The Lansing Town Board held a Public Hearing pursuant to order duly
adopted at-meeting of April 6, 1965 for Establishment of Lansing Water Dist. #l.
The meeting was called to order at 8:00 P.M. at the South Lansing Town Hall
with Supervisor Dates presiding.

Approximately 60 persons interested in the Water District were present.
The Supervisor advised the Town Board that the Public Hearing was now
open on the Establishment of Lansing Water District # 1, instructing the Clerk
to read the notice of Publication of Hearing.
Mr. Thomas G. Miller, Engineer for the Water District was introduced by
the Supervisor and was requested to explain his report to date. Mr. Miller
explained the financial details of the district concerning the estimated costs
of using Bolton Point as a_source of water supply and the financing of same.
Using Bolton Point as a source of supply,'he gave the preliminary estimated
cost of the entire project as $900,000.00. The purchase of the Lansing
Water Works Corp. was discussed in detail and is still under consideration.
As an example of the estimated cost assumed by the property owner with 1501
frontage and property with an assessed value of $7,800.00, using 350 gal.
per day, would be $205.00 per year or $17.00 per month. Assessment, frontage
and usage would determine the formula used. It was also noted that as the
district grows the cost reduces.
Mr. Miller and the Town Board answered and discussed numerous questions
from the residents attending the Hearing.
Mr. Robert Gibbs asked to go on record stating that his property is
semi - commercial and with the front footage he owns and with the completion
of the Water District he will be withstanding a reasonably heavy cost, but
if Lansing is to move forward this is a step we must take. Mr. Gibbs
added that he would cooperate 100% with the Town Board and the Town of Lansing.
Mr. Frank Naegely asked to go on record as being in favor of a
Water System for Lansing.
The Public Hearing was closed at 9:30 P.Pie at which time Supervisor
Dates thanked the Lansing Residents for attending.
RESOLUTION by Mr. Howell: To table Resolution for the Establishment
of Water District and have a meeting to discuss the hearing as held.
Resolution lost for lack of a second.
RESOLUTION by Mr. Ferris and seconded by Mr. Kidney:
RESOLVED that the Town Board duly approve the Establishment of Water
District. Said Resolution attached hereto and made a part thereof.
RESOLUTION by Mr. Spry and seconded by Mr. Kidney:
Authorizing Supervisor to make application to the Dept. of Audit
and Control for Establishment of Water District. Said Resolution attached
hereto and made a part thereof.
No action was taken at this meeting on Resolution regarding
Establishing Sewer District.

Establishment of Water District
At a meeting of the Town Board of
the Town of Lansing, held at the Town
Hall in the Town of Lansing, Tomp-
kins County, New York, on the 20th
day of April, 1965, at 8 o'clock p. m.'

In the Matter of the Establishment
of a Water District in the Town of
Lansing, County of Tompkins, State of
New York, pursuant to Article 12-A
of the Town Law.
WHEREAS, a map, plan and report
relating to the establishment of the
proposed water. district in the Town of
Lansing, prepared by Thomas G. Mil-
ler, a licensed engineer, in the State
of New York, in manner, and in. such
detail, as has been determined by the
Town Board of the Town of Lansing,
has been duly filed with the Town
Clerk of the Town. of Lansing and in
accordance with the requirements of
Article 12 -A of the Town Law; and
WHEREAS, an Order was duly adopt-
ed by the Town Board of the Town of
Lansing on the 6th day of April., 1966,
reciting the filing of said map, plan
and report, the Improvements proposed,
the boundaries of the proposed, district,
the estimated expense thereof, the
proposed method of financing, the
fact that the map, plan and report
describing same. are on file in the
Town Clerk's Office for public insliec-
tion and stating all other matters re-
ciuired by law to be stated, and speci-
fying April 20, 19653 a o'clock p.m.
as the time, and the Town Hall in said
town as the place where the said Town
Board would meet to consider said,
map, plan and report, and to hear all
persons interested in the subject there-
of and concerning the same, and to
take such action thereon as is required
or authorized by law; and
WHEREAS, such order was duly
published and posted by law; and
WHEREAS, a hearing on said matter
was duly held by said Town Board
on the 20th day of April, 1965, begin-
ning at 8 o'clock p.m. of that day at
the Town Hall in said town, and full
discussion of the matter having been
had, and all persons desiring to be
heard, having been •heard,
NOW, upon the evidence given upon
such hearing and upon, motion of
Floyd Ferris, seconded by James Kid-
ney, it is
RESOLVED AND DETERMINED:
A. That the notice of hearing was pub-
lished and posted as required by
law, and is otherwise sufficient.
B. That all property and property
owners within the, proposed, district
are benefitted thereby.
C. That all the property and property
owners benefitted are included with-
in the limits 'of the proposed dis-
trict.
D. That it is in the public interest to
establish said water district;
AND IT IS FURTHER RESOLVED
AND DETERMINED, That the estab-
lishment of a water district as set
forth in said map, plan and report,
be approved; that the improvement
therein mentioned' to be constructed,
and the necessary easements and lands
be acquired upon the required funds
being made available and provided for;
and such district shall be known and
designated as the `LANSING WATER
DISTRICT NO. 1" in the Town of Lan-
sing, and shall be bounded and de-
scribed as follows:
ALL iTHAT TRACT OR PARCEL
OF LAND situate in the Town of Lan-
sing, County of Tompkins, State of
New York, bounded and described as
follows:
Commencing at the intersection of
the south boundary of the Town of
Lansing with the west boundary of the
Town of Dryden at the center line of
Sapsucker Woods Road (which point
is also the southeast corner of the
Town of Lansing);
(1) thence north along the Lansing -
Dryden town line being also the center
line of Sapsucker Woods Road and
extensions thereof to a northeast cor-
ner of the Tompkins County Airport,
this point being also the' intersection
of the center line of the Snyder Road
with the Lansing - Dryden town line, a
distance of 6,150 feet more or less;
(2) thence west and northwest along
the northerly boundary of the Tomp-
kins County Airport and the center of
the Snyder Road, a distance of 4,460
feet more or less to the center of
Warren Road;

The boundaries . described are in-
tended to include all property within

RESOLVED, That the proposed im-
provement including construction costs,
cost of acouisition of land and ease.
ments_ legal and engineering fees, and
all other expenses be financed by the
issuance of serial bonds of Said' town
to mature in such number of annual
installments, not exceeding forty, as
may hereafter be determined by the
Tc'wn Board of Lansing. The cost of
constructing the foregoing improve-
ments shall be assessed by the Town
Board in proportion as nearly as may
be to the benefit which each lot or
narcel will derive therefrom; and it
