HomeMy WebLinkAbout1965-04-06April 6, 1965 The Lansing Town Board met in special session to conduct a Public Hearing on Establishment of Lansing Sewer Dist. #1 as set by the meeting of March 17, 1965. Said hearing advertised and posted according to law was held at the South Lansing Town Hall at 8:00 P.M. with Supervisor Dates presiding. ROLL CALL Harris B. Bush Clerk Present Visitors: Ernest - Wilkinson, Gordon, Selden, Stanley Whipple, Roger Wilkinson, Edwin Filmer, John Thompson, Robert Spencer, John Myskow, Robert Gibbs, Mrs. Louise Dart, Mr. & Mrs. Nangeroni, Atty's Harry Hamilton, Richard Thaler, Manley Thaler, Engineer's Thomas Miller and J.D. McWain, The Supervisor advised the Board that a Public hearing was now open on the Establishment of Lansing Sewer Dist. #1, and the clerk read the notice of publication of hearing. The Supervisor asked if any person attending wished to express themselves for or against said Sewer District. Mr. Hamilton, Attorney for Otto B. Schoenfeld, who o'ms forty acres E. of the Shopping Plaza and N. of Cayuga Heights Line, stated that his client is in favor of Establishing Lansing Sewer Dist. #1. He also stated that there are plans made for the development of this property which will increase the valuation and benefit the tom. All interior lines involved with this property will be the expense of Mr. Schoenfeld and will cause no burden to the Town or land oimers. After questions and discussion by the Board members, and there being no one to appear in opposition, the Public Hearing was closed by Supervisor Dates. Mr. Dates asked Mr. Miller, Engineer, to briefly summarize his report on the proposed Lansing Water District #10 Mr. Miller explained the general plan and map and answered questions of the Board members. To date no price has been offered by the Lansing Water Works Corp, however, this does not restrict future negotiations from being entered into for the purchase of their system. MOTION by Mr. Spry and seconded by Mr. Kidney: That a Public Hearing be held on the Establishment of Lansing Water District #1. Said Order attached hereto and made a part thereof. Mr. Miller stated that he •and-Mr::-Oliver Holden would contact the Lansing School District authorities and prepare a report to submit to the Board concerning establishing a Water District in Myers. In the Matter of the Establishment Of "Lansing Water District No. 1" in the Town of Lansing, County of Tompkins, State of New York, pursu- ant to Article 12-a of the Town Law. WHEREAS, a map, plan and report, has been prepared in such manner and in such detail as has been here- tofore determined by the Town Board of the Town of Lansing, relating to the establishment of a proposed Water District in the southern area of the Town of Lansing; and WHEREAS, such map, plan and report, has been duly filed in the Town Clerk's Office in said town: and WHEREAS, said map, Ian and - report, were prepared by Thomas G. Miller, a duly licensed engineer in the State of New Work., showing the boundaries of the proposed' district and a general plan of the water system to be constructed, and a re- port. of the proposed method of oper- ation: and WHEREAS, said map shows the source of water supply and a descrip- tion of the water rights and lands to be acquired therefore, the mode of constructing the water works and S treatment facilities, and the location thereof, including beach' well intake, .. booster pumping stations, reservoirs, ......e.. .„ i"w dictribntin2 nines and ., R WHEREAS, the boundaries of said proposed district are more particularly set forth and described hereinafter in Schedule "A", and - n WHEREAS, the Improvements pro - pcsed are as follows:. 1 . The water supply intake and build - ing to house pumping and treatment equipment at Bolton Point on Cayuga Lake; an access road from Route 34 to Bolton Point: a booster Pumping station and 50.ODO gallon reservoir located west of Route 34, a booster pumping station and 500.000 gallon intersection of North located ammer Road and Oak Crest Road, a 500,000 gallon storage reservoir located south of Brown Road at the Tompkins County Airport- Research Park; a distribution system consisting of approximately 60,000 lineal feet of 12 inch and smaller diameter cast iron water mains, to- gether with hydrants, valves and Other .necessary appurtenances; and WHEREAS, the proposed method of financing the cost of said improve- ment consists of the issuance of serial bonds of said town to mature in annual installments aver , a period of not exceeding forty years. The cost of constructing the foregoing Improve- ments shall be assessed by the Town Board in proportion as nearly as may be to the benefit which each lot or parcel will derive therefrom; and WHEREAS, the maximum amount propcsed to be expended for said improvement and for the acquisition of the necessary water rights, lands and easements, is $9oo,000.00 Dollars, wHEREAS, said map, plan and re- aarre ondfile in the said own Clerk'seOffiice for - public inspection, NOW ON MOTION of Fred Spry, seconded by James Kidney it is hereby ORDERED, that the Town Board of the Town of Lansing shall meet and hold a public hearing at the Town Hall in said town on the 20 day of April, 1965, at 8 o'clock p.m. on that day to consider said map, plan and report, and, to hear all persons interested in the sublect there- of concerning the same. and to take such action as is required and au- thorized by Iaw. - The. adoption , of the foregoing Order was duly put' to a vote. and upon roll call, the vote was -as follows: Harris - B.
