August 19, 1963
The Lansing Town Board met inn Special session as called by the Supervisor at
the adjournment of the August 12 meeting . Meeting held at So. Lansing own hall
8:00 P. M. to publicly open bids for the construction of a Beech House at the Lansing
Park , Myers as advertised also any other business that may need board action.

Clerk advised that all members present but Mr. Ferris who was absent.

opened
at 8:30
P.
M. the Supervisor asked Jerry Stockton if
he
had
a problem to
bring
before
the
Board.
Jerry explainers to the Board that'thP Almeda Ludlowville Fire Co. had taken out
a Bingo license for 13 occaisions aid that it had shown that the fire hall was not
large enough to hold enough players that they could make a profit r and that they
were interested in useing the old town hall at Ludlowville.
At this time were requesting the Board to let them use it for Bingo ,
Discussion:
The Supervisor advised that as he had been contacted before the meeting about
this and he had took it up with Atty. ��illiamson about letting them use it for a
nominal fee . Atty. `q illiamson had advised him that the Town Law did not alow
the Towhs to give the use for a nominal fee. Ile would look it up further but
had Bot had the time before this meeting.
The upervisor advised that Atty. Williamson' was in Groton tonight attending a
meeting and he planned on stopping on his way to Ithaca if not too lra.te.
The Supervisor asked for the feeling of the Board members , after considerable
discussion they were of the opinion that rather to rent for Bingo they would be favorable
to the selling the hall to the'fire distd.ict .
Russell Lane advised that even if they were able to rent it the commissioners
would have to.pass on it and they had signified that there favorable.

The Supervisor advised that at this time the bids would be opened as it was
8:30 P. M. h asked the Clerk to read the add for bids,
Clerk read the Notice for bids as published in the Ithaca Journal .
Cle °•k advised that only one bid received and that was from
Mc Pherson -builders , Ithaca, N. Y.

The Supervisor explained to Merrit Brother° ton from 11c Pherson Builders that this
bid. was considerable higher than the budget would stand at this time

Mr. Brotherton took the plans abd specifications and pointed out to the Board
where changes could be made in material which would not basicly effect the structure
of the building but enable it to be built at a lesser cost.

The Supervisor wished to convey the boards thanks to Mrs. Mc Pherson for the
time involved in , ? working this bid , and asked the Board for a resolution for
further study on this bid ,
Resolution by Mr. Howell seconded by Mr. Spry;
That the bid for a Beach house at the Lansing Park, Myers submitted by Mc Pherson
builders be turned over to the Board for further and no award be made
Carried all present voted aye.

The Clerk advised the Board that voting machine custodians should be appointed
as macriines would be used at the Primary election He had been advised that
Mr. Wiley 6utphin and i3ernard Campbell would act
Motion by Mr. Spry seconded by Mr. Howell:
That the Board accept the Republican and gemocrat Cbmmittee chairman's• recommendation
for Wiley Sutphin and Bernard Campbell for voting machine custodians during 1963.
Carried all present voted aye.

As the meeting; was about to adjourn atty. I'illiamson came in from his meeting
and the members of the Almeda Lansing Fire Co. Ludlowville returned to.learn more. -
about what legal steps were involved in the acquireing of the former Lansing Town
Hall.
Further Discussion
Atty. 411liamson was advised that the Almeda Lansing Fire o, wished to be
able to use the former Lansing Town Hall to play Bingo.
Atty. Willaimson cited the Town Law on the limitations of the Board on renting the .
hall this could not be done for a nominal fee, a nominal fee being for $1.00 or
for free. The Lpzq does state that the' Town could sell to a Fire '�istrict Town
property without putting it up to bid This would have to be by a written request
from the Fire Commissioners price being set by the*Board and by resolution stateing
that there 'was no longer a need for this building for public use and also this
resolution to be published and posted in 5 laces stateing that it is subject to
a permissive referendum this according to ection 90 of the Town La.w , transfer .
to be not less than 30 days from date of resolution .
After further discussion the Bo,�rd felt that as there was no further use for the
building,for public purposes it should sell to Fire District , the price being
discussed and a figure of $50.00 stated The Supervisor advised that at this time
a resolution was in order:

Resolution by Mr. Howell seconded by Mr. Kidney:
Resolved
t�ereas the former Town Hall for the Town of Lansing located
Road, Ludlowville, N. Y. has net been used for public purposes for
and Whereas the said building is no longer needed for public use
on Ludlowville
over 5 years
Now therefore be it Resolved " That the Town of Lansing convey the former
Town Hdll and premises to the Lansing Firs- District for the sum of Fifty Dollars
($50.00) cash and be it further
Resolved that said conveyance by the Town of Lansing shall be by (quit Claim
Deed without Abstract, be it further
Resolved that the Supervisor is authorized and directed to execute said deed:on
be half of the Town, and be it further Resolved that this Resolution be subject
to permissive referendum and that the Town Clerk shall post and publish the notice
of the date of adoption of said resolution as required by Section 90 of the Town
Law.
