Public Hearing to be conducted on an Ordinance of the Town of Lansing providing for a partial tax exemption of real property owned by certain persons with limited income who are 65 years of age or over at 8 P.M, also a public hearing to be held at 8:15 P.M. on Modification_ of the plans of the water system for Lansing Water District #l. Miller, Engineer, Reporter'Patricia Nordheimer, Frank Liguori, County Sanitary Engineer and approximately 20 visitors. Proof of notice having been furnished by the Town Clerk, the Public Hearing on the Ordinance of the Town of Lansing, providing for a partial tax exemption of real property owned by certain persons with limited incomes who are 65 years of age or over, was called to order at 8 P.M. by Harris Dates, Supervisor, Town Attorney Williamson read and explained said proposed Ordinance in detail. No persons desiring to be heard, the Public Hearing was terminated at 8:15 P.M. Proof of notice having been furnished by the Town Clerk, the Public Hearing on Modification of the plans of the water system for Lansing Water District #l, was called to order at 8:15 P.M. by Harris Dates, Supervisor. Attorney Williamson read and explained in detail the contents of the modification of the plans of the said water system. After three persons spoke asking questions concerning the alteration of the plans, no formal objections -being made and no other persons desiring to be heard, the Hearing was terminated at 9:20 P.M. Kim Davis, spokesman for the Lansing Fire Dept. was introduced. Mr. Davis informed the Board that the Fire Dept. was planning to revise the Lansing Fire Dept. Directory and requested the Board to consider appropriating approximately $1,300.00 for the cost of printing Directory. Board to examine request for future budget expenditure. I am Frank Liguori, County Sanitary Engineer, reported that he had met with the New York State Director of Air Pollution and Herman Besemer, owner of Cayuga Crushed Stone, in regard to air pollution problems at Portland Point, Mr. Liguori stated that they were very encourged with the cooperation and steps being undertaken by both Cayuga Crushed Stone and General Crushed Stone in correcting the deficiencies in their dust problems. Arnold Volbrecht, a potential developer of property on lands owned by him adjacent to Drake Road, inquired of the Board the procedure of building sewer .facilities and the town eventually accepting the.sewer plant. The Board explained the successive steps necessary before a sewer plant could be accepted as a Town Sewer District. Joseph McGill spoke in behalf of the Lansing Senior Citizens, requesting the Board to make application for State Aid for their organization. Board asked Mr. McGill to present proper forms for same. MOTION was made by Mr. Kidney and seconded by Mr. Spry that the minutes of the July 7th meeting as submitted by the Town Clerk be approved. MOTION by Mr. Kidney and seconded by Mr. Spry: WHERENS, April 7, 1967 is the 150th Anniversary of the Town of Lansing, now therefore be it MOVED, that Town Historian Mrs. Isabel Parish be named Honorary Chairman of a committee to plan for Lansing's sesquicentennial; Glenn Norris to be named General Chairman and the additional committee persons selected by Mr. Norris be approved. Carried Revised plans and maps showing modifications 'of Lansing Water District #1: filed with Town Clerk. . . ��� Continued August 9, 1966 Mr. Howell offered the following resolution which was seconded by Mr. Kidney: RESOLVED on recommendation of the Town highway Superintendent that the construction of the Davis Road from CR -189 to CR -184 being 1.20•miles and the Davis Road from CR -184 southerly to Emmons Road 1.45 miles as under the Irwin Plan for the year 1967 be and the same hereby is approved. Carried A general discussion was held on town roads, after which time the following resolution was offered: WHEREAS, this Board has previously adopted a policy requiring that all town roads shall henceforth be 60 ft. in width, and WHEREAS, this Board is of the opinion that the width of the road should be based on anticipated usage and on factors which the Town Superintendent has 'knowledge of, now therefore be it RESOLVED, on motion of Mr. Howell and seconded by Mr. Kidney, that the previous Town Board policy is amended as follows: That all town roads henceforth constructed in the Town of Lansing shall be 60 ft. in width, except that on recommendation of the Town Superintendent and approval of the Town Board, said width may