The Lansing Town Board met in regular session at the South Lansing Town Hall
on January 18, 1964 at 10 A.M., with Harris Dates, Supervisor presiding.

The Supervisor opened the first tweeting of 1964 by honoring Joseph McGill
with a Certificate of Recognition, which stated; "Whereas,.Joseph McGill has
served the Town of Lansing since 1923 until his retirement December 31,. 1963,
a total of 40 years as Town Clerk; and whereas, Joseph W. McGill, through his
dedication and sincere interest in town affairs and his fellow citizens,,
therefore, be it resolved, thatvnowp this Town Board does hereby record its
thanks and appreciation to Joseph W. McGill for the aid and cooperation
that he so willingly has given for His terms in office. Be it further resolved
that we wish for he and his wife, Grace, who has so abljr-•assisted him in
serving the Town, a most long and happy retirement and the fulfillment of
their long awaited desires to travel over these great United States. Be it
further resolved that we record here, our respect and admiration for him and
wish him the best of health and happiness." Mr. Howell made the motion
this Certificate of Recognition be accepted -as read and the Town Board
unamiously seconded same.
Mr. McGill thanked the Board and mentioned the cooperation he has received
during his years in office.
Motion was made -arid seconded by entire Town Board that January 25, 1964
be proclaimed as "Joe McGill Appreciation Day" for the Town of Lansing.
Motion made by Mr. Kidney and seconded by Mr. Howell, that the bonds of
Public Officials be approved as to the amount and company.
Carried all present voted Aye.
Service Officer:
Motion made by Mr. Spry and seconded by Mr. Ferris that Supervisor
Harris Dates be appointed Service Officer. Carried all present voted Aye.
Appointment of Chairman of Assessors:
Motion'made by Mr. Kidney and seconded by Mr. Howell that Kennath A.
Tarbell be appointed Chairman of Assessors for 1964.
Carried all present voted Aye.
Appointment of Constable:
Motion made by Mr. Ferris and seconded by Mr. Spry that Delford Barnes
be appointed Constable for 1964. Carried all present voted Aye.
Multiple Houseing Inspector:
Motion,made by Mr. Howell and seconded by Mr. Kidney to appoint
Kenneth A. Tarbell as Multiple Houseing Inspector for 1964.
Carried all present voted Aye.
Deputy Supervisor Clara Dates and Deputy Highway Superintendent, Lloyd
Sharpsteen appointed at beginning of term and to serve during term of
respective Officers.
Motion made by Mr.'Kidney and properly seconded by'Mr'. Spry, that the
Town Clerk under To -ern Law #30 -10 be authorized.to appoint two deputy
Town Clerks, namely, Joseph W. McGill and Wanda Brink, and that these
deputies be authorized to have'and assume the same powers -and authorization
as Town Clerk. Bonds served on both of these deputies and their salary shall
be $1.500
per hour, Carried all present voted Aye.
Appointment -of Town Historian:
Motion made by Mr. Spry and seconded by Mr. Ferris that Isabelle Parrish
be appointed Town Historian. Carried all present voted Aye.

Fare Wardens:
The - Supervisor appointed the four Fire Chiefs -of the Town of Lansing
as Fire Wardens,
Attorney for the Town:
Resolution. by Mr. Kidney and Seconded by Mr. Spry that the Attorney for
the Town be on as a needed basis. Carried all present voted Aye.
Salaries of Town Officers:
Resolution by Mr. Ferris and seconded by Mr. Howell that salaries of Town
Officers as compiled in the General Town Budget for 1964 be as follows;

Election inspectors to be paid $15.00 per day unless short day which is to be
$12.00 per day.
Be it further Resolved, that the Supervisor be authorized to pay the above salaries
on the 15th day of each month and the last payroll December 15, 1964, salaries
to be adjusted at the last payroll to meet budget requirements.
Carried all present voted Aye.
Mileage Allowance:
Resolution by Mr. Spry and seconded by Mr. Kidney that the Town Officers
and Highway Superintendent be allowed the sum of 10¢ *per mile for the
use of•their automobiles in the performance of their official duties.
Carried all present voted Aye.
Rules of Order:
Resolution. by Mr. Howell and seconded by Mr. Ferris that Robert's Rule
of Order be followed. Carried all present voted Aye.

