HomeMy WebLinkAbout1966-01-11January 11, 1966 The Lansing Town Board met in regular session at the Lansing Town Hall on January 11, 1966 at 8 P.M. with Supervisor Dates presiding. ROLL CALL Harris B. Bush Clerk Present Visitors: Lloyd Sharpsteen,"Fred Beckley, Clifford Beckley, Randall Tarbe_ll. The Supervisor opened the meeting having the Clerk take the Roll Call. MOTION was made by Mr. Kidney and seconded by Mr. Spry that the minutes as submitted by the Town'Clerk be approved. APPEARED: Justice Floyd Ferris, 8 :15-P.M. Mr. Randall Tarbell was introduced. He stated that'he had completed 995' of road which was built according to town specifications and requested the town to accept same. The Town Board together with the Highway Superintendent will study said road and report back to Mr. Tarbell, Mr. Lloyd Sharpsteen, Inspector for Lansing Water District #1 was introduced. Mr. Sharpsteen explained the progress to date on the water pipe-. line being contructed. A letter was read from Royal N. Keller requesting that he not be reappointed as 'a member of the Lansing Park Commission due to health and other reasons. Said letter was accepted with regret and the following resolution offered. RESOLUTION by Mr. Spry and seconded by Mr. Kidney: RESOLVED, That the Lansing Town Board spread upon its minutes, its deepest appreciation to Royal Keller for the excellent and loyal manner in which he served the Town as a member of the Lansing Park Commission in its challenging first year of existance. MAY IT BE FURTHER RESOLVED, That a copy of this resolution be mailed Mr. Keller informing him of our thanks. Resolution carried,'all present voted aye. MOTION by Mr. Spry and seconded by Mr. Kidney: To appoint Mr. Samuel G. Baughman as a member to the Lansing Park Commission to serve for a five year term beginning January 1, 19660 Motion carried, all present voted Aye. RESOLUTION by Mr. Kidney and seconded by Mr. Spry: RESOLVED, That the Supervisor,be authorized and directed to have the Town records audited by Maxfield, Randolph & Carpenter: and file his report under (Town Law 181 (3) ). Resolution darried, all present voted aye. MOTION by Mr. Kidney and seconded by Mr. Ferris: That the meeting of December 14, 1965 (page 26) be amended to read "the Supervisor be authorized and directed to appoint two representatives to serve on the Steering Committee for the Tompkins County Economic Oprortunity Act ". Dates, Supervisor Vote of Town Board (Abstained. ) Fred Spry, Justice Resolution was thereupon declared duly amended. RESOLUTION by Mr. Spry and seconded by Mr. Kidney: RESOLVED, That the Highway Superintendent be authorized to advertise for bids for Road Roller. Date to open bids to be February 11, 1966 at 2:30 P.M. Resolution carried, all present voted aye.: The Town Hibhway Superintendent brought before the Board the condition of the hill on the Holden Road starting at the Gulf Road. It was suggested by the Highway Superintendent that the Town Board Bear meet with the County Highway Superintendent and himself and make a decision on same. RESOLUTION by Mr. Kidney and. seconded by Mr. Spry: WHEREAS, there now exists a plan for the orderly development of sewage systems and treatment in the Town of Lansing (excluding private and individual septic systems); NOW THEREFORE BE IT RESOLVED, that prior to any future construction of sewers in the Town of Lansing, there must first be obtained the written approval of'the Town Board of Lansing and the County Health Department. Resolution carried, all present voted Aye. Letter read and filed concerning name for the present dead end road to property of M.P. Catherwood. 