TheLansing Town Board met in special session as called by the Supervisor ,
to meet with an engineer and others to discuss the sewer and water problem in
the south end of the Town of Lansing and any other business that may need to be
acted upon. Meeting time 8 =00 P. M. at South Lansing Town Hall Supervisor Dates
presiding. Clerk advised all Board members by letter.

The Supervisor called the meeting to order all members being present,
intoducing the visitors.

Jim Me Wain of the.engineering.firm of.0'Brien and Gere ,
Mr. Of Johnson E. P. Harrison, of Howard Johnson , Frank Ligouri, Manley
Thaler , Jerald Talandis, Dr. Broad, Art Scholl
These people being vitally interested in the sewer disposal system and water supply
from a health standpoint and also business .
Dr. Broad from the Tompkins ounty Health Department presented the attached
resolution
This resolution being read and explained by Dr. Broad and Frank Ligouri the
meeting was opened to discussion;
The Supervisor explained that 'by this resolution -the Town should take the
initiative and explore all possiblities and solutions:
1. Preliminary Study
What area would 1000 people cover, cost and feasability.
Mr, Jim McWain discussed at this time the Long Range Program. This would take
considerable time, 1 year to 22 years,

Dr.' Broad explained the position the Health Dept, was in on this, that an immed.
late solution must be had for the existing areas where business is and that due to
increased development plans in that area, a long range program should be throughly
studied. He also stated that a study by an engineering firm as,to the immediate
solution and also a engineering long range study. These reports would give the Health
Depart, someithing'to act upon for approval.
Art Scholl mentioned the nertessity of a long range plan on a Town owned sewer
` disposal plant and this engineering report would show the Town Board what would be
necessary to do for approval of the Health Depart, and the cost of same.

Dr. Broad explained the Sewer District would be paid for only by the ones within
the Distriet,'the same as a fire District, etc.

Mr. Howell asked just what Mr. Talandis would have to do to have the approval of
the Health Dept..for his Sewer disposal plant.
Explained by Mr. Ligouri and Dr. Broad,
Mr. Ligouri explained how at the beginning of Mr. Talandis establishment of a
sewer disposal plant and district approved by Lansing Toim Board, this was adequate
at that time but due to development in that area far in excess of the abilities of
original disposal system to handle it.
Questions.
Mr. Talandis explained that if he would be allowed to expand his plant that the
difference in cost between his rate to consumer as to the service offered by Cayuga
Heights-would be a great deal less. Also if serer service with Cayuga Heights were
used, the Town would have to bear the cost of service lines to the Cayuga Heights
lines plus a cost set by Cayuga Heights to cover cost of expansion of their plant.
Supervisor Dates asked Dr. Broad is the County Board.of Health would go along
with the Town hiring the engineering firm of O'Brien & Gere to make this study.
Dr. Broad indicated the firm was satisfactory.

The Supervisor said if it is satisfactory to the Board, Mr. Me Wain, Engineer,
will come to the.regular Board Meeting, Monday, December 9, with a proposal what the
cost to the Town for this study, from geeHeights. Would areas

Resolution by Mr. Kidney, seconded by Mr. Ferris:
Whereas it is the intention of the Town Board of the Town of Lansing to establish
a Youth Recreation and
Whereas the Town Board of the Town of Lapwing is about to submit an application
for such a project to the New York State Commission for its approval, reimbursement
of funds expended on said project as provided by Chapter 56 of the Laws of 1954 as
amended: Now therefore be it

Resolved by Mr. Kidney, seconded by Mr. Howell:
That the Supervisor be authorized to transfer from
balance the sum of $ 15,000.00to the following Highway
transfers attached.

Supervisor advised we had not appointed a dogig; enumerator. Clerk presented
applicants; Brian Lane, Mrs. Duane Smith and Duane Smith. Mr. Ferris presented
Jack Fenner'•s name. •
Motion by Mr. Howell, seconded by Mr. Spry:
That Duane Smith and Gwendolyn Smith be the dog enumerator for 1963.
Carried. All voted Aye.
