HomeMy WebLinkAbout1966-11-01• L November 1, 1966 Met-, The Lansing Town Board-met in regular session at the South Lansing Town Hall on November 1, 1966 at 8 P.M. with Supervisor Dates presiding. Meeting date scheduled one week in advance and Town Board members advised as per minutes of October 11, 1966. In addition to regular-meeting, a public - hearing to be conducted at 8 P.M. on the preliminary budget as set by the October 10th meeting and advertised and posted according to law, to adopt the budget for 1967. A public hearing to be conducted at 91:30 P.M. in regard to a proposed Local Law to repeal Local Law #1 of the year 1964 establishing the Lansing Town Park Commission. Harris B. Proof of Notice having been furnished, the Supervisor-advised the Board that the Public Hearing was now open on the preliminary budget as called by the Board and so advertised in the Ithaca Journal and posted according to Town Law 113. Each item on the budget was discussed in detail. All persons desiring to be heard, having been heard, the Hearing was terminated at 8:50 P.N., at which time the following Resolution was offered adopting the preliminary budget as the budget for 1967 without amendment. RESOLUTION by Mr. Kidney and seconded by Mr. Spry: WHEREAS, this Town Board has met at the time and place specified in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon; now, therefore be it RESOLVED, that this Town Board does hereby adopt such preliminary budget as originally 'compiled, as the annual budget of this Town for the fiscal year beginning on the 1st day of January 1967, and that such budget as so adopted be entered in detail in the minutes of the proceedings of this Town Board, and be it FURTHER RESOLVED, that the Town Clerk in duplicate, copies of said annual budget with the estimates, if any, adopted pursua deliver one copy thereof to the Supervisor the Board of Supervisors of this County. Schoenfeld and Harry S. Hamilton, Atty. submitted for consideration by the Board, maps and application for sanitary sewer and public water supply for Schoenfeld Development projects. Map also showed the probable road lay out in Lansing and how it will tie in to the roads in the Town.of Ithaca. After deliberation by the Board regarding the Town accepting a portion of'Sheraton Drive and.proposed town roads in the Schoenfeld Development, the following resolution were offered: RESOLUTION: Acceptance of a Portion of Sheraton Drive as Town Road. WHEREAS, Triphammer Development Co. Inc. & Otto B. Schoenfeld have completed the construction of a portion of Sheraton Drive in accordance with Town Specifications, and, WHEREAS, the Town Superintendent has approved same, now therefore be it RESOLVED on motion made by Mr. Spry, seconded by Mr. Howell that said portion of Sheraton Drive being approximately 740 feet in length, all as shown on map entitled "Sewer District #1 Town of Lansing Proposed Sanitary Sewer connection for Schoenfeld Development to Village of Cayuga Heights Sewerage System, Tompkins County, New York" dated 10/14/65 made by R.L. MacDowell, L.S. be and the same hereby is accepted as a Town Highway, and the Town Attorney is directed to record the deeds and map for same in the Tompkins County Clerks Office. Carried, all present voted Aye. RESOLUTION: Intent to accept Proposed Town Roads and Layout of Town Roads and layout of sewers, water distribution system extension. WHEREAS, Otto Schoenfeld has shown the Town Board the plans for roads and extension of sewer and water distribution system in his development in the 'south part of the Town of Lansing, and WHEREAS, said Town Board has reviewed same, now therefore be it RESOLVED, on motion made by Mr. Spry, seconded by Mr. Howell that when said proposed roads as shown on the map filed with the Town Clerk are completed in accordance with Town specifications, the Town will accept same as Town roads, and be it further RESOLVED, that said water and sewer distribution system as shown on said maps is approved subject to the Town Engineers approval of the installed systems. Proof of Notice having been furnished, the Public Hearing on the proposed Local Law to repeal Local Law #1 of the year 1964 establishing the Lansing Town Park Commission was called to order at 9:30 P.M. by Harris Dates, Supervisor. Letter read from C.E. DeC amp., former Chairman of the Lansing Town Park Commission, outlining the history of the Commissions' activities to date, also commenting that Lansing has persons willing to give their time and efforts to planning and directing operation of Lansing Parks. Letter read from James M. Cirona, member of the Park Commission, stating that he was in favor of retaining a Park Commission. The following persons spoke in favor of the continuation of a Lansing Park Commission and were against the proposed Local Law to repeal Local Law #1 of the year 1964 establishing said commission: Lawrence Conlon, Oliver Holden, Joseph McGill, Robert Boehleck.e, Lyle Wadell and James Kidney, Mr. Howell suggested the possibility of appointing a single parks commissioner or manager to make decisions in conjunction with the Town .Boards approval. He felt this sort of an -arrangement might prove to be more efficient. All persons desiring to be heard, having been heard, the Hearing was terminated at 10:15 P.M. The Town Board withheld voting on the issue until the full Board was present. Atty. Williamson spoke on negotiations transpired to date on Lansing Water Dist. #2. . . . . .