be 50 ft. Carried Mr. Howell and Highway Supt. discussed their findings to date on a suitable site for Town Highway Building. Further studies to be made and reported at a later date to Board. Letter received and read from Watchtower Bible & Tract Society relative to a proposed purchase of certain lamds owned by them. Letter filed with Clerk. Meeting scheduled for August 14th at 10 A.M. for the Board Members to meet with Cornelius Stockton to discuss the condition of the Bill George Road extension. On motion made by Mr. Spry and unanimously seconded by the Lansing Town Board, the resignation of Frank Nagy, effective September 5, 1966, was accepted-with regret. The clerk of the Town was directed by:the Town Board to spread upon the minutes, its unanimous-'vote of thanks and appreciation for the efforts and time which Mr. Nagy gave to the town in his capacity as a member of the Lansing Park Commission, and be it further RESOLVED, that the clerk forward a certified copy of this resolution to Mr. Nagy, Carried Letter from Otto Schoenfeld dated July 12, 1966 read. Said letter applying for sewer and water service assurance for his apartment development east of Sheraton Inn. Letter forwarded to Atty. Williamson and Eng. Miller for examination and reply. Letter read from Tompkins County Health Dept. Said letter requested the Town Board to urge the inclusion of the Lansing Apartments in the new sewer district now being formed to serve Howard Johnson's and adjacent Catherwood and Butler properties. Letter filed with clerk. :AFFIRMANCE OF RESOLUTION MODIFYING PLANS OF THE WATER SYSTEM FOR LANSING WATER DISTRICT #1. WHEREAS, at its regular meeting held on July 12, 1966 this board approved and adopted a Modification of the plans of the Water System for Lansing Water Dist. #1 by which resolution the town proposes to purchase the assets of Lansing Water Works Corporation for the.sum of $260,000.00 in place and stead of obtaining water from "Bolton Point" and WHEREAS, this board held a hearing on said modification pursuant to sec. 196 of the Town Law on August 9, 1966 at 8 :15 P.M. and WHEREAS, three persons made note of certain questions concerning said purchase, but no formal objection was made to said modification, now therefore be it RESOLVED on motion of Mr* Bpry, seconded by Mr. Howell, that said resolution adopted on July.12, 1966 incorporated herein by reference approving the modification of the plans of said water system for Lansing Water Dist. #1 be and the same hereby is approved. Fund bills #204 through #229 Totalling $11,195.27 be and the same are hereby approved for payment. . The following requirements must be met in order to qualify for an exemption: 1. All the owners of the real property must be 65 years of age or over on the date the application for said exemption is� filed; 2. Title to the property must have been vested in the owners of the property for at least .5 years prior to the date of the application; 3. The property must be used exclusively for 'residential purposes and be occupied in whole or in part by the owner or owners and said property must be their legal residence; 4. The income of all the owners must not exceed $3,000.00 during the 12 -month period immediately preceding the date of application. Where the title to the property is vested in either a husband or wife, the combined income of the husband and wife may not exceed $3,000.00. "Income" includes all social security and retirement payments, interest, dividends, rental income, salaries or other earnings including income from self - employment. It does not include gifts or inheritances received during the 12 -month period. The burden of proof is upon the applicants to show eligibility and they may be required to obtain and submit copies-.of their latest Federal and State income tax returns; social security statements, etc. 54 , Section-3. The owner or owners of the property must file an application with the Assessor at least 90 days before the date for filing the final Assessment Roll for the Town of Lansing; Applications for exemptions from.the town tax must be filed with the Town Assessor, Applications for exemptions by the owner or owners must be filed annually. Application forms will be furnished by the Town Assessorso Section 4. If the application requesting a tax exemption is granted by the Assessor then, and in that event, the real property owned by the owner or owners shall be assessed at 50% of the assessed value for the year in which it is granted, Section 5.
