A special meeting of the Town Board was held. July'31, 1967 at
8 P..M* in regard, to the proposed. Town of Lansing Highway Department
Garage. " Said. meeting was called. by the Supervisor having given all
Board. Members proper notice. Any other items of business may be

A eng.thy discussion and study was held. by the Board. Members
in regard to the preliminary, design . recommendations for the new
proposed. Town of Lansing Highway Garage Building. Project cost
estimates and plans for financing the proposed. building were ex-
amined. carefully. Upon completion of said-study, the following
RESOLUTION was offered by Justice Fred. Spry, who moved its
adoption, seconded. by Councilman Charles Howell., to -wit;

A RESOLUTION AUTHORIZING THE CONSTRUCTION OF A HIGHWAY
PK
GARAGE IN AND FOR'THE TOWN OF LANSING, TOMINS COUNTY,
NEW YORK, AT A MAXIMUM ESTIMATED COST OF $225,000 AND
AUTHORIZING THE ISSUANCE OF $2.13,750 SERIAL BONDS AND
THE USE OF $11,250 CURRENT FUNDS,OF SAID TOWN TO PAY THE
COST THEREOF,
BE IT RESOLVED, by the Town Board of the Town of Lansing,
Tompkins County, New York as follows
Section 1. The construction of a highway garage in and-for the
Town of Lansing, Tompkins County, New York, on Town - owned. land on
New York State Route 34 in South. Lansing, in said. Town, including
original furnishings, machinery, apparatus and. equipment to be used
therein, is hereby authorized at a maximum estimated cost of $225,000.
Section 2. The plan of financing the aforesaid specific object
or purpose is as follows:
a) By-the issuance of $213,750 serial bonds of said. Town
hereby authorized. to be issued. pursuant to the Local Finance
Law; and.
b) By the use of $11,250

Seetio 3. It is hereby determined. that the.period of probable
usefulness of the aforesaid object or purpose is thirty years,
pursuant to subdivision 11(a) of paragraph a of Section 11.00 of the
Local Finance Law. �It is further determined that the maximum maturity
of the bonds herein authorized will exceed five years.
Section 4. The faith and credit of said. Town of Lansing, Tompkins
County, New York, are hereby irrevocably pledged for the payment of
the principal of and. interest on such bonds as the same respectively
become d.ue and payable. An annual appropriation shall be made in
each year sufficient to pay the principal of and. interest on such
bonds becoming due and. payable in such year. There shall..annually
be levied on all the taxable real property of said, Town a tax
sufficient to pay the principal of and. interest on such bonds as
the same become due and payable.
Section. Subj_ect to the provisions of the Local Finance Law,
the power to authorize the Issuance of and to sell bond-anticipation
notes in anticipation of the issuance and sale of the serial bonds
herein authorized, including renewals of such notes, is hereby
delegated to the Supervisor, the chief fiscal officer.. Such notes
shall be of such terms, form and. contents, and shall be sold. in such
manner, as may be prescribed. by said: Supervisor, consistent with the
provisions of the Local Finance Law.

Section 6. The validity of such bond.s may be contested. only if : 9
1) Such bonds are authorized. for an object or purpose for which
said Town:is not authorized. to expend. money, or
2) The provisions of law which should. be complied with at the
date of publication of this resolution are not substantially
complied with, and an action, suit or proceeding contesting
such valid.ity is commenced. within twenty days after the date
of such publication, or
3) Such bond.s are authorized, in violation of the provisions of
the Constitution.
Section 7. Upon this resolution taking effect, the same shall
be published. in full in THE ITHACA JOURNAL, the official newspa.per,
together with a notice of the Town Clerk in substantially the form
provid.ed in Section 81400 of the Local Finance Law.
• Section 8. This resolution is adopted. subject to approval at
a special town election to be held on August 29, 1967.

