HomeMy WebLinkAbout1967-02-14February 14, 1967 The Lansing Town Board met in regular session at the Lansing Town Hall on February 14, 1967 at 8 P.M. with Supervisor Dates presiding. The Supervisor opened the meeting at 8 P.M. having the clerk take the roll call. MOTION was made by Mr. Spry and seconded by Mr. Ferris that the minutes of the January 16th meeting as submitted by the Town Clerk be approved. Carried The.Supervisor advised the Board, after proof of notices having been furnished, that sealed bids would now be publicly opened for the leasing of land at the Lansing Town Park-for the operation of a livery and boat rental business and for the food concession at the Lansing Town Park; as advertised on February 4th and 6th in the Ithaca Journal. The following sealed bids were received: Carl Johnson, Jr. $150.00 for operation of a livery and boat rental.business. Fred L. Christopher $50.00 for food concession. Mr. Kim Davis was introduced and informed the Board that the Town had been completely canvassed for the revised directory that the Lansing Fire Department is preparing for publication. Directories will be free to Lansing residents and are hoped to be available in early spring. The Supervisor requested the Board to present any new business at this time. Mr. Kidney presented a petition signed by 325 -Lansing -residents requesting the Lansing Town Board to establish a Town-Planning Board. The purpose of this Board to act in an advisory capacity to the Town Board-so that there may be an orderly future growth and development in-Lansing.- -Mr. Kidney commented that without planning, we do not even qualify to apply for state and federal funds which are available for water and sewer projects. He also stated that the town has grown so rapidly that we should take action immediately, consequently,)offered the following resolution: BE IT RESOLVED that pursuant to Section 271 of the Town Law of the State of New York, the Town Board of the Town of Lansing hereby appoints a seven.member Planning Board for the said Town of Lansing BE IT FURTHER RESOLVED that the Town Board.of the Town of Lansing takes no action with respect to the appointment of a Chairman of the newly created Planning Board of the Town of Lansing, but that the matter of a selection of a Chairman be left for the members of the Planning Board, F , a BE IT FURTHER RESOLVED that the Town Board appoint the following people to the Town of Lansing Planning Board Paul Barron Alex Cima James Showacre John Ettinger Fred Edmondson Herbert Ley Viola Miller Seconded by Mr. Spry. One year term Two year term Three year term Four year term Five year. term Six year term Seven year term Farmer Builder,and_:Contractor- Administrative Assistant Businessman Planning officer director Ralston - Purina Specialist Homemaker The Supervisor turned the meeting over to the Board Members for a general discussion on the resolution just offered by Mr. Kidney. 7 2 Mr. Spry commented: "I favor the formation of a Town Planning Board at this time to enable us to have a master plan for the town, which seems to be the only avenue open to state aid.help in the pressing need for water and sewage development in fastening future development in our town so vitally needed to maintain a workable tax base so as to maintain services without raising taxes or cutting down these services." Mr. Ferris commentede "I expect the Town Planning survey to take a minimum of two years to conduct." Mr. Howell commented: "I will not challange this resolution but do hold reservations. I am against rules and regulations that restrict the freedom of an individual. As far as planning is concerned it is a'duty of the Town Board. I have been against the appointment of planning as it is associated with a zoning 'ordinance but I also recognize the circumstances that have arisen in the last few months. There is state and federal aid available to water and sewer districts in the town, and to qualify for this aid, we have to have comprehensive planning and as we do need water and sewer in different areas of the town, it is certainly essential that we avail ourselves to any financial assistance offered. If the fact of a planning board will implement help to get this aid and if this qualifies us without a zoning ordinance, I will have to go along with a Planning Board. I would also state that as far as planning is concerned, it is of utmost interest to plan for the future. I would, however, prefer.this resolution in two parts in order that the board members would have the right to bring in names of persons to serve on this Planning Board." . Mr. Kidney commented: "Everybody wants something done and there is no one to do the job. We have a group here who are interested and will go out and work and do a good job, therefore, I recommend the resolution remain as offered." Supervisor Dates asked if there were any questions from the visitors. Mr. Sam Baughman asked if the people would have a chance to vote on zoning if the Planning Board recommended it. Mr. Dates replied "no ". that the Town Board and Planning Board would have to conduct Public Hearings and the decision would be up to the Town Board. Mr. Richard Thaler stated that the people listed on the planning board were persons who had educated themselves in regard to planning, were workers and well qualified. All board members and residents desiring to be heard, having been heard, the Supervisor requested a roll call vote on the resolution offered to form a Town of Lansing Planning Board and the appointment of the seven members listed in said resolution. esolcrten Vote of Town Board .. .(Aye) Floyd Ferris, Justice Pmended Vote of Town Board . . Williamson reported that a Lansing School District election would be held on March 6th to determine if the school district voters approved of selling the school's well to the town for $33,000.00 in order to establish Lansing Water District #2. He also stated that the purchase of the Lansing Water 'Works Corp. by the town had been completed. The Town Engineer will now proceed to improve the system and plan for future tie - ins °and connections. Letter received and read from Harry S. Hamilton, Atty, in regard to water service on behalf of the Schoenfeld Apartments now under construction. MOTION by Mr. Howell and seconded by Mr. Spry; WHEREAS, the clerk has duly advertised for bids for leasing of land at the Lansing Town Park for operation of a livery and boat rental business, and 4,1HEREAS,.Carl Johnson. February 14, 1967 MOTION BY Mr. Spry and seconded by Mr. Kidney: WHEREAS, the clerk has duly advertised for bids for the food concession at the Lansing Town Park, and WHEREAS, Fred L. Christopher was the only bid submitted, now therefore be it RESOLVED that the bid of Fred L. Christopher in the amount of $50.00 be accepted after contract is executed. Carried MOTION by Mr. Kidney: That the State be contacted for their recommendation as to what type of traffic signal would be most beneficial at the i.nteresection of Buck Road, Brickyard Road and Route 34B. Mr. Howell seconded. Carried Mr. Robert Gibbs asked the board the procedure of establishing a traffic speed zone on Brook Way and Brook Drive, Mr. Gibbs instructed to bring in a petition requesting same. The Supervisor presented his monthly report and explained same in detail. AUDIT RESOLUTION by Mr. Ferris and seconded by Mr. Spry: RESOLVED that General Fund bills #18 thro # 45 totalling $ 34,194.35 and Highway Fund bills #21 thro # 55 totalling $ 31,720.17 be and the same are hereby approved for payment. The Supervisor presented the 1963 =64 -65 report of examination of the town which was recently.audited by the State Dept. of Audit & Control. Highway Superintendent Sharpsteen reported that the proposed plans for a Town Highway Barn were near completion. Meeting adjourned 10:45 P.M. February 23,.1967 On February 23, 1967 at 10:00 A.M. at the Lansing Town Hall, Highway Superintendent Sharpsteen and Jane Bush, Town Clerk, opened bids for pipe as advertised in the Ithaca Journal.
