub- division,
spoke to the board relative to the circle on Brookway. He requested
that the culvert in the creek be extended. Highway Superintendent
Sharpsteen advised Mr. Gibbs that time and other obligations had
prevented the Highway Department to attend to this project, however,
when time permits he will contact him.
Budget plans for 1968 were discussed. At this time Highway
Superintendent Sharpsteen recommended that the bridge on Bower Road
be.carefully examined..
MOTION by Mr. Ferris and seconded by Mr. Howell that the bill
presented to the town by Superintendent Sharpsteen payable to
Chauncey Bush for gravel purchasedin the amount of $526.20, be paid.

Councilman Howell stated that he was not in favor of purchasing
any additional gravel elsewhere as long as the town was in possession
of its own gravel bank,
Councilman Kidney questioned the work being done by the Highway
Department at the Lansing School in preparation for tennis courts.
He was advised that the reason was mainly to continue good public
relations within the town.
Supervisor Dates presented his monthly report and explained same
in detail,
AUDIT RESOLUTION by Mr. Howell and seconded by Mr. Kidney:
RESOLVED that General Fund bills #201 thro #228 totalling $7,162.49
and Highway Fund bills #245 thro #272 totalling $10,753.88 be
and the same are hereby approved for payment.
Carried
The regular monthly meeting for October was scheduled for
October 5th.
RESOLVED by the Town Board of-the Town of Lansing that the
Supervisor hereof is authorized and directed to make application
to the Department of Audit .and Control for the permission to
create Sewer District #2 in the Town of Lansing, Tompkins County,
State of New York, in compliance with the statutes in such case
made and provided.

posed district, the estimated expense thereof,
the proposed method of finance, the fact that
the map, plan and report describing the same
are on file in the Town Clerk's Office for
public inspection and stating all other matters
required by law to be stated, and specifying
August 31st, 1867 at 8 o'clock p.m., as the
time and the Town Hall in said Town as the
place where the said Town Board would meet
to consider said map, plan and report and to
hear all persons interested in the subject
thereof, and concerning the same, and too take
such action thereon as is required or au-

WHEREAS, a hearing on said matter was