The following resolution was offered by Councilman James Kidney,
who moved. its ad.option, seconded by Justice Fred. Spry, to -wit:
WHEREAS, the Town Board of the Town of Lansing, Tompkins County,
New York, has heretofore at this meeting adopted. a bond. resolution re
lating to the construction of a highway garage on Town -owned land. to
serve as the site thereof, which resolution was ad.opted. subject to
approval at a special town election to be held August 29, 1967; and.
WHEREAS, the Town Clerk at the advice of the Town Attorney, has
duly submitted to this Board. the form for the proposition for the
approval of said bond resolution; and.
WHEREAS, it is now desired. to call said special town election and
to provide for other matters in connection therewith; NOW, THEREFORE,
BE IT
RESOLVED, by the Town Board. of the Town of Lansing, Tompkins
County, New York, as follows:
Section 1. A special town election of the qualified voters of
the Town of Lansing, Tompkins County, New York, shall be held. on the
29 day of August, 1967, at the Town Hall, in said Town, for the pur-
pose of submitting -a proposition for the approval of the bond, resolution
described in the preambles hereof. The polls at said special election
shall remain open between the hours of 12.00'clock noon and.8 o'clock
P.M., Eastern Daylight Saving Time. Voting said. special election shall
be conducted. by ballot. The proposition to be submitted, at said special
election shall be in substantially the form hereinafter set forth in
in the form of notice of such special election.
Section 2. The Town Clerk is hereby authorized. and. directed to
give notice of said. special' town election by the publication of- a
notice once in THE ITHACA JOURNAL, said. publication to be at least
ten days prior to the date of said special election. In ad.d.ition,
the Town Clerk's sign board in said Town, at least ten days prior to
the date of said. special election. Said notice shall be in substan-
tially the following form, to -wit:

SEWER DISTRICT NO. 2.
At a meeting of the Town Board of the Town of Lansing,
held at the Town Hall in the Town % of Lansing, Tompkins County,
New York, on the2day of 1967 at 8 p.m. in the
evening thereof.

In the Matter of the Establishment of Lansing Sewer
District No. 2 in the Town of Lansing, County of Tompkins, State
of New York, pursuant to Article 12 -A of the Town Law, for the
purpose of constructing and acquiring sewer lines and related
facilities and the sewage treatment plant presently owned by
Lansing Terrace Apartments, Inc., as shown on the map, plans and
report on file with the Town Clerk;
WHEREAS, a map, plan and report have been prepared in such
manner and in such detail as had heretofore been determined by
the Town Board of the Town of Lansing, relating to the establishm
of a sewer district for the purpose of constructing and acquiring
sewer lines as shown on said map, together with related facilitie
and the acquisition of the Lansing Terrace Apartments, Inc.,
Sewage Treatment Plant as shown on said plan and specifications,
in the southern area of the Town of Lansing, and
WHEREAS, said map, plan and report were prepared by O'Brien
and Gere, Consulting Engineers, 1050 vjest Genesee Street,Syracuse
New York, 13204, said firm being a firm of competent engineers,
duly licensed by the State of New York, showing the boundaries
of the proposed district, and the general plan for said sewer

system, and a report of the proposed method of operation;
and
WHEREAS, said map shows the sewer lines to be acquired,
the existing sewage treatment plant to be acquired by the Town,
and the proposed sanitary sewer to be constructed, together with
the location and a general description at all public works

required, including lands and easements to be acquired; d

WHEREAS, the boundaries of the proposed district are at
hereto and made a part hereof entitled, "Exhibit "A "; and
WHEREAS, the improvements proposed are as follows:
The clearing and trenching required to install 6400 feet
of proposed sanitary sewer lines; the furhishing and installati
of a:+ 8" diameter sewer line, 6400 feet in length; the furnishi
and installation of a 6" diameter sewer pipe 750 feet in length,
rock excavation as required, the purchase of the Sewage Treatment
Plant for use by the Town from the Lansing Terrace Apartments,
Inc. ; the purchase and acquisition of the so- called Sbhilll-
Catherwood Sewer Line installed as shown on said map; and the
purchase of newly installed so- called " Catherwood Sewer Line"
as shown on said map, and the public works required, including
lands and easements to be acquired in the construction of said
proposed sanitary dewer line,together with other and necessary
related appurtenances thereto; and
WHEREAS, the proposed method of financing the cost of said
improvement consists of the issuance of serial bonds of said
Town to mature in annual installments over a period not exceed
forty (40) years; the cost of constructing the foregoing
improvements shall be assessed by the Town Board in proportion
as nearly as may be to the benefit which each lot or parcel
will derive therefrom; and
WHEREAS, the maximum amount proposed to be expended for
said improvement and for the acqu si.tionj,of necessary lands,
easements, exisiting sewage treatment plant, and sanitary lines,
to be acquired and constructed, is $225,000; and
WHEREAS, said map, plan and the report describing said
improvement are on file in the Town Clerk's Office, for public
inspection,
NOW, on Motion of Mr. Howell and seconded by Mr. Kidney