Time of Regular Board Meetings:
Motion made by Mr. Kidney and seconded by Mr. Spry that the Regular
Board Meetings of the Lansing Town Board be held-on the'2nd Monday of
each month at 8 P.M. Carried a.11 present voted Aye,
Designation of Official Newspaper:
Motion made by Mr. Ferris and seconded by Mr. ?Howell that the Ithaca
Journal be designated as the official newspaper for the Town of Lansing.
Carried all present voted Aye.
Designation of Bank depository for Town Funds:
Resolution by Mr. Spry and seconded by Mr. Kidney that the Tompkins
County Trust Company be designated as the depository' for Town of Lansing
funds. Carried all present voted Aye,

Authorization for Highway Superintendent to purchase items:
Resolution by Mr. Howell and seconded by Mr. Ferris that the Highway
Superintendent be authorized to purchase equipment, tools and implements,
tires and tubes in the amount of $500.00 without prior approval.
Carried all present voted Aye.
Method claims to be presented for payment:
Resolution by Mr. Spry and seconded by Mr. Kidney that vouchers for claims
for General Fund and Highway Fund be presented and audited in accordance
with (Town Law A.T. 103). This inspection will take place by the Town
Board at the beginning of each regular meeting.
Carried all present voted Aye.

Town Ordinances:
The.-Town Board reaffirmed same.
No. 1. Bingo - May 24, 1958.
No. 2. Removal & storage.of vehicles - December 6,.1958.
It was suggested*to run off copies of Ordinance #2 for residents of town.
No. 3. Trailer Park ordinance November 5, 1962. (amended fee deleted).
Association of Towns Annual Meeting:
Resolution by Mr..Howell and seconded by Mr. Ferris that the Town Board
and .Town Officials be authorized to attend meeting in New York on
February 11, 12 and 13, 1964, and that necessary expenses be a town
charge. Mr. Spry named.delegate and Mr. Kidney alternate.
Carried all present voted Aye.
Appointment of Committees,*
It was decided by the Board that the Town Board would act as a committee
of one on all Town problems.

The Supervisor reported to the Town Board that his books were at Maxfield's
for auditing and a report on these and the Justices will be filed.
A letter from O'Brien & Gere was read regarding sewage disposal problems
in the southern portion of Lansing. A motion was made by Mr. Kidney and
seconded by Mr. Howell that the Lansing Town Board make necessary application
to the Tompkins County Dept. of Health for temporany permit to allow Howard
Johnson Motel to open as anticipated. Carried all present voted Aye.
Letter read from Harry S. Hamilton, Atty, for Otto B. Schoenfeld read
and filed. Supervisor instructed to follow through and report back to Board.
Motion made by Mr. Ferris and seconded by Mr. Kidney that the Supervisor
be instructed to complete application of Glen Wade to enter -into the McKinney
Water District. Letter from Wiggins, Tsapias .and Golder referring to the
above motion. Carried all present voted Afire.
Letter from Lansing Central School requesting that the Special Light
District established in 1960 be dissolved. Motion made by Mr. Kidney and
seconded by Mr. Spry that the Supervisor contact Electric Co „ to cancel
contract with the school light district. Letter on file. .

Letter of application received.from the Dept. of Health to. be completed

Discussion on plans and status regarding Graham Road to Electric & Gas
sub - station. Copy of letter on file that was sent to George Newman of
New York State Electric & Gas Corp. .
Supervisor presented his monthly statement explaining same and filing same
with Town Clerk. Also presented and filed his Annual Report.
Discussion in detail regarding the Uniform Commercial Code. Resolution
made by Mr.. Kidney and seconded by Mr. Spry to send a letter to State Senator
Metcalf and Assemblywoman Cook from the Lansing Town Board requesting their
vote to amend same. Letters on file with Town Clerk. Carried all present
r voted Aye.
Motion made by Mr. Howell and seconded by Mr. Kidney to appoint Mr. Spry
as Chairman of Publicity. Carried all present voted Aye.
Letter from Lansing Central School read regarding the #2 fuel oil-bid for
same was awarded to the Petroleum Division, Cooperative G.L.F. Exchange, Inc.
period beginning Nov. 1, 1963 through.Sept. 30, 1964 for the bid price.
Letter on file.
Special Meeting to be held by Town Board on Feb. 3, 1964 at 8 P.M.
regarding Highway and Machinery.
Mr. Howell made motion and seconded by Mr. Ferris to pay bills on
General Fund, # 1 through # 17. Carried all present voted Aye.