'No action taken at this time. Letter read and filed from Co. Supt, of Highways, Howard A. Stevenson, Jr., regarding agreement of the Co. Highway•Dept: to sell towns all plow equipment over five years old for $1.00, and to sell to towns plow equipment less than five years old at 20% depreciation per year: MOTION by Mr. Ferris and seconded by Mr. Kidney, that the bonds of public officials be approved as to the•amount and company. Carried all present voted Aye. Appointment of Chairman of Assessors: • MOTION made by Mr. Spry and seconded by Mr. Ferris, that-Kenneth A. Tarbell be appointed Chairman of Assessors for 1966. Carried all present voted Aye. Appointment of Constables: MOTION made by Mr. Spry and seconded by Mr. Ferris that .Paul Mikula and Delford Barnes be appointed Constables for 1966. Carried all present voted Aye. Multiple Houseing Inspector: MOTION made by Mr. Kidney and seconded by Mr. Spry to appoint Kenneth A. Tarbell as Multiple Houseing Inspector for 1966. Carried all present voted Aye. Deputy Supervisor Clara Dates, Deputy Highway 'Superintendent Lloyd Sharpsteen and Deputy Town Clerk Wanda Brink be appointed at beginning of term and to serve during term of respective officers. Carried all present voted Aye. Appointment of Town Historian: ' MOTION by Mr. Ferris and seconded by Mr. Kidney that Isabelle Parrish be appointed Town Historian. Carried all present voted Aye. Fire Wardens: The Supervisor appointed the four Fire Chiefs of the Town of Lansing as Fire Wardens. Attorney for the Town: MOTION by Mr. Kidney and seconded by Mr. S pry that Attorney for the Town be on as a needed basis and that Robert Williamson be consulted as needed. Carried all present voted Aye. Salaries of Town Officers: RESOLUTION by Mr. Kidney and seconded by Mr. Ferris that salaries of Town Officers as compiled in the General Town Budget for 1966 be as follows: Officer Donald Sharpsteen Kenneth A. Mileage Allowance: RESOLUTION by Mr. Spry and seconded by Mr. Kidney that the Town Officers and Highway Supt: be allowed the sum of 100 per mile for the use of their automobiles in the performance of their official duties. Carried all present voted Aye. Rules of Order: RESOLUTION by Mr. Ferris and seconded by Mr. Spry that Robert's Rule of Order be followed. Carried all present voted Aye. Time of Regular Board Meetings: MOTION by Mr. Spry and seconded by Mr. Kidney that the Regular Board Meetings of the Lansing Town Board be held on the 2nd Tuesday of each month at Carried all present voted Aye. Designation of Official Newspaper: MOTION by Mr. Kidney and seconded by Mr. Ferris that the Ithaca Journal be designated as the official newspaper for the Town of Lansing. Carried all present voted Aye. Designation of Bank Depository for Town Funds: RESOLUTION by Mr. Ferris and seconded by Mr. Spry that the Tompkins Co. Trust Co. and the First National Bank be designated. as the depositories for the Town of Lansing funds. Carried all present voted Aye. 8 P.M. Authorization for Highway Superintendent to purchase items: RESOLUTION by Mr. Kidney and seconded by Mr. Ferris that the Highway Superin- tendent.be authorized to purchase equipment, tools and implements, tires and tubes in the amount of $500.00 without prior approval. Carried all present voted Aye. Method claims to be presented for payment: RESOLUTION by Mr. Spry and seconded by Mr. Ferris that vouchers for claims for General Fund and Highway Fund be presented and audited in accordance with (Town Law A.T. 103). This inspection will take place by the Town Board at the beginning of each regular meet�_ng. Carried all present voted Aye. Town Ordinances: The Town Board reaffirmed - same. No. 1. RESOLUTION by Mr. Kidney and seconded by Mr. Ferris: WHEREAS it is the intention of the Town Board of the Town of Lansing to establish a Youth Recreation project and WHEREAS the Town Board of the Town of Lansing is about to submit an application for such a project to the N.Y.S. Youth Commission for its approval, reimbursement of funds expended on said project as provided by Chapter 56 of the Laws of 1945 as amended: now therefore be it RESOLVED, that such application is in all respects approved and Harris B. Dates, Supervisor, is hereby directed and authorized to duly execute and to present said application to the N.Y.S. Youth Commission for approval. Section 2.
