The Lansing Town Board met in regular session at the Lansing Town Hall on
May 10, 1966 at 8 P.M. with Supervisor Dates presiding.

The-Supervisor opened the meeting having the clerk take the Roll Call.
MOTION was made by Mr. Spry and seconded by Mr. Kidney that the minutes of the
April 12th meeting as submitted by the Town•Clerk be approved.
Mr. Kulakosky was introduced by the Supervisor and asked what he wished to
bring before the board. He stated that he wished to deed to the Town, two streets
which had been built in his development, namely, Stone Haven Drive and Brook Haven
Drive.. After discussion, it was decided by the Board to set Saturday, May 14 at

Mr. William Dart was introduced by the Supervisor at which time he asked the
Board for information concerning. the Trailer Park Ordinance within the Town of
Lansing. Discussion on same followed.
Mr. William LaLonde was introduced by the Supervisor at which time he-asked
for an explanation of the Park Commission in

Board. Discussion followed after which time the following resolution was made:
RESOLUTION by Mr. Howell and seconded by Mr. Spry:

RESOLVED, that the County Attorney be instructed ttto write ot charge park Co�ssion

residents an admission fee for admittance to its public park though it may charge
for the use of special park facilities
Resolution carried, all present voted Aye.
The creation of a Recreation Commission for the Town of Lansing was discussed
in detail after which time the following Resolution was idoptede-
WHEREAS, Article 13 of the General Municipal Law authorizes municipalities
to establish, by resolution, a Recreation Commission, which shall possess all
powers set forth in said Article as well as the duty to establish, maintainnlo 1
Youth and Adult Programs including baseball program, Babe Ruth program, j
and senior Little League program, girls' softball leagues, swimming, boatinge
sailing and other water front activities, basketball programs, bowling,
teen:clubs, hockey programs, and all other Youth and Adult recreation.programs
whatsoever-for the Town of Lansing; and
WHEREAS, Section 243 of the General Municipal Law authorizes the appointment
of a Commission -by the Town Board of seven members; and " to the best

programs available to Youth and Adults in the Town of Lansing;
NOW THEREFORE BE IT RESOLVED, by Mr. Kidney, seconded by Mr. Ferris, that a

RESOLVED, that said commission, when established, shall elect its own chairman
and shall adopt their own rules and procedure for the conduct of all business within
their jurisdiction; and be it further
RESOLVED, that the Town Board shall annually appropriate money for the Recreation
Commission which money shall be spent by the Commission only upon proper audit by the
Town Board; and be it further
RESOLVED, that said Commission shall have charge of all Youth and Adult recreation
programs in the Town of Lansing including as aforementioned, baseball programs, girls'
softball league programs, bowling programs, sailing.programs, and all water front
activities, basketball.programs, bowling,'football, teen clubs, and any and all other
Youth and Adult programs within the Town of Lansing; and be it further
RESOLVED, that Patricia Hubbell, Louise Barr, Paul Uher, William Robinson,
Robert Ellis, Fred Hodgson and John Siemens be and they are hereby appointed to
said commission; and be it further
• RESOLVED, that said Commission shall be effective immediately.
The Rules and Regulations the Citizens Committee for Lansing Water District #1
recommended to the Town Board for adoption were now discussed. Said Rules and
Regulations related to applications for water service, installation of mains, water
service pipes, meter installations, water use etc. After all questions were-gone
over thoroughly by Mr. T.G. Miller,b Eng., the following Resolution was adopted:
WHEREAS the Citizens Committee has recommended the various Rules & Regulations
for Lansing Water District #1 to the Town Board for adoption pursuant to Sec. 198
of the Town Law, now therefore be it
RESOLVED by Mr. Spry and seconded by Mr. Kidney that the Board hold a
Public Hearing on a proposed Local Law adopting said Rules and Regulations
recommended by the Citizens Committee of Lansing_Water District #1, at the
Town Hall, Town of Lansing on the 31st day of May 1966 at 8 :00 o'clock:P.M.
Resolution carried all present voted Aye.
Letter read by clerk from State Traffic Commission concerning the joint request
of the Town Board and Tompkins Co. Highway Supt, for a lower maximum speed restriction
on Myers Road between Route 34B and the County.-bridge. Request refused but we were
advised that the appropriate action would be the erection of suitable warning signs.
Supt. Sharpsteen to discuss said letter with Co. Highway Supt, Stevenson.
Requests have been made for a Stop sign to be placed on Brickyard Road and
Buck Road. Atty. Williamson to check legality of same.
The closing of the Sweazey Road was discussed. Atty. Williamson to investigate
the procedure on abandoning town roads. Supt. Sharpsteen to place a sign
"Road Closed" on the side of said road immediately.
The following resolution was adopted after discussion:
RESOLVED by Mr. Kidney and seconded by Mr. Spry that Harris Dates, Supervisor
be and he hereby is authorized, on behalf of Lansing Water District #1, to accept
an offer by Robert Gibbs to purchase certain of his lands, together with easement and
right of way to said District for use by said District for the location of a storage
tank, pump station and such other town facilities as may be required in the future
for the sum of $6,000.00

declared duly adopted.
Following a request from Mr. Talandis for the Town to accept his road, the
following resolution was offered:
RESOLUTION BY Mr. Kidney and seconded by Mr. Howells
RESOLVED to accept the road as proposed by Mr. Talandis, construction of said
road having met the approval of Highway Supt. Sharpsteen, pursuant to map dated
February 19, 1966 made by C.?AI. Brasher, Jr.:, as a Town Road, subject to Mr. Talandis

connecting up the road, known as Anna Court on said map, with the other proposed dead
end roads as shown on the Talandis subo division dated May 25, 1964 filed with the
Town Board; and be it further
RESOLVED that it is the Town Policy not to accept any dead end roads in the
Talandis sub - division pursuant to Town Board Policy dated March 8, 1966, and be
it further
RESOLVED that the Town Clerk send Mr. Talandis a copy of said Town Board
Policy together with'a copy of this resolution.

RESOLUTION by Ms. Spry and seconded by Mr. Ferris:
RESOLVED that the Supervisor be and hereby is authorized to make the
following budgetary transfer:

Supervisor presented his monthly report and explained same in detail. Filed
with Town Clerk.
AUDIT RESOLUTION by Mr:.-Kidney and seconded by Mr. Howell:;
RESOLVED that General Fund bills #63 through X64 totalling'$ 3,509.96
and Highway Fund bills #119 through #150 totalling $14,041.64 be and the same
are hereby approved for payment.

The%L'ansing Town Board met in special session at the Lansing Town Hall at
8 P.M. to conduct a Public.Hearing on a proposed Local Law adopting Rules and
Regulations for Lansing Water Dist. #1, Said.Public Hearing was set at the
May 10, 1966 regular meeting and ,advertised and posted according to law.

The Supervisor introduced the Lansing Citizen's Committee for the Water
District, after which time he advised the Town Board and visitors that the
Public Hearing was now open, instructing the Clerk to read the Notice of
Publication of Hearing.
Mr. Miller, Engineer was introduced at which time he read the Rules and
Regulations regarding water supply for Lansing Water Dist. #1.' Mr. Miller and
the Town Board answered and discussed in.'detail numerous questions asked by
all persons present.
The'Public Hearing was closed at 10:•00 P.M., at which time Supervisor
Dates thanked the Lansing residents for attending.
